11151968221 "i SPECIAL MEETING CALL TO ORDER NOTE OF THANKS Mrs. Tilghman MENTAL HEALTH COMMITTEES, APPOINTMENTS DOG WARDEN LETTER OF RESIGNATION Wiley F. Bowen, County Attorney ACTION SPECIAL MEETING The Harnett County Board of Commissioners held a Special Meeting on Friday, November 15, 1968, at 7:30 P. M. in the Commissioners Room at the County Courthouse in Lillington, North Carolina. The following were in attendance: Mr. M. H. Brock, Chairman; Mr. W. J. Cotton, Jr., Mr. J. E. Womble, Mr. Gilbert Brown and Mr. C. E. McLamb, Commissioners; H. D. Carson, Jr., Clerk to the Board and County Auditor, and David Alexander, County Manager. The meeting was called to order by Mr. Brock who also presided. Mr. Brock read the following note which he had received from Mrs. Myers Tilghman: Dear Mr. Brock, Please express to the board, the childrens? and my deep appreciation for their Resolution to our beloved father and husband. Most sincerely, Mrs. Myres Tilghman Dunn, N.C. Oct. 14, 1968 Mr. Brock advised the Board that there possibly would be a joint meeting with the Lee County Board of Commissioners on December 4th to set up new system for operation of the Mental Health District. Mr. Brock also stated that he had not as yet met with Dr. Dotterer concerning the Mental Health Administrator for Lee and Harnett County. Mr. Brock stated that on the first Monday in December reorganization of the Board would be accomplished, and that he would have all committees, appointments and all necessary arrangements at that time. Mr. Brock stated that due to the many applications for Dog Warden the Board would postpone making that appointment until a later date. Mr. Alexander was instructed by Mr. Brock to continue working on the applications and compile them. Mr. Brock read the following letter of resignation from Mr. Wiley F. Bowen, County Attorney: November 13, 1968 Mr. M. H. Brock, Chairman Harnett County Board of Commissioners Erwin, North Carolina Dear Mr. Brock: Please accept this letter as my resignation as County Attorney effective immediately. I greatly appreciate the privilege and pleasure of serving the Commissioners and the people of Harnett for the past several months. Although I am resigning as County Attorney, I shall continue my interest in sould local government. Yours very truly, /s/ Wiley F. Bowen Wiley F. Bowen Mr. Cotton stated that he made the motion to accept Mr. Bowents resignation reluctantly, and further stated that Mr. Bowen had been an excellent man on the Board. Mr. McLamb seconded the motion and stated that he did so reluctantly. He also commented that Mr. Bowen had rendered a very excellent service to Harnett County. Mr. Womble stated that he felt the Board should send a letter to Mr. Bowen expressing its appreciation for the excellent way Mr. Bowen had served the County. Mr. Brown commented that it was a shock to him when he received the letter from Mr. Bowen. Mr. Brock told the Board that he regretted very much that Mr. Bowen had resigned and that he considered him a very able attorney. He also stated that he was grateful for the service Mr. Bowen had rendered the County( A vote was taken on the motion to accept the resignation of Mr. Bowen as County Attorney and it carried unanimously. Mr. Brock directed Mr. Alexander to prepare a letter of appreciation to Mr. Bowen for his service to the County and also to notify him of the fact that the Board had accepted his resignation, effective immediately, with deep regret. 0 OATH OF OFFICE Mr. Brown stated that he would like to have a copy of the oath the Commissioners will take before he is sworn in on the first Monday in December. Mr. Carson stated that he would obtain copies and mail one to each of the Commissioners. The Board agreed to convene at 10:00 A.M. at its Regular Meeting on the first Monday in December.
