J. W. Spruill, retiring District Engineer, gave a few words of apprecia- tion to Harnett County for its cooperation in working with him during his term and introduced N. S. Day who will assume the position of District Engineer of the Sixth District. Dr. Dale Morter, Psychiatrist, Bob Ring, appeared before the Board and presented the Mental Health Program in the county. Gray proposed budget for Harnett County Commissioner Mixon moved, seconded by Commissioner Womble, that Harnett County join with Lee County in the Mental Health Program and that a joint meeting with Commissioners and Mental Health Committees of both counties be set up at an early date in Harnett County in the Commissioners Room at Courthouse. Motion carried The Board ordered a refund to John D. McLean, Lillington, Rt. 1 in Neill's Creek Township the sum of $30.72 due to error in assessed value for year 1964.65. The Board ordered a refund to Eugenia Earp, Angier, Black River Township, the sum of $12.42 due to double listing for year 1965. W. Earl Jones, Tax Collector, came before the Board and gave a detailed re- port of Tax Collections as of May 31st. 1966. Belvin Strickland appeared in the interest of the Veterans bendfits. Mrs. Fred Byerly and Mrs. Ralph Johnson appeared before the Board in the in- terest of Friends of the Dunn Library and requested the county to make a donation to the Library. The request will be given consideration. Commissioner Mixon moved, seconded by Commissioner Cotton, that the following minutes of the March 7, 1966, meeting of the County Commissioners be strickened from the record: "Commissioner Womble moved, seconded by Commissioner Cotton, that the following named be and are hereby appointed to serve on the Cape Fear Water Commission at the pleasut'e of the Board. Commissioner Mixon moved, seconded by Commissioner Cotton, that the following minutes of the May 2, 1966, meeting of the County Commissioners be strickened from the record: "Commissioner Mixon moved, seconded by Commissioner Cotton, that the recently appointed Cape Fear Planning Board, among other things, make application to the Farmers Home Administra- tion for a grant to have a Compresensive Area Plan for water and sewer prepared for Harnett County. Motion carried. Motion unanimously adopted. R E S O L U T I O N WHEREAS, G. S. 153 -9 (40) provides for the establishment and operation of a County Planning Board; and WHEREAS, it appears to be advantageous to the welfare of the County of Harnett that a planning program for water and sewer be undertaken in said County; and 474 WHEREAS, the Boardcof County Commissioners is of the opinion that representative citizens from the body of the County should direct said program; NOW, THEREFORE, BE IT RESOLVED THAT the Board of County Commissioners does hereby establish The Harnett County Planning Board; BE IT FURTHER RESOLVED that said planning board shall consist of' the following members who shall serve at the pleasure of the Board: "Mr. Eugene Smith, Dunn, N. WITNESSETH: That in consideration of the covenants and premises hereinafter set forth, the parties to this contract agree as follows: 1. All portion of the costs of materials so collected by the Town in this manner shall be paid immediately to the governing body of Harnett County, without interest. 475 (b) An owner's pro -rata part of the cost of materials shall be arrived at by multiplying the costof materials per foot of abutting property to be served by the total abutting footage of the owner's lot; and the owner's pro - rata part of the cost of labor shall.be arrived at by multiplying the cost of labor per foot to be served by the water and/ or sewer lines by the total abutting footage of the owner's lot, Li.. A statement of actual costs of materials and of labor and the actual costs of water and /or sewer materials and labor per foot of abutting property to be served by the %rater and/ or sewer mains, will be furnished to the Governing Body of Harnett County upon completion of the project. 5. That the water and /or sewer mains constructed, laid, and extended under the terms of this contract shall be the sole and exclusive property of the Town of Angier, without any further cost to the Town of Angier, when the area in which these water and /or sewer mains are located in annexed to the Town of Angier.
