The Board therefore certifies that the program was passed by a majority vote,
and the Tax Supervisor is hereby authorized and directed to prepare: a special
tax levy for the property incorporated with the boundaries of the map heretofore
filed with the Board of Commissioners and to set tax levy in the amount of 10¢
per $100.00 assessed valuation of real and personal property located with the
boundaries of the Black River Rural Fire Protection District and the Auditor is
hereby authorized to pay and discharge all expenses of said election/
Commissioner Cotton moved, seoonded by Commissioner Mixon, that the County
Commissioners recommend to the Harnett Senator and the Representative that necessary
legislation be enacted to authorize Harnett Agri - Business Development Committee
to acquire industrial sites or parcels of land by purchasing, leasing or by option
for the promotion of industry in Harnett County.
Motion carried.
The Board ordered refunds on tax matters as requested upon recommendation of
Thomas Allen, Tax Supervisor.
(1) Alfred Blalock, Dunn # 1 in Averasboro Township, a refund of $2.48 due
to an error in listing personal property for year 1964.,
(2) Refund plus penalty in the amount of $7.77 to Walter G. Stewart Rt. 3

Commissioner Mixon Moved, seconded by Commissioner Cotton, that the,
Following Resolution be and th3 same is hereby adopted.
R E S,0 L U T I O N
WHEREAS, the 1961 Session of the General Assembly greatly
increased the jurisdiction and the scope of litigation in the
Harnett County Recorder's Court, making provision for $15,000.00
jurisdiction, trial of actions involving larx3 and various other
additional jurisdiction; and
WHEREAS, the attorneys of Harnett County and surrounding
communities are using in increasing volumn the facilities of
said Court to the extent that the Court is almost continuously
in session, trying cases with and without a jury, disposing of
many domestic matters, that would otherwise burden Superior Court
docket; and
WHEREAS, it is anticipated that within a short period of
time the Recorder's Court of Harnett County will, in accordance
with the constitutional amendment, emerge into a District
Court and in order that the docket may be kept to date, it is
neoessary that additional Courts be held in the future; and
WHEREAS, the Harnett County Bar Association feels that
General Assembly of 1961 did not anticipate the full impact of
burdens placed on the Court by reason of increasing jurisdiction;
and
WHEREAS, there is now pending before the General Assembly of
North Carolina en act providing for the establishment of the
Distriot Courts in certain districts of the State and the provi-
sion for a salary considerably in excess of the salary of the
present Recorder of Harnett County; and
WHEREAS, in the same bill there is provision for the in-
crease in salary of the District Court Solicitor;
NOW, THEREFORE, BE IT RESOLVED, by the Harnett County Bar
Association, that it does hereby recommend to Robert B. Morgan
and Voit Gilmore, Senators from the Eighteenth Senatorial Dis-
trict and to Carson Gregory, Representative from Harnett County,
that legislation be passed at t54s Session of General Assembly
providing for a salary adjustment for the office of Judge of
Recorder's Court of Harnett County in keeping with the salary
provided for in the Statewide bill for Judge of the District
Court; and
BE IT FURTHER RESOLVED that legislation be passes providing
for a salary adjustment of the Solicitor of the Harnett County
Recorder's Court in line with the Solicitor provided in the
District -Court Bill;
BE IT FURTHER RESOLVED that a copy of this resolution be
forwarded by the Secretary of this association to the Honorable
Robert B. Morgan, Honorable Volt Gilmore and the Honorable Carson
Gregory, members of the General Assembly.
Commissioner Cotton moved, seconded by Commissioner Womble, that
the Board of Commissioners of Harnett County hold its regular First Monday -
Meeting each month at 9 :00 A.M.
Motion carried.
The Board of Education and the Board of Commissioners will meet
jointly on May 10th. at 7:30 P.M. in the Commissioners Room.
The'Board of Commissioners will sit as a Board of Equalization and
Review on Thursday, May 20th. at 9:00 A.M.
The Board of Commissioners and the Welfare Board will meet, jointly on
Wednesday, May 12th. at 7 :30 P. M. ,

Monday, May 10th. at 7 :30 P.M. with Mr. Proffit and others and discussed and
listened to explanation on the School Budget for year 1965 -66.
The Board recessed to reconvene on Wednesday, May 12th. at 7 :30 P. M. -

The Board of Commissioners of Harnett County met in a call meeting on
Tuesday, May 12th. at 7:30 P. M. with all members present.
C. R. Ammons, County Agent, and others from the Harnett County Extension "
Department appeared before the Board and presented the Budget for that
Department for yearn 1965 -66 which was filed for consideration.
Robert Stewart, Director of Public Welfare, and members ce the Welfare
Board appeared and- presented the Welfare Budget for year 1965 -66 which was
filed for consideration._'
