The Board of Commissioners met in regular session on Monday, October 4th. with
all members present. Also present were the County Attorney, the auditor, and the
Clerk to the Board.
Chairman Brook presided and called the meeting to order.
Commissioner Womble offered the invocation.
The following reports of the County Officers were approved and filed:

W. Earl Jones, Tax Collector, appeared before the Board and gave a detailed report
of tax collections for the year.
Frank Lewis, Assistant Civil Defense Director, appeared before the Board and
discussed the fire district in the county.
It is ordered that. Avery Moore, Angier, Re. 2, be refunded $25.27 on 84 acres
and personal property due to property valued not in fire district by error for year
1964.
It is ordered that Mrs. Nina Barnes, Rt. 1, Lillington, N. C., be refunded
$17.07 for the year 1964, due to error in assessed true valuation.
Vernon Porter, Community Consultant of Economic Act, appeared before the Board
and presented the proposal Elementary and Secondary Education Act of project
dropouts..
Commissioner Mixon, moved that law law enforcement officers be requested to
question every child who is observed out of school during school hours to ascertain
reason and report to school authority thekname of the child.
The motion was seconded by Commissioner Womble.
Motion carried.
Victor H. Denton, Planning Director, and George Monaghan, Division Administrator,
Central Area Office, Division of community Planning, Depnrtment of Conservation and
Development of North Carolina, appeared before the Board and discussed Zoning Ordinance.
The Board advised that n meeting would be called and both would be notified so as to
attend the meeting .
Commissioner Mixon moved, seconded by Commissioner Womble, that immediate
consideration be given by those concerned with Education toward establishing a trade
school in Lillington School and Dunn School which schools will then teach Mechanics
and Allied subjects and Carpentry and Allied subjects.
Motion carried.
David W. Alexander, Director of Harnett Agri - Business Development Committed,
appeared before the Board and gave report of plans up to date.
The Following Road Petitions Were Approved:
(1) To black top that road in Black River, Township from Corsey Adams to Ned
Matthews store.
Petition mailed
(2) To pave the road in Duke Township that runs from end of West East Street
to Water Pland.
Petition mailed.
(3) To black top the N. C. Road # 1540
Petition mailed.
(4) For improvement on Rond # 1436 a distance of 2 -4/10 miles in Neills Creek
Township.
Petition mailed.
Whereas it has been brouhgt to the attention of the Board of Commissioners that
the people of North Carolina will vote on a Rond Bond issue to determine whether
or not the state shall issue $300,000,000 in bonds, and

Whereas this Board realizes the great need for this money in the improvement of prim
secondary and urban road system of our County and State.
Now, Therefore, be it resolved by the Board of Commissioners of Harnett County
that it does endorse said bond referendum and urge the people of the County to
support this proposal.
The above resolution was adopted by the Board of Commissioners by unanimous
vote.
