02071972571. MINUTES OF THE REGULAR MONTHLY MEETING OF FEBRUARY 7, 1972. REGULAR MEETING The regular monthly meeting of the Board of County Commissioners convened on February 7, 1972, with the following present: Chairman M. H. Brock, Vice Chairman D. P. Ray, Jr., members C. E. McLamb, W. J. Cotton, Jr. and Gilbert Brown. Also present County Attorney Edward H. McCormick and Clerk to the Board, H. D. Carson, Jr. CALL TO ORDER Chairman Brock called the meeting to order at 9:15 a.m. and offered the morning prayer. DONALD COOPER, NC HIGHWAY COMM. Donald Cooper, District Engineer Highway Commission, was given time on the agenda before the reading of the minutes because he had another meeting in another area. Mr. Cooper, recently appointed District Engineer in the Fayetteville Office in a position relating directly to operations in Harnett County, seemed very happy to talk with the Board and to answer any question they wished to ask of him. The Chairman extended appreciation to him for his coming before the Board and invited him to come again at his convenience. MINUTES The minutes of the January 1972 meeting were read and approved. TRAFFIC HAZARD ORDER OF BUSINESS Chairman Brock informed the Board that the discussion of the traffic hazard as recorded in the January meeting had been transmitted to the proper official and also that he had received notification that the matter had been taken under consideration. ABSTRACTS DESTROYED Chairman Brock stated that the abstracts as mentioned in the January record had been destroyed and in his presence. ROAD PETITIONS The following road petitions were presented for the pleasure of the Board: TAX COLLECTOR 1. Ext. #2043, Stewart's Creek Township, 4 occupiedhomes, 3/4 mile. 2. Duke Township, located close to 421 -55, 700 feet, 2 occupied homes 3. Averasboro Township, #1708, 1.2 miles, 9 occupied homes. Commissioner Cotton moved to approve the foregoing road petitions, Commissioner Ray seconded the move and it carried unanimously. Mr. W. Earl Jones, Tax Collector, presented the general report of his department and offered the following resolution for adoption at the pleasure of the Board: Ha rett County Feb. 7, 1972 North Carolina To: The Honorable Board of Harnett County Commissioners: In accordance with the new Machinery Act of North Carolina, G.S. 105- 369(a), I report that as of the close of business January 31, 1972, the unpaid taxes that are liens on real property for the current fiscal year amounts to: $ 237,037.59, and request that you set a tax lien sale date as follows: " Be it resolved that the Governing Body of Harnett County dm hereby orders and directs the Tax Collector to conduct a Tax Lien Sale at the Courthouse door on Monday, May 1, 1972, beginning at 10:00 a.m., pursuant to GS 105- 369." /s/ W. Earl Jones Harnett County Tax Collector The foregoing resolution was adopted by a motion of Commissioner Ray, a second by Commissioner Cotton and a unanimous vote. JAMES E. GOFF, CHAIRMAN ESTENSION DEPT. James E. Goff, Chairman of Extension Department, came before the Board accompanied by Lincoln Blanding. Mr. Goff introduced Mr. Blanding as a possible candidate for the position in the Extension Office made vacan by the resignation of James P. West. After the Board had interviewed Mr. Blanding, the Chairman informed Mr Goff that he would let him know the action taken by the Board as soon as possible. The action taken by the Board after a brief recess was that an appoint ment was extended to Mr. Blanding to fill the aforementioned vacancy, to expire on the first Monday of December, 1972. 5'72 MINUTES OF THE REGULAR MONTHLY MEETING OF FEBRUARY 7, 1972. Marshall Woodall, with Mayor Ronald Coats informed the Board of the plans for a water and sewer project in Coats. He asked the Commission to give consideration to the possibility of their request for $3,500. in order to comply with County Planning approval on a long range basis in connection with the project and with a grant from FHA. Commission- er Cotton suggested the Board take this under consideration until some thing definite would be obtained from the project, as to the needs thereof. 0 rs Thomas T. Lanier and Charles Nordan reported to the Board the activities of the office of the fire marshal for the preceding month. Steve Eli appeared before the Board, showed proof of his established residence in Harnett County for the past 6 months, offered letters of recommendation, including one from Sheriff Stewart, and the Board, fro this presentation, directed the Tax Collector Earl Jones to issue appr priate license for palm reading to Rosie Eli, wife of Steve Eli. BUDGET REQUEST CHANGE SCHOOLS The following is an extraction from a letter from R.A. Gray, Superint- endent of Schools: "The Dunn School Advisory Council in its meeting held December 2, 1971 passed the following motion: Mr. Wilson requested additional clerical help (the State provides less than one -half time). He stated that his was the only Harnett County School with a teaching principal so a full4 time secretary was badly needed. Mr. Wilson requested an additional $1,000.00. Dr. Byrd made the motion that the county provide from special Averasboro funds an additional $1,000.00 for this purpose. Th motion was seconded by Mr. Belote and it was unanimously passed." Mr Gray asked,in his letter, for the action of the Board. Commissioner McLamb moved that the foregoing request for a budget change involving $1,000.00, to be provided from special Averasboro fun be approved by the Board of Commissioners. Commissioner Ray seconded the move and it carried unanimously. That, pursuant to the provisions of Article 3A of Chapter 69 of the General Statutes of North Carolina, as amended, an election is hereby called to be held in that area designated and abov cribed as "Anderson Creek Rural Fire District ", for the purpose of submitting to the qualified voters therein the question of levying and collecting a special tax on all taxable property in said district, not exceeding Fifteen Cents ($.15) on the One Hundred Dollars ($100.00) valuation of prop -1 erty, for the purpose of providing fire protection in said district. 2. That said election is hereby called to be held on Saturday, March 18, 1972, between 6:30 a. 6:30 p.m., at which time there shall be submitted to the qualified voters in said district the foll- owing questions: "In favor of tax for fire protection in Anderson Creek Fire District." "Against tax for fire protection in Anderson Creek Fire District." 3. That for said election there shall be a new registration of the qualified voters living wit said district,and for the registration of such voters, the registration book shall be opened from 9:00 a.m. until sunset on each day, beginning Saturday February 19, 1972 and closing on March 4, 1972. On each Saturday during such registration period such books shall be open at the polling plac Saturday, March 11, 1072 , shall be challenge day. 4. That the polling place for said election shall be Lucas Grocery, Twin Lakes, N. C. and the judges for such election shall be Mr. Steve Griffin and Mr. B. E. Lucas.
