11011965NOVEMBER 1ST. 1965 The Board of Commissioners met in regular session on Monday, November 1st. at 9 :00 A.M., with all members present except Commissioner Cotton who is ill. Also present were the Auditor and the Clerk to the Board. Chairman Brock called the meeting to order and offered the invocation. The following reports from the various offices were presented and approved: Clerk Superior Court Clerk Recorders Court Register of' Deeds Veterans Service Officer Tax Colleotor County Electrical Inspeotor Sheriffs office Elizabeth F. Matthews Kyle Harrington Inez Harrington Jean M. Irvin W. Earl Jones L. Perry Cameron W H Stewart Commissioner Mixon moved, seconded by Commissioner Womble, that Frank Lewis, Civil Defense Director, be and he is hereby authorized to move the office to a first floor location. Motion carried. The Board ordered that a refund of $82.52 be made to William 3. Wellons, 234 Andover Road, Fayetteville, due to assessed value on lot # 75, Sub - Division in West Haven # 2 on account of error. Vernon Porter, Consultant of' Economy Opportunity Act, gave a report on Man Power Development and Neighborhood Youth Corps in the schools. Commissioner O'Quinn moved, seconded by Commissioner Mixon, that recipients of Old Age Assistance be made eligible for surplus food contributions. Motion carried. The following request was presented to W. Earl Jones, Harnett County Tax Collector, as follows: You are hereby authorized, empowered and commanded to collect the taxes set forth in the tax books filed in the DM ce of the Harnett County Tax Supervisor and in the receipts herewith delivenred toyou, and in the amount and from the taxpayers the in set forth, (And Also, all other taxpayers and taxes represented byoffioial tax re- ceipts for years other than tie current year) and such taxes are hereby deolared to be a first lien on all real property of the respective taxpayers in Harnett County and this order shall be a full and sufficient authority to direct, require and enable you to levy on and sell any real or personal property of said taxpayers, for and on account thereof in accordance with law. The Followtng Road Petitions Were Approved: (1) To add to State Dunn Rt. 1, Subdivision (Petition mailed to (2) To improve that 6/10 miles known as Lee dPetition mailed to (3) To improve road of 1 -1 /10 miles. (Petition mailed to Geo. Allen, Olivia, Box 136) Whereas, it has been made to appear to theBoard of Commissioners that the Industrial Park of' Dunn is located outside the city limits of the town of Dunn and that in order to develope the said property it is necessary to extend the water and sewage facilities to the said area and, Whereas, it further appears that it is advisable and financially feasable that the county and the town of Dunn jointly participate in the said project on a 43% for town and 59% for county expenditure to be liquidated by prorating the expense to the various users. Now Therefore, be it resolved by the Board that the auditor be and he is hereby authorized to issue county vouchers for the purchase and procurement of materials necessary to the said project and in amounts not to exceed $6,000.00 and charge the same to the general fund surplus. A group of oitizens interested in a Harnett County Hospital with Haywood Hall as Chairman appeared and presented petition stating the reasons for the hospital. M. 0. Lee, Attorney was spokesman for the group and remarks were made by other members. After a discuession Commissioner Mixon moved, seconded by Commissioner O'Quinn, that the matter be postponed to a later meeting. Motion carried. Duke 393 A group of citizens known as an Airport Study Group with N. M. Johnson, Dunn, as Chairman, offered the following recommendations after a study has been made and careful consideration given by this group to the advantages of the establishment of an Airport whiob.s an important step in the economic development of the county and offered the following recommendations to be considered by the Board of Comm- issioners. A. That this study be adopted by the Harnett County Commissioners. B. That a Harnett County Airport Commission be established. C. That this commission be charged with accomplishing all phases of the airport development plan, including land aoquisition, negotiation with Federal Agenotes, finance and airport facilities. Commission Mixon moved, seconded by Commission Womble, that the recommendations be considered and that the following named officers who were eleoted by this group be approved to conduct the study and work with the Harnett Agri- Business Develop- ment Commission. 1- N. M. Johnson, Dunn 2- Wayne G. Dunn, Erwin 3- J. K. *iilliford, Lillington Keith Finch, Dunn 5- J.T.Lamm, Erwin 6- Larry Barnes, Angier 7- Eugene C. Stewart, Coats 8- Dayton Smith, Kipling 9- David W. Alexander, Buffaloe Lakes Motion carried Chairman Vice Chairman Secretary Sam Wilson, District Engineer, and Roger Weaver, of the State Highway System appeared before the Board and with a county map discussed the proposed improvements and road plans for the year 1965 -66. Commissioner Womble moved, seconded by Commissioner O'Quinn, that the Board of Commissioners approve the proposal for the said road plan for the year 1965 -66 as submitted by Mr. Wilson, District Engineer. Motion carried, A delegation of interested citizens from Averasboro Township appeared before the Board and with Dallas Hudson as spokesman for the group requested that work be continued and a blank top or all- weather road be made on road # 1806 in Averas- bore Township. Other citizens in the group told of dangerous hazards on the road, and the dangerous drives into the homes and the dust caused by the unfinished work on the road.
