1201196935,4 REGULAR MEETING - DECEMBER 1, 1969 REGULAR MEETING The regular monthly meeting of the Harnett County Board of Commissioners convened on Monday, December 1, 1969 in the Commissione's Room, Courthouse, Lillington, North Carolina. Those present were: Messrs. M. H. Brock, Chairman, D. P. Ray, Jr., W. J. Cotton, Jr., C. E. McLamb and Gilbert Brown. Also present, Gerald Arnold, County Attorney and H. D. Carson, Jr., Clerk to the Board. CALL TO ORDER Chairman Brock called the meeting to order at 9:15, a.m. Mr. Brock offered the morning prayer. ORDER OF BUSINESS Reading and Approval of Minutes Item 1. The minutes of the November 3 regular meeting and the November special meeting were read and approved. Item 2. NORMAN F. LEWIS, JR. Mr. Norman F. Lewis, Jr. Representative of the North Carolina Field Representatile Association of County Commissioners appeared before the Board and NCACC explained the function of the association and the service it is providing to county government. Mr. Earl Jones, Tax Collector, rendered the report of his department. Item 4. Mr. Thomas Allen, Tax Supervisor, rendered the report of his department. The following penalty release was approved. Request: $9.81 penalty release by Mr. H. C. Hodges. By order of the Board of County Commissioners, due to the fact that all other property was listed on time that was owned by Mr. H. C. Hodges, the $9.81 penalty was released. ACTION: Upon a motion by Commissioner Cotton, seconded by Commission Brown, above penalty release request was approved. Item 5. The following appointments were made a matter of record: Mr. Gerald Arnold, County Attorney, serving at the pleasure of the Board was appointed to a one -year term. Mr. Herbert Carson, County Auditor, was reappointed to the officl of auditor for a one -year term. Mrs. Jean M. Irvin, Veterans' Service Officer, was reappointed to that office for a one -year term. ACTION: On a motion by Commissioner McLamb, seconded by Commissioner Cotton, above appointment were confirmed. r 355 REVALUATION P rogram NSURANCE lue Cross - lue- Shield Item 6. A tentative date of January 5, 1970 was set to meet with Mr. Les Samples of the Howze and Associates relative to heal7,a proposal for the revaluation project. Item 7. Mr. Ed. S. Rogerson, Representative of the Blue -Cross Blue -Shiel Insurance Company appeared before the Board to present a proposal for the consideration of county employees. Chairman Brock informed Mr. Rogerson that the psoposal would be accepted for consideration. PDATING OF WELFARE Item 8. IEN RECORDS The Board discussed with Mr. Harvey Godfrey of the Welfare Department and Mr. Marshall Woodall, Tax and Welfare Lien Attorney, the matter of updating and maintaining a current file on all due welfare liens. ACTION: Upon a motion by Commissioner Brown, seconded by Commissioner Ray, above petition was approved. OARD OF ELECTIONS Item 11. ESOLUTION Mr. Harvey Raynor, Secretary to the Board of Elections of Harnett County presented and read the following resolution for adoption: RESOLUTION The County Commissioners for the County of Harnett do here- by attach as part of this resolution, a copy of resolution of the Harnett County Board of Elections relating to full time re- gistration and after due inquiring find that the actions of the Election Board should be ratified and approved and therefore do resolve as follows: (1) maintain a modern loose -leaf and visible registration system with the books continuously open for registrat- ion as provided in chapter 163 of the General Statutes (2) that the office hours of the Board of Registration and Challenge shall be set by the Harnett County Board of Elections but shall conform, as to dates, as nearly as possible to the days on which county offices are open (3) that this resolution together with the attached re- solution of the County Board of Election shall be spread upon the minutes of this commission. This is the 1 day of Dec., 1969. Resolved and Submitted .35 €5 RESOLUTION BOARD OF ELECTIONS RESOLUTION (Attachment to preceding resolution) The Harnett County Board of Elections having in the spring of 1969 installed a modern loose -leaf and visible set of reg- istration books does now, after full consideration