FEBRUARY 7th. 1966
The Board of Commissioners met in regular session on Monday Feb. 7th. at
9:00 A.M., with all members present also present with the Board were the County
Attorney and the Clerk to the Board.
Chairman Brook presided and called the meeting to order.
The invocation was offered by Commissioner Womble.
The minutes of the January meeting were read and approved.
The following reports from the County Officers were approved and filed.

R. L. Gray, Assistant Superintendent of County Schools, appeared before the
Board and discussed the program for the schools in Harnett County.
The Board of Commissioners and Board of Education will meet jointly on February
15th. at 9:00 A.M. in the Education Building.
Commissioner Mixon moved, seconded by Commissioner Womble, that a committee
be formed of five (5) men to serve and be known as Cape Fear River Commission of
Harnett County with Frank Lewis as exofficio member.

Danny Watkins and A. J. Stephenson appeared before theBoard and discussed
Group Insurance for the county employees, and the county participate in the cost.
A committee of Herbert Carson, Commissioner Cotton, and Commissioner Mixon were
named to investigate the possibility and report to the Board.
Frank Lewis, Assistant Director.of Civil Defense, discussed with the Board
the Fire District and its benefits in Harnett County.

SECTION 1. That the Board of Commissioners has prepared and does adopt the
following statement of the result of the special election held in the Erwin Fire
District on January 29, 1966;
STATEMENT OF RESULT OF SPECIAL ELECTION HELD
IN ERWIN FIRE DISTRICT, JANUARY 29, 1966.
At a special election held in the Erwin Fire District on January 29, 1966,
850 voters were registered and qualified to vote.
At said election 446 votes were cast in favor of levying a tax not to exceed
15% cents on the one hundred dollars property valuation for Fire Protection in
the Erwin Fire District, and 99 votes were cast against levying said tat, and
that a majority of the qualified voters of said Fire District who voted on \the
question of levying such a tax at said election voted in favor of levying said
tax, and that the levying of said tax was thereby approved by such voters.
This statement is given by order of the Board of Commissioners for the County
of Harnett, this 7th day of February, 1966.

of County Commissioners and a copy thereof posted at the Courthouse door in
Lillington, North Carolina,
A notice in substantially the following form, with the signature of the
Clerk to this Board appended thereto, shall be attached to said statement of the
said election which is to be posted at the courthouse door;
To the citizens and taxpayers of Harnett County:
No right of action or defense founded upon the invalidity of the election
mentioned in the foregoing statement shall be asserted; nor shall the validity
of such election be open to question in any court upon any ground whatever, except
in an action or proceeding commenced within thirty days after the publication of

The Board of Commissioners canvassed the votes of the Special Election held

Flatwood Fire Department located on U. 3. Highway No. 401 south of Lillington in
the Flatwood Fire Protection District at which time the question was presented as
follows:

tax levy for the property incorporated within the boundaries of the map heretofore
filed with the Board of Commissioners and to set a tax levy in the amount of 15¢
per $100.00 assessed valuation of real and personal property located within the
boundaries of the Flatwood Rural Fire Protection District and the auditor is hereby
authorized to pay and discharge all expense of said election.

R E S O L U T I O N
WHEREAS, it has been brought to the attention of the Board of County
Commissioners of Harnett County that the President's proposed budget for the
fiscal year 1966 -1967 makes no provision for an appropriation of funds for
furtherance of the New Hope Reservoir; and
WHEREAS, the Cape Fear River flows through the heart of Harnett County
for a distance of approximately thirty miles and because of floods and the
threat of floods on giany thousands of acres of land adjacent to said river basin,
the County of Harnett and its people are suffering a loss of many thousands of
dollars; and
WHEREAS, the United States Corps of Engineers has determined that the
expenditure of the funds in the development of the New Hope Project would not
only control the flood stage of the river, but would provide for an even flow
of water in the Gape Fear River at all times greatly enhancing the value of the
land now in the flood area and would contribute immeasurably to the development
of the land adjacent to said river basin; and
WHEREAS, any delay, caused by lack of appropriation, in the development of
said project is not believed to be economically feasible, but rather is short-
sighted economy;
NOW, THEREFORE, BE IT RESOLVED, that tte Board of County Commissioners of
Harnett County does hereby recommend to the North Carolina Delegation in
Congress and particularly to the Honorable B. Everett Jordan; United States
Senator, that every effort be exerted to restore the necessary funds for the
development of said New Hope Project for the fiscal year 1966 - 1967;

Vernon Porter, Consultant of the Economic Opportunity Program in Harnett
County, appeared before the Board and introduced Mr. and Mrs. Thomas Miller who
will have charge of the Vista Program and who explained the training of workers
in the various job training and the allocation of Federal Funds for this
training of unskilled laborers in Harnett County and workers known as Job
Corps.
W. Earl Jones appeared before the Board and presented a detailed report
of tax collections for the county.
The Board ordered that the 4 acres of land in Johnsonville listed
to Mrs. Arabella White, Cameron, N. C. Rt. 2 and listed in error and valued
at $1872.00 and now valued at $1123.00.. Refund to her $12.85.
The Board recessed to reconvene on February 15th. at 9:00 A.M.
