09121966C. 514 SEPTEMBER 12th. 1966 The Board of Commissioners met in regular session on Monday September 12th. at 10:00 A.M., with all members present. Also present were the County Attorney, the Auditor and the Clerk to the Board. Chairman Brock presided and Commissioner Womble offered the invocation. The Minutes of the last meetings were read and approved. The following reports were presented, approved and filedf. Clerk Superior Court Clerk Recorders Court Register of Deeds Veterans. Service Officer Tax Collector County Electrical Inspector Elizabeth F. Matthews Kyle Harrington Inez Harrington Jean M. Irvin Earl Jones B H Sellers Official Bond No. 7959319 with William Arnold Warren, Constable in Neills Creek Twp. as Principal in amount of $1,000.00 was approved and filed with Clerk Superior Court. John E. Ingraham, Certified Public Accountant, and gave a report on examinations of accounts for Earl Jones, Tax Collector, appeared before the Tax Collections for August 1966. appeared before the Board year ending June 30, 1966. Board and gave a report of Thomas Allen, Tax Supervisor, gave a report of percentage of county wide taxes and the tax list summary for Harnett County. Vernon Porter, Consultant of Economic Opportunity Programs, appeared before the Board and gave a report of future planning for the programs at Maple Grove School and other plans for programs Howard Watkins appeared before the Board and presented agreements to be signed by the Chairman and the Clerk to the Board. Commissioner Cotton moved, seconded by Commissioner Womble, that the Chairman of the Board be authorized to execute the Grant Agreement for Rural Area Office Comprehensive Water and Sewer planning and also the agreement of the proposal for Engineering Services for Harnett County and the Harnett County Planning Board. Motion carried Howard Watkins tendered his resignation as Ex- Officio member of the Harm tt Planning Board whichw as accepted by the Board of Commissioners. Bond No. 001838 with John H. McDonald, Constable, Duke Township, as Principal in the amount of $1,000.00 was approved and filed with Clerk Superior Court. The Board Adopted the Following Resolution: WHEREAS, Mr. Glenn T. Proffitt has retired from the .active participation in the public school system of Harnett County and North Carolina after more than 27 years of service to the public school system in Harnett County and more than t.1 years service in the pbblic school system in North Carolina; and WHEREAS, during his many years of devoted service to his profession , Mr. Proffit has always exemplified a sterling character as a Christian gentleman and a devoted public servant; and WHEREAS, during all of his e numerous trusts imposed to him t many thousands of young people t the various schools of the count as in the teachers associated wi the educational standards of Her and areer he has ever been mindful of the o assist in molding the character of the hat have passed through the portals of y and has inspired in many of them as well th him a fervent desire to improve and uplift nett County and the State of North Carolina; WHEREAS, in dealing with the complexities of modern education and administration he has all times through his untiring efforts been able to keep in touch with the numerous schools and activities entrusted to him devoting many hours beyond the call of duty to his chosen profession which has become not only his vocation but his avocation; '515 NOW, THEREFORE, BE IT RESOLVED, that the Board of County Commissioners of Harre tt County does hereby commend Mr. Glenn T. Proffit for the many years he has devoted to educational programs of our county and state, his impact on the educational processes of Harnett County will long be re- membered and be it further resolved the board does fevarently pray that he will enjoy many years of fruitful retirement; and BE IT FURTHER RESOLVED, this resolution be spread upon the minutes and the original hereof certified, by the Clerk, Mr. Glenn T. Also present were Auditor, the Tax Supervisor and the County Attorney. Chairman Brock called the meeting to order. A discussion on the report of the Tax Study Commission of the State of North Carolina and its recommendation with adequate provisions for revenue for both State and local levels of government.
