July 7, 1970
The regular monthly meeting of the Board of County
Commissioners convened on Monday, July 7, 1970 in the
Commissioners' Room, Courthouse, Lillington, North Carolina.
Those present were: Messrs: M. H. Brock, Chairman;
D. P. Ray, Jr., Vice Chairman; W. J. Cotton, Jr., member;
C. E. McLamb, member and Gilbert Brown, member. Also pre-
sent, H. D. Carson, Jr., Clerk to the Board and Gerald
Arnold, County Attorney.
CALL TO ORDER Chairman Brock called the meeting to order at 9:00
A. M. and Commissioner Brown offered the morning prayer.

The minutes of the regular meeting of June 2, 1970
and special meetings of June 10, 1970 and June 22, 1970
were read and approved.
Item 1.
TAX COLLECTOR Mr. Earl Jones, Tax Collector, presented the report
of his department.

Item 2.
Mr. J. S. Canady of the State Board of Health, Mr.
M. H. Canady and Mr. Ken Black of the Harnett County Board
of Health, appeared before the Board to discuss the new
ordinance pertaining to septic tanks. At the invitation
of the Board, Harnett County Electrical Inspectors Mr.
Perry Cameron and Mr. Roy Godwin were present since the
ordinance will govern the issuance of electrical permits.
ACTION: Commissioner Cotton moved, that the Board of
Commissioners instruct the electrical inspectors to
require an approval slip for sewage disposal from
the Harnett County Board of Health before electrical
permit is issued, provided that twenty -four hour service
is rendered.
Motion was seconded by Commissioner Ray and carried
unanimously.
It was moved by Commissioner McLamb that this action
go into effect on August 1, 1970.
Motion was seconded by Commissioner Cotton and carried.
Item 3.
Mrs. Weeks, Chairman of Capital Area Development Assoc-
iation, appeared before the Board to discuss beautification
of the area.
Item 4.
Mr. Casey Fowler, Chairman of the Harnett County
Planning Board, appeared before the Board to discuss
the establishment of a Harnett County Housing Authority.
Mr. Fowler advised the Board that it was the recommendation
of the Planning Board that Harnett County withdraw from
the Eastern Carolina Regional Housing Authority and that
the County establish a Harnett County Housing Authority.
The following petition was presented to the Board:

A PETITION
Whereas there are approximately 8,000
sub - standard homes in the County of Harnett
and also a great shortage of suitable housing
of any type, we, the undersigned citizens, wish
to respectfully call this situation to your
attention.
Whereas, there are available to our county
a number of Federal housing programs under which
the U. S. government would provide suitable
housing to meet our needs and without any cost
to our county.
We respectfully petition the Harnett County
Board of Commissioners to call a hearing, if
required, to justify the need for such housing
and request that the board as soon thereafter

as possible appoint a Harnett County
Housing Authority to make application to
the U. S. Government for assistance and
financing of such housing as needed.
It is our opinion that such a housing
project should be operated by citizens of
Harnett and therefore recommend that
Harnett withdraw from the Eastern Carolina
Regional Housing Authority so that control,
management and operation of such project or
projects will remain inside Harnett County.
SIGNED BY 44 individuals.
ACTION: The Board received the above
petition recommending that Harnett County withdraw
from the Eastern Carolina Regional Housing Authority
and set up a Harnett County Housing Authority.
A public hearing was set for August 10, 1970 at 8:00
P. M. in the Superior Courtroom, Lillington, N. C.
Item 5.
The following road petitions were presented
for addition:
Basin Street and Bryan Street - .28 miles, 7 homes
Averasboro Township.
SR #1210 Barbecue Township 1.8 miles, 8 homes
ACTION: Upon a motion by Commissioner McLamb, seconded
by Commissioner Brown, above petitions were approved.
Item 6.
Mr. Thomas Allen, Tax Supervisor, presented the
report for his department. The following refunds were

Item 7.
Mr. Marshall Woodall, Tax and Welfare Lien Attorney,
discussed the procedure for collection of taxes. Mr
Woodall recommended that the county continue the method
it now employs.

Item 8.
Mr. Norman F. Lewis, Jr. Representative of the
North Carolina Association of County Commissioners,
appeared before the Board to discuss the trend in the
area planning and the advisability of a council of
government organization to work as a vehicle to guide
local government in forming and co- ordinating local
planning needs.
The Board will meet in Cumberland County at the
County Office Building, Thursday, July 17, 1970 at
7:30 P. M. to discuss this matter.
AGRICULTURE EXTENSION
(AGENT: Recommended
for Assist. Home Ec.Item 9.
(Agent, Mrs. Paulette Mr. Cliff Ammons, Agriculture Agent, presented Mr.
Britt W. S. Andrews of the North Carolina State University
to the Board. Mr. Andrews spoke briefly to the Board
on State and County policies governing the hiring
of employees. He presented and recommended
Mrs. Paulette Britt as Assistant Home Economic Agent
for Harnett County.
.ADOPTION BUDGET
RESOLUTION 70 -71
ACTION: Chairman Brock advised Mrs. Britt that
her appointment and application would be taken under
consideration by the Board.
Item 10.
It was moved by Commissioner Brown, seconded
by Commissioner McLamb, that the Budget for FY -70 -71
by adopted as follows:

BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF HARNETT COUNTY:

Section 3. There is hereby levied the following rates of tax on
each one hundred dollars ($100) valuation of taxable property, as listed
for taxes as of January 1, 1970, for the purpose of raising the revenue
from current year's property tax, as set forth in the foregoing estimates
of revenue, and in order to finance the foregoing appropriations:

Such rates of tax are based on an estimated total assessed valuation of
property for purposes of taxation as follows: County Wide Valuation -
$ 140,000,000.00, Special School District Valuation - $ 40,000,000.00
Black River Fire District - $7,500,000.00, Buies Creek Fire District -
$ 5,700,000.00, Erwin Fire District - $ 22,000,000.00, Flatwoods Fire
District - $ 3,000,000.00, Summerville Fire District = $ 6,500,000.00,
Spout Springs Fire District - $ 1,300,000.00, and an estimated rate of
collection of ninety per cent (90 %).
Section 4. There is hereby levied a poll Tax of $ 2.00 on all male
persons in the county between the ages of 21 and 50, unless exempt by law,
for the purpose of raising the revenue from current year's poll tax, as
set forth in the foregoing estimates of revenue, and in order to finance
the foregoing appropriations.
Section 5. Copies of this resolution shall be furnished to the county
treasurer and county accountant, to be kept on file by them for their dir
ection in the disbursement of funds.

RESOLUTION Re: Item 11.
arnett Agri -Bus- A resolution requesting that the name of the Harnett Agri -
iness Dev. Comm. Business Development Commission be changed from the present name
to the Harnett Development Commission was presented.
ACTION: Commissioner Cotton moved adoption of the resolution.
Motion died for lack of a second.

Item 12.
Upon a motion by Commissioner McLamb, seconded by Commissioner
Brown, the following appointments were made to the Library Board:
Mrs. Rachel Spear and Mrs. Bruce Ray were appointed to
serve for another four -year term.
Item 13.
The outstanding bills of the Raven Rock Park Project were
brought to the attention of the Board. After discussion, the
following action was taken:
ACTION: Commissioner Ray moved that the auditor be authorized
to transfer to the Recreation Fund $500.00 for the Raven Rock
Park Project.
Motion was seconded by Commissioner Brown and carried unanimously.
ADJOURNMENT There being no further business the meeting adjourned at 12:15 P.M.
