May 5, 1969 r"" REGULAR MEETING CALL TO ORDER READING OF MINUTES SPOUT SPRINGS FIRE DISTRICT VOTE 3 -8 -69 ROAD PETITIONS LAW AND ORDER REPORT RAVEN ROCK PROJECT RECREATION PRO_ GRAM FOR THE COUNTY TAX COLLECTOR The regular monthly meeting of the Board of Commissioners of Harnett County convened on Monday, May 5, 1969 at 9:00 a.m. in the commissioners' room, Courthouse, Lillington, North Carolina. Those present were: Messrs: M. H. Brock, W. J. Cotton, Jr., D.P. Ray, Jr., C. E. McLamb and Gilbert Brown, members of the Board; also Mr. Gerald Arnold, County Attorney and Mr. Herbert Carson, Clerk to the Board. The meeting was called to order by Chairman M. H. Brock, pre- siding officer. The morning prayer was offered by Mr. Frank Lewis. The minutes of the regular meeting of April 7 and Special meeting of April 10 were read and approved. Item 1. The report of the Board of Elections record the following results of the Spout Springs Fire District Vote: For: 97 Against 07 Item 2. No petitions were submitted. It was reported that Womack Drive was accepted for maintenance by the State Highway Commission on March 11. Item 3. Commissioner McLamb rendered a report on the progress of the Law and Order project. Item 4. It was reported by Chairman Brock that a mailing campaign to promote the Raven Rock Project is underway. Item 5. Mr. Frank Lewis appeared before the Board on behalf of Mr. Casey Fowler, Chairman of the Harnett County Planning Board to present the recreation program for the county which the Recreation Committee, appointed by the Planning Board, has proposed. He submitted a request for an appropriation of $10,000 to the Board for the operation of the program. Action: The Board advised Mr. Lewis that the request would be considered when budget deliberations are begun. Item 6. Mr. Earl Jones, Tax Collector, presented the monthly reported of his office. WELFARE DIRECTOR Item 7. Mr. Fletcher Hubbard, Welfare Director, appeared before the Board. Mr. Hubbard explained to the Board that by a numerical selection system Harnett County had been selected as a test area for the new procedural in the adult category in procuring assis- tance under the welfare system which will become effective on July 1. The new law will become mandatory next year under an amendment of the 1967 Social Security Law. Item 8. Mr. Thomas Allen, Tax Supervisor, presented the monthly report of his department. Refund: Refund in the amount of $22.26 was granted Mr. Britton Taylor of Cameron on tobacco acreage value. Action: Upon a motion by Mr. Cotton, seconded by Mr. Ray above refund was granted. 290 c May 5,_1969. PROCLAMATION FOR Item 10. The following resolution was ordered: SENIOR CITIZENS OF HARNETT COUNTY P R O C L A M A T I O N FOR SENIOR CITIZENS OF HARNETT COUNTY WHEREAS, we are indebted to our many citizens who have passed their 65th birthday and whose contributions to our county development is outstanding and whose skills and experience will continue to expand the greatness of our county and, WHEREAS, as a progressive county we assume our responsibility for creating opportunities for their continued usefulness and their fair share in the benefits to be derived from our resources and, WHEREAS, we should give all possible assistance in fulfilling this responsibility bycontinuing assessment of growing unmet needs and ways in which communities, agencies civic, fraternal and religious groups can plan together to meet these needs effectively, NOW THEREFORE, I PROCLAIM THIS MONTH OF MAY 1969 as SENIOR CITIZENS MONTH IN HARNETT COUNTY and urge all citizens to take a personal concern in expanded opportunities for participation in community affairs by our aging citizens and to recognize our debt to them and our responsibility to their HEALTH, HAPPINESS AND WELL -BEING BY THE HARNETT COUNTY BOARD OF COMMISSIONERS s/t M. H. BROCK, Chairman Action: Upon a motion by Mr. Cotton, seconded by Mr. McLamb, above resolution was duly adopted and posted. RESOLUTION BOARD Item 11. The following resolution was presented: OF HEALTH PER DIEM PAY NORTH CAROLINA HARNETT COUNTY RESOLUTION WHEREAS, the members of the Harnett County Board of Health receive remuneration at the rate of eight ($8.00) dollars per diem plus mileage for attending authorized meetings and, WHEREAS, other boards and commissions of Harnett County receive remuneration at the rate of twenty ($20.00) dollars per diem for the same purpose, THEREFORE, BE IT RESOLVED, That in accordance with Section 5 of Chapter 1214 of the Session Laws of 1963 - Chapter 1137 SB612, the members of the Harnett County Board of Health hereinafter receive remuneration at the rate of twenty ($20.00) per diem plus mileage. May 1969 ROCK, Chairman Action: Upon a motion by Mr. Cotton, seconded by Mr. McLamb, above resolution was duly adopted. MENTAL HEALTH Item 12. Mr. Brock reported that all phases of the Mental Health BUILDING Building project are progressing in satisfactory order. BUILDINGS AND Item 13. Mr. Ray and Mr. Brown, building and grounds committee GROUNDS members reported the following: 1. Work on the Health Building in Dunn has been completed. 2. Plans have been made to begin on the Health Building in Lillington in the near future. 3. Board of elections office: no progress. 4. Lounge in courthouse near completion. BUDGETS Item 13. Mr. Brock reported thatnnst of the departments have submitted budgets for the coming year and that a special budget deliberation meeting will be called within the month. Written reports from departments were submitted. Item 16. Mr. Gerald Arnold, County Attorney discussed the following matters with the Board: 1. Medical examiner for the county. 2. Legislative matters, including a. Optional sales tax bill b. Bill H881 - 'fiscal officer' for schools c. Livestock arena d. Annexation policies Action: Action on the Livestock arena legislation was tabled. The following action was ta$en on item b. above: The following resolution was ordered dispatched to our three representatives and Mr. John Morrisey: HARNETT COUNTY RESOLUTION BE IT KNOWN, that the Harnett County Board of County Commissioners do, hereby, record and make known its opposition to H881 relating to a school 'fiscal officer' and, THEREFORE BE IT RESOLVED, That should this bill be enacted into law, it is requested that Harnett County be exempted from said bill.
