03261969$ la arch 26, 1969 PECIAL MEETING The Harnett County Board of Commissioners convened in special session Wednesday, March 26, 1969 at 5:30 p. m. in the Commissioner's Room, Courthouse, Lillington, N. C. Those present were: Messrs. M. H. Brock, D. P. Ray, Jr., W. J. Cotton, Jr., C. E. McLamb, Gilbert Brown, members of the board and Messrs. H. D. Carson, Jr., Auditor; Gerald Arnold, County Attorney. ETSY JOHNSON EMORIAL HOSPITAL RE: Resolution #69 -010 - recorded September 16, 1968 page 203 of the Commissioners' Minute Book. Item 1. Resolution was passed to convey to the Betsy Johnson Memorial Hospital, Inc. the property of the old Betsy Johnson Hospital in consideration of $3,000.00 plus interest at 6% per annum from January 1, 1937. Action: Resolution was duly adopted and signed. UIE'S CREEK Item 2. EWERAGE COLLECTION After discussion with interested parties concerning the YSTEM & Treatment sewerage treatment plant in Buie's Creek, the attorney for LANT Campbell College, Mr. W. A. Johnson stated in effect: That after investigation by Mr. Arnold, County Attorney, it should be determined that due to legal ramifications the county could not justifiably participate in the project, Campbell College would expect and in fact encourage the county's withdrawal from said project. UIE'S CREEK ESOLUTION Treatment Plant) articipation In ederal Program Item 2 -a Commissioner Gilbert Brown introduced the following resolution which was read: BE IT RESOLVEi That the County of Harnett apply to the United States of America for a federal grant of funds to be used in constructing a sewage treatment works in the Campbell College - Buie's Creek community and that M. H. Brock, Chairman of the Harnett County Board of Commissioners, be and he is hereby authorized and directed to execute said applicaion for and in the name of Harnett County and to file the same, together with all necessary supporting documents, with the State Water Pollution Control Agency; AND BE IT FURTHER RESOLVED, That the said M. H. Brock be and he is hereby authorized, empowered and directed to execute for and in the name of the County of Harnett such other written documents and statements as may be necessary to or required in connection with said application; AND BE IT FURTHER RESOLVED, That the County of Harnett shall agree, and it does hereby agree, to accept said grant in the event its application is approved. Action: Upon the advice of the County Attorney and in concurrence with the report of the Planning Board that such action was in compliance with the comprehensive water and sewer plan for Harnett County, Mr. Brown moved, "that the Board adopt the resolution on the condition that the proposed plan will not cost the county any money and that any expenses incurred by the county will be reimbursed by Campbell College. Motion: Mr. McLamb, "Due to an additive error, I move that the Board release Mr. Holloway from his bid on the Mental Health Building." Motion carried unanimously Action on Item 3 -c Mr. Ray moved "that the Board accept Center Plumbing and Heating Company's bid for the mechanical portion of the Mental Health Building at the stated figure of $41,620.00" Motion was seconded by Mr. Cotton and carried unanimously. After discussion of the compensation received by members of the Board of Health, the following resolution was presented: Resolution, cont'd page 274 274 March 26, _1.9 cont'd RESOLUTION BOARD OF HEALTH TOWN OF ERWIN (Approval for Planning Com- mission members) ADJOURNMENT March 26, 1969 NORTH CAROLINA HARNETT COUNTY RESOLUTION WHEREAS, the Board of Health receives remuneration of eight dollars ($8.00) per meeting and, WHEREAS, such remuneration is inadequate and insufficient for the services rendered and, WHEREAS, other comparable and similar Boards are remunerated at higher rates, now therefore BE IT RESOLVED, That the Harnett County Representative be requested to place before the General Assembly, a bill, authorizing the members of the Harnett County Board of Health be paid twenty dollars ($20.00) per regular or call meeting. The effective date of the new rate shall be the meeting of the Board subsequent to the adoption of the measure by the General Assembly. DULY ADOPTED THIS DAY OF MARCH, 1969. s /t M. H. The following persons were recommended: Mr. Fred Miller Mr. Halford Coleman Mr. W. N. Porter Mr. Jim McDonald Mr. Bruce Gomedella Action: Upon a motion by Mr. McLamb, seconded by Mr. Ray, the Board approved the appointment of the above named persons to serve on the planning commission for Erwin.
