04041966453 APRIL 4th. 1966 The Board of Commissioners met in regular session on Monday, April 4th. at 9:00 a.m., with all members present also present were the County Attorney, the Auditor and the Clerk to the Board. Chairman Brook called the meeting to order and Commissioner Womble offered the invooation. Minutes of the March meeting were read and approved: The following reports were presented eni approved: Register of Deeds Clerk Superior Court Clerk Recorders Court Tax Collector Veterans Service Officer County Electrical Inspector Inez Harrington Elizabeth F. Matthews Kyle Harrington W. Earl Jones Jean M. Irvin B H Sellers L. Perry Cameron Vernon Porter, Consultant of Economic Opportunity Programs in Harnett County appeared before the Board and discussed the County planning commission. Mr. Hubbard, Director of Welfare Department in Harnett County appeared before the Board and discussed the work in the Department. Commissioner Cotton moved, seconded by Commissioner Womble, that all the checks for public assistance to welfare recipients in Harnett County be mailed to the recipients from the State Welfare Department. Voting For: Commissioner Cotton, Commissioner Womble and Chairman Brook Voting Against: Commissioner O'Quinn and Commissioner Mixon Notion carried Thomas Allen Tax Supervisor, appeared before the Board and discussed meetings and dates for the Board of Equalization and Review. The Board will sit as a Board of Equalization and Review on Monday, April 25th. at 9:00 a.m. The Board ordered that Frank Johnson, Dunn # 4, Duke Township, be refunded $1.75 on 2 lots in Duke Township due to error as to double listing. Chairman Brock announced that a meeting of the Board of Commissioners was being called Wednesday, April 6th. at 12:00 noon jointly with the Town Board of Dunn,. the Trustees of the Betsy Johnson Memorial Hospital and the Trustees of Good Hope Hospital for the purpose of discussing further the suggestions for a county hospital Commissioner Cotton moved that a representative from the County Agent's office, A.S.C. office, and Soil Conservation office be placed on the Water Resources Commission in an ex officio capacity. Motion seconded by Commissioner Womble and unanimously adopted. Chairman Brook requested Frank Lewis to oontaot these offices for members and notify the Board at meeting scheduled April 19, 1966. Commissioner Womble moved, seconded by Commissioner Cotton that the following Contract and Agreement be and is hereby approved and accepted. NORTH CAROLINA HARNETT COUNTY CONTRACT AND AGREEMENT THIS CONTRACT AND AGREEMENT, Made and entered into this the 4th. day of April, 1966, by and between the County of Harnett, party of the first part, and the Erwin Fire Department And Rescue SQUAD, INC., party of the second part; WITNES$E'TH: That Whereas, a special election was held on Saturday, January, 29, 1966, approvingthe levy of a special tax of eight cents (SO') per one hundred dollar assessed valuation of real and, personal property located within the boundary of the Erwin Rural Fire Protection District; and WHEREAS, the results of said election have been certified by the County Board of Commissioners; and WHEREAS, G.S. 69 -25.5 gives the County Board of Commissioners authority to contract with incorporated non - profit rural fire department; and WHEREAS, the party of the first part and the perty of the second part desire to contract for the furnishing of fire protection for, the Erwin Rural Fire Protection District for the next two years. NOW, THEREFORE, in consideration of the premises and the further consideration of Ten Dollars to each the other in hand paid, the parties hereto oontract and agree as follows: 1. The party of the first part contracts and agrees that it will cause to be assessed or levied a special tax of eight cents per one hundred dollar valuation of all real and personal property in the Erwin Rural Fire Protection District and will collect said tax as a part of the ad valorem taxes of the County of Harnett 2. That a special or separate fund shall be established by the County for funds collected as a result of said special tax. 3. That these funds shall be paid to the Erwin Fire Department and Rescue Squad, Inc. monthly as the same are collected by the County. I. The party of the second part shall provide the necessary equipment and personnel for furnishing adequate fire protection for all property located within the Erwin Rural Fire Protection District, and it will furnish said fire protection free of charge to all persons and individuals located in said District in an efficient and workmanlike manner. 5. That all funds paid to the party of the second part by the party of the first part shall be used exclusively to provide fire protection within said Erwin Rural Fire Protection District. $. It is agreed that the party of the first part may inspect all books and accounts of the party of the second part at any time that it shall desire. Campbell, Angier, and Jack Marley, Mayor /Angier, appeared before the Board and disoussed the counties participation on the extension of water and sewer pipe lines in the vioinity of Angier and to be used in the plan for industries in and near Angier. W. H. Randall, Mayor of Lillington, appeared bef m e the Board end dis- cussed with the Board water lane extension from the water tank located on Italy Hill and extending 2,760 ft. on Old Highway 421 to the G & W Hatchery. Colonel David Alexander of the Harnett Azri- Business Development Commission appeared before the Board and gave a report of projects and acquisitions plans in the development of Harnett County. Commissioner Mixon moved, seconded by Commissioner O'Quinn, that upon re- ceiving a list of the names of the group of 35 persons now living in the State Hospital, Raleigh, who are formerly from Harnett County, that each commissioner give $21.00 to bring cheer to this group of forgotten citizens. The following Resolution was presented: WHEREAS, the Town of Angier is in the process of extending its water and sewer line to the extremity of the city limits and has requested the Board of County Commissioners of Harnett County to participate in a joint project to extend the above services to a new industrial plant to be located outside the city limits of Angier, the share of the County's participation in said project being the sum of $8,647.82; and WHEREAS, it is the understanding between the Town of Angier and the County of Harnett that the County would be reimbursed to the extent of its partioipa- tion by the assessment of adjacent property owners for use of said water and sewer facilities in an amount sufficient to liquidate the cost of installation; NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Harnett County that the County Auditor is hereby authorized and directed to expend the sum of $8,647.82 from surplus funds on hand, the same being non - taxed revenue funds in the furtherance of the aforesaid project; BE IT FURTHER RESOLVED That the auditor is hereby authorized to receive and deposit to the account of the General Fund any sums received from adjacent property owners for the reimbursement of said initial expense of water and sewer.
