10061969339 Regular Meeting - October 6, 1969 Regular Meeting The regular monthly meeting of the Board of County Commissioners convened on Monday, October 6, 1969 at 9:15 a.m. in the Commissioners Room, Courthouse, Lillington, North Carolina. Those present were: Chairman M. H. Brock, Vice Chairman D. P. Ray, Jr., W. J. Cotton, Jr. Member; C. E. McLamb, Member and Gilbert Brown, Member. Also present H. D. Carson, Jr., Clerk to the Board and Gerald Arnold, County Attorney. CALL TO ORDER Chairman Brock called the meeting to order at 9:15 a.m. and Commissioner Brown offered the morning prayer. RDER OF BUSINESS ROAD PETITIONS REPORT OF THE TAX COLLECTOR Item 1. Pleasant Church. 3 9 /10ths mile for black top or paving. ACTION: Upon a motion by Mr. Brown, seconded by Mr. Cotton, above petition was approved. Item 3. Mr. Earl Jones, Tax Collector, presented the report of the Tax department. Mr. Robert Garrett Item 4. CHAMPION MOBILE Mr. Robert Garrett, Plant Manager for the Champion Mobile, HOMES Home Builders, was introduced to members of the board by Chairman Brock. Mr. Brock welcomed Mr. Garrett and expressed appreciation that Champion located in Harnett County. Mr. Garrett reported that there is now a good supply of water for the plant and that the access road was of great importance to the operation of the plant. He expressed his appreciation to the board for its help in securing these facilities for the company. WELL FOR CHAMPION Item 5. OBILE HOME BUILDERS Chairman Brock reported that a sufficient supply of water had been obtained for the Champion Mobile Home Builders plant and that the county would pay for this service to the plant. RENEWAL OF CONTRACT Item 6. ERWIN FIRE DEPT & Mr. R. M. New, Chief of the Erwin Fire District, and Mr. OUNTY OF HARNETT Louis Joseph appeared before the board representing the Erwin Fire District. The board renewed the contractual agreement of the Erwin Fire Department and the County of Harnett for a two -year period. Motion was made by Mr. Cotton, seconded by Mr. Ray. Carried unanimou Item 7 Mr. Thomas Allen, Tax Supervisor presented the report of his department. The following request for refund was presented: REPORT OF THE TAX SUPERVISOR Carson Carter, Route 2, Angier, N. C. -Black River Township Amount: $4.00 -67 -68 Poll Tax ACTION: The following request for release was presented: Release #1870 from Mrs. Isacc W. Parker (penalty release) in the amount of $7.66. ACTION: Upon a motion by Mr. Brown, seconded by Mr. McLamb, above release was approved. 340 RESOLUTION RE: R.M. TURLINGTON RESOLUTION Item 8. Mr. D. W. Denning, Jr., Chairman of the Harnett Agri - Business Development Commission, appeared before the board and presented and read a Resolution In Appreciation to Mr. R. M. Turlington for his services to the Harnett Agri- Business Development Commission. Chairman Brock expressed the board's appreciation to Mr. Turling on and instructed that the resolution be spread on the minutes of the Bo rd of Commissioners. Resolution In Appreciation Be It Known That Mr. R. M. Turlington of Lillington, North Carolina has diligently and conscientiously served as the Chairman of the Harnett Agri- Business Development Commission from July 1964 to July 1969; and, WHEREAS, MR. TURLINGTON did, during his tenure of office dedicate himself fully and faithfully to the responsibility of that office; and, FURTHER, That he has sought with concern and untiring effort to promote the over -all growth of Harnett County and the development of a more favorable economic and social environment; therefore, BE IT ACKNOWLEDGED THAT MR. TURLINGTON has acquitted himself with honor, loyalty and integrity and further that he has provided inspiring leadership to this Commission and that his actions have always been in the best interest of Harnett County; THEREFORE, BE IT RESOLVED THAT, WE, the undersigned members of the Harnett Agri- Business Development Commission, do hereby set forth for all to see, this expression of our great appreciation of these qualities and for the valuable contribution which MR. TURLINGTON has made to this Commission and to the County of Harnett; RESOLVED FURTHER, That this indication of our respect and admiration be spread upon the minutes of this Commission. (Signing of deed) Mr. Gerald Arnold, County Attorney, presented a deed conveying the Harnett County Livestock Arena to Gus C. Lancaster Stockyards, In ACTION: The deed was signed by the Board in accordance with action of the board taken on July 24, 1969 and recorded page 314 of the Commissioner's Minute Book. BUILDING AND GROUNDS Item 10. 1. It was reported that the architect, Mr. Croft, had submitte a revised drawing of the county building. 2. A lounge for the convenience of ladies serving on the jury was discussed. 3. It was reported that work on the court offices had been completed. BOOKMOBILE RE: Item 11. Loan to pay for Upon the motion of Mr. Cotton, seconded by Mr. McLamb, the board unit. authorized a loan not to exceed $5000 for the County Library to pay for the bookmobile unit. AYMENT OF WELL FOR Item 12. HAMPION MOBILE A bill in the amount of $940 for payment of the well for Champio OME BUILDERS Mobile Home Builders was presented for approval. ACTION: Upon a motion by Mr. Ray, seconded by Mr. Brown approval was given. 311 MANAGER'S APPLICATION Item 13. Granville Tilghman A manager's application for the operation of a cotton warehouse was approved for Mr. Granville Tilghman. INVITATION: A. J. Stephenson RECREATIONAL FUND AMENDED SPECIAL TRAINABLE CLASSES FOR ARNETT COUNTY MENTAL HEALTH PROJECT: CPL Contract UNN SPECIAL CHOOL TAX FUND NSPECTION OF CHOOLS FOR ROWN SPIDERS WRITTEN REPORTS Item 14. The board received an invitation from Mr. A. J. Stephenson to attend a dinner on October 14 at the Holiday Inn, Dunn, N. C. Item 15. Upon a motion by Mr. Brown, seconded by Mr. McLamb, the recreational fund was amended in the amount of $3000. Item 16. R. A. Gray, Superintendent of Schools appeared before the board and briefed the members on the proposed trainable classes for children in the county who have an I.Q. of from 30 -50, and who are between the ages of 6 and 11 years. ACTION: Upon a motion by Mr. Cotton, seconded by Mr. Brown, it was resolved to amend the current expense budget for the present 69 -70 school year in the amount of $10,000 for the education of the trainable children within the county. Item 17. A power contract by the Carolina Power and Light Company for the mental health building was approved. Item 18. R. A. Gray, Superintendent of Schools, requested permission to use up to $3000 of surplus funds now in the Dunn Special School Tax Fund to purchase an activity bus; budget to be amended to release these funds. ACTION: Upon a motion by Mr. McLamb, seconded by Mr. Cotton, approval was granted. Item 19. It was moved by Mr. Brown that the Harnett County Schools be inspected for brown spiders. Motion was seconded by Mr. McLamb. Item 20. The departmental written reports were submitted. There being no further business, the meeting adjourned at 11:50 a.m. H. i.