and study, determine that the registration books, process and records of this county should be open continuously as provided in chapter 163 of the General Statutes of North Carolina aid therefore do resolve as follows: Resolved: That it is hereby ordered that effective on and after the 6th day of November 1969 the Harnett County Board of Elections shall: (1) maintain a modern loose -leaf and visible registration system with the books continuously open for registra- tion as provided in chapter 163 of the General Statutes of North Carolina (2) that the office hours of the Board for Registration and Challenge shall be set by the Harnett County Board of Elections but shall conform, as to dates, as nearly as possible to the days on which county offices are open (3) that Mrs. Betty J. McRae is hereby designated as Executive Secretary for the Harnett County Board of Elections and shall be in charge of the Boards office and is further appointed as a registration commissioner with the powers of such office, including power to register qualified voters and administer the other election procedures of registration as provided in chapter 163 of the General Statutes of North Carolina. That the Harnett County Board of Elections shall have the authority to appoint other such commissioners and provide for registration of qualified electors as provided in that chapter and may in it's discretion determine whether or not registrars or registration commissioners may attend the polling places or other designated places for registration of qualified electors during the time the books are open for registration (4) that the County Commissioners of the County of Harnett, North Carolina are hereby petitioned to adopt resolutions approving and authorizing such continuous and open registration. It was recommended that the salary for Mrs. Betty J. McRae be set at $390 per month or the nearest corresponding figure in the Step Plan. LIFE AND CASUALTY Item 11. INSURANCE COMPANY Mr. A. P. Odom, Agent of the Life and Casualty Insurance Company Mr. Odom & Dupree appeared before the Board and presented a proposal for insurance for county employees. Mr. L. C. Dupree appeared with Mr. Odom. ACTION: Chairman Brock advised Mr. Odom that the proposed plan of his company would be taken under consideration. INSURANCE Item 12. ACTION: Upon a motion by Commissioner Cotton, seconded by Commissions Brown, the above tax listing schedule and dates of listing, were approved and adopted. WRITTEN REPORTS Item 15. The written reports of the departments were submitted. UILDING AND ROUNDS COMMITTEE REPORT r- REPORT OF THE p COUNTY ATTORNEY Item 16. Mr. Ray and Mr. Brown submitted the following report of the Building and Grounds Committee: a. The ladies' lounge is under construction. b. The work on the Health Department buadings was discussed. c. The committee will study the needed repairs of the jail. Item 17. Mr. Gerald Arnold, County Attorney, reported on the following matters: a. Harnett Livestock Arena. b. Whittenton case - a responsive pleading has been filed. Case will be heard on December 15th. 359 APPOINTMENT: ASSISTANT Item 18 CIVIL DEFENSE DIRECTOR Mr. Carl Lucas, Director of Civil Defense for Harnett County (Mr. Tom Lanier) appeared before the Board and recommended the appointment of Mr. Thomas T. Lanier, to the position of Assistant Civil Defense Direc or for Harnett County. LILLINGTON RESCUE SQUAD (Land for station) ADJOURNMENT ATTEST: ACTION: Commissioner Cotton moved that the Board of Commissioners approve the appointment of Mr. Lanier as Assistant Civil Defense Director for Harnett County. Motion was seconded by Commissioner Ray and carried unanimously. Mr. Lanier expressed his appreciation to the Board. Item 19. A request from the Lillington Rescue Squad asking for land on which to establish a permanent station was brought to the attention of the Board. ACTION: A search will be made to determine if any land is available to aid the Rescue Squad. The Board adjourned at 12:00 noon in respect to the passing of Mr. M. F. Allen, Jr., President of the First National Bank ofEa North Carolina and in order that Commissioner McLamb, a member of First National, could attend services for Mr. Allen. H. 1.
