APRIL 5th. 1965
The Board of Commissioners met in regular session on Monday, April 5th., at
9:00 A.M. with all members present. Also present were the County Attorney the
Auditor and the Clerk to the Board.
Chairman, M. H. Brock, called the meeting to order and Commissioner Womble
opened the meeting with prayer.
The following reports from the various offices were approved and filed:

Bond for Marvin West, Jr. a Constable in amount of $1,000. was approved and
filed.
Victor Denton, Agent for the State Conservation and Development appeared before
the Board and explained to the Board the Zoning Act ad advised that Harnett County
was exempt from the law.
Commissioner Cotton moved, seconded by Commissioner Mixon, that Senator Morgan
and Representative Gregory be requested to remove Harnett County from the exemption
of the County Zoning Act as set up in Chapter 153- 262.22 20B.
Motion carried.
The Following Road Petitions Were Approved:
(1) To repair and improve that road which is Erwin # 1 in Grove Township
a distance of 3/10 miles.
(Petition mailed to State Highway Commission)
(2) To improve that road in Upper Little River Township which is # 1239 known
as Mason Road a distance of 1 mile.
(Petition mailed to Harvey O'Quinn)
(3) To pave that road known as Sand Clay Road and Meadow Street in Harnett
Lake Development a distance of 1 mile.

The Board ordered that the January 14th. Minutes be amended to read that the
extension of time for the listing of property for tax valuation read from February
1st. through February 15th.
Vernon Porter, Consultant of the Economic Opportunity Act, appeared and explained
to the Board the Youth Program and the project activities for the county. He also
explained that ten youth volunteers are available for this work in the County.
Commissioner Cotton - moved, seconded by Commissioner Mixon, that Mr. Porter be
authorized and be responsible for obtaining the services of the ten volunteer
workers and the other necessary arrangements as to bus transportation and houping
for these workers.
Motion carried
C. Franklin Grill, Secretary of the Lillington Improvement Council, presented
the following resolution:
WHEREAS, the supply of adequate public parking space on the streets of Lillington
has come into a critical shortage, and
WHEREAS, this critical shortage of space could be greatly relieved by all -day
parking being relegated to off - street parking lots, and
WHEREAS, public opinion by customers who enjoy shopping in the businesses of
Lillington has reached the point that their parking needs are being articulated,
therefore be it
RESOLVED, That the Lillington Improvement Council request the Harriett County
Commissioners to kindly instruct all county employees to cooperate with this
request and relieve the critical shortage of parking space by using the parking
facilities provided at the rear of the courthouse for off - street parking during
employment hours.

Thomas Allen, Supervisor of Tax Office, made the following request:
That George E. Norris, Erwin Rt. 1 be refunded in the total amount of $26.94,
for the years of 1963 and 19614. -- On 7.6 acres in Duke 'township.
Lenora Stephenson of Coats be refunded tax in the amount of $3.71 for the
year 1964 on a lot in Grote Township which in error was double listed.
That Joseph T. Long, Lillington, N. C. be refunded in the amount of 820.70
charged on a automobile which through error was listed 1963 value with 1964 value
and should have been charged as a 1963 -4 ton Pick -Up and a 1963 Station Wagon.
Commissioner Willard Mixon moved, seconded by Commissioner O'Quinn, that the
following resolution be and the same is hereby adopted:
RESOLUTION
WHEREAS, the Veterans Administration has issued an order, dated January
13, 1965, calling for the closing of sixteen regional offices, four domicili-
aries, and eleven hospitals; and
WHEREAS, t'he eleven hospitals being closed have 2909 beds and, in
fiscal year 1964, treated 20,814 patients; and
WHEREAS, the four domiciliaries being closed have 3220 beds and
treated 7072 in fiscal year 1964; and
WHEREAS, the four VA hospitals in North Carolina had a combined waiting
list of 642 on March 22, 1965, having increased from 423 on January 21,
1965, part of a national waiting list of 13,000; and
WHEREAS, it would appear that this is a move dictated by the United
States Budget Bureau ignoring all of the Congressional actions which have
created the Veterans Administration as an independent agency dealing with
the problems of the nation's 22 million war veterans and their dependents;
and
WHEREAS, this coulid be but one decision of many others to come, which
will eventually subordinate the VA medical program to the Social Security
Administration; now, therefore be it
RESOLVED, by the Board of County Commissioners of Harre tt
duly convened meeting, held this the 5th. day of April, 1965,
arbitary and abrupt decision to close sixteen regional office
hospitals, and four domiciliaries, condemns the manner in whi
was arrived at and implemented, and vigorously disagree with
advanced; and be it further

RESOLVED, that Board of County Commissioners of Harnett County galls
upon all citizens to protest the action announced January 13, and that
such protests include letters to the President of the United States, asking
that the order be rescinded and that the VA be maintained as an independent
agency dealing solely with veterans affairs and that needed regional offices,
hospitals, and domiciliaries will be maintained.
Mr. Sam Wilson, Mr. Spruill End others of the N. C. State Highway Commission
appeared before the Board and discussed with them the necessary steps and the
possibility of repairing the bridge over Cape Fear River at Erwin.
The Board ordered W. Earl Jones, Tax Collector, to hold the sale of
property for delinquent taxes on the First Monday in May at 12 o'clock Noon.
The fax Collector, W. Earl Jones, is hereby authorized to garnishee and
levy for the purpose of collecting delinquent tax on personal property in Harnett Co.Th
Sheriff is hereby requested to authorize the rural policemen to lend such assiat-
ania to the Tax Collector as he requires in the inforcement of this act.
The Board of Commissioners will reconvent on Thursday, April 8th. at 7:00
P. M.
The Board of Commissioners will reconvent again on Thursday, April 15th.
at 9 :00 A.M.
Board of Commissioners recessed this meeting at 3:30 P. M. and then
