The Board of Commissioners met in regular session on Monday, October 5th.
1964, with Chairman Cameron and Commissioners Byrd, Brock, and Byerly present.
Commissioner Barefoot was absent on account of illness. Also present were the
County Attorney, the Auditor and the Clerk to the Board.
Alex Cameron. Chairman, called the meeting to order and Commissioner Brock
Offered the invocation.

The Harnett County Commissioners voted tentatively to join with Lee County
and possibly Chatham County inthe Economic Opportunity Act of 1964.
The following road petitions were approved:
(1) 1'o black top that road in Harnett County No. 1252 in Anderson Creek
Twp. which is 2 -1 /10 miles.
(2) To add to the State Maintained secondary road system that road west
off Road # 1238 beyond Jimmy Knight's Store a distance of 6/10 miles.

Alex M. Cameron, Chairman,
Frank Lewis, Assistant Civil Defense Director, appeared before the Board with
request for $3000.00 to be used for radios 'in the interest of Civil Defense in
Harnett. The matter was deferred.
Dr. Blackmon with some members of the Medical Society appeared before the
Board and stated the needs and the advantages of a County Hospital with the county
participating in the cost of the hospital and Dr. Blackmon also presented the
following resolution.
TO THE HONORABLE BOARD OF COUNTY COMMISSIONERS OF HARNETT COUNTY:
Harnett County is greatly indebted to the Good Hope Hospital at Erwin
and to the Betsy Johnson Memorial Hospital at Dunn for the great con-
tributions so generously made to humanity by these institutions. The
county is likewise indebted to Erwin Mills and to Mr. Nathan Johnson, Sr.
and his family, who have made these institutions possible.
Today, with our ever increasing need for hospitalization and better
medical care, the facilities of these two institutions are now greatly
overburdened, creating a demand for more adequate hospital facilities
for the 48,236 people of Harnett County.
The following is a brief analysis of our opportunity:
1. Needs

A. Harnett County has 1.9 beds population while the State
average is 3.9/1000.
B. Harnett County and the nation as a whole have a
severe nursing shortage.
C. Harnett County does not now habe -but could expect
possibly all of the following specialists to come
in a big, new, well - equipped hospital: Anesthesi
and dental surgeon, dermatologist, gynecologist,
obstertrician, psychiatrist, pediatrician, urolog
cardiologist,internist, and others.

A. The North Carolina Medical Care Commission and the Federal
Government will pay 550 of the cost 6f new hospital construction.
B. When they do this, the number of beds is allocated on a
county basis. This holds true regardless of whether the beds
are located in a city -owned hospital or a county -owned hospital.
C. With the new hospital can be incorporated a training school
for nurses. This could be affilXiated with Campbell College
to simplify the instruction in the first year.
111. Industrial Advantages
A. The industrial development of the county would be greatly enhanced by
the presence of a large new hospital.
B. A large hospital is an industry itself, usually having on its pay-
roll about one individual per bed. This does not count the added
income brought into the county by virtue of new doctors' offices
being opened.
IV. Medical Advantages
A. With the proposed new better facilities and increased number
of specialists available, our citizens will be able to receive
more specialized attention near home. This in turn will preclude
the necessity of long trips away from home every time they need
the services of a specialist. This amounts to a saving of time and
money to our taxpayers visiting the sick.

IOW, BE IT RESOLVED that we the undersigned physicians, a majority of the
physicians of Harnett County, hereby respectfully request thht the Harnett
County Board of Commissioners take an active part in leading the way to
a solution of the problem of inadequate medical facilites in Harnett County.
We respectfully request that in their noble position as custodians of
the welfare of the citizens of Harnett County that they call a joint
meeting of the Harnett County Board of Commissioners, the Board of
Trustees ofGood Hope Hospital, the Board of Trustees of the Betsy Johnson
Memorial Hospital, the Dunn City Council, the Harnett County Medical Society,
and others that they may deem wise for the purpose of discussing this over-
all opportunity.

of Commissioners meet in a joint meeting with the Trustees of Good Hope
Hospital, the Trustees of Betsy Johnson Memorial Hospital, the Dunn City
Council and the Harnett County Medical Society, and that a date be set by the
Board at an early date.
