06221970une 10, 1970 URPOSE OF MEETING 405 The Harnett County Board of Commissioners convened in special session Wednesday, June 10, 1970 in the commissioners' room, Court- house, Lillington, North Carolina. Those present were: Messrs. M. H. Brock, Chairman, D. P. Ray, Jr., Vice Chairman; W. J. Cotton, Jr.,, member, Gilbert Brown, member and C. E. McLamb, member. Also present H. D. Carson, Jr., Clerk to the Board and Gerald Arnold, County Attorney. The purpose of the meeting: to tentatively adopt the budget for fiscal year 70 -71. Chairman Brock called the meeting to order at 1:15 p.m. Item 1. The following members of the Harnett County Board of Education appeared before the Board to discuss the budget of the Board of Education: Messrs. Alton Gray, J. R. Bagget, Jr., Dr. N. E. Jones and Hoke Smith. Item 2. County Attorney, Gerald Arnold informed the Board of an ordinance established by the Board of Health governing installation of septic tanks. Enforcement of the ordinance under the control of the electrical inspectors of the county. The secretary was in- structed to invite the electrical inspectors to the Board meeting in July to discuss the matter. Item 3. A discussion of the Sheltered Workshop program was held. ACTION: Commissioner Cotton moved that the Mental Health budget be amended from $3000 to $5000 for the purpose of creating a Sheltered Workshop in the county. Item 4. Commissioner McLamb brought to the attention of the Board the outstanding servicesthat the Betsy Johnson Hospital in Dunn and the Good Hope Hospital in Erwin have rendered to the welfare recipients and the indigent population of the county for many years. Commissioner McLamb moved that in view of the services rendered and in appreciation of these services that the Chairman be directed to convey funds not to exceed $25 per bed to the above named hospitals for services rendered to Harnett County and further that these monies be taken from surplus county funds. Motion was seconded by Commissioner Cotton and carried. Item 5. FY -70 -71 Budget ACTION: Upon a motion by Commissioner Brown, seconded by Commissioner Ray, the budget for FY -70 -71 was tentatively adopted as presented.
