10071968210 REGULAR MEETING CALL - TO ORDER MINUTES HARNETT COUNTY BOARD OF COMMISSIONERS BOARD MEETING October 7, 1968 The Harnett County Board of Commissioners met in Regular Session on Monday, October 7, 1968, at 9:00 A.M., in the Courthouse in Lillington, N. C. Those present were Mr. M. H. Brock, Jr.,- Chairman; Mr. Gilbert Brown, Mr. W. J. Cotton, Jr., Mr. C. E. McLamb and Mr. J. E. Womble, Commissioners; also Wiley r. Bowen, County Attorney; Mr. H. D. Carson, Jr., Clerk to the Board and County Auditor; and Mr. David W. Alexander, County Manager. The meeting was called to order by Mr. Brock, who presided, and the prayer was offered by Mr. Earl Jones. The minutes of the Regular Meeting held in September and a Special Meeting held September 16, were read and. approved. Upon motion of Mr. J. E. Womble and second of Mr. Gilbert Brown the follo ROAD ing two road petitions were approved by the Board after discussion with Mr. PETITIONS Sam Wilson, District Engineer: (a) Approximately 19 miles - Lakeview Drive - Add to Secondary Road Syste (b) Approximately 3/4 mile - Parkway Subdivision - Add to Secondary Road System. Mr. David Alexander stated that he had been able to get the best rates available for the insurance for the Sheriff's epartment. The premium for 25 -50 -10 insurance for each of these authomobile would be 4201.20, and is available on an individual proposition. .Since the county pays 445.00 annually on each of the deputy's insurance premium this would mean the deputy would be paying $156.20 for his insurance, he stated. After discussion by the Board Mr. Brock renuested Mr. Alexander to bring the matter back to the board after attending a State meeting in which this matter will be discussed. (d) Mr. H. L. Carson, Jr., presented his monthly report from the Auditor's office, and stated that a quarterly report would a completed within the next few days. 2. Other Business: (a) Mrs. Elizabeth Matthews appeared before the Board and stated that she planned to attend a three day conference at the Clerk's school and that her bookkepper would attend forttwo days. she stated further that she could not attend a conference for more than one day without the approval of the "'ounty Manager. She requested the Board to approve her attendance at this school without charging it against her leave. Mr. Brock instructed Mrs. Matthews to submit a formal reauest to the County Manager as prescribed in pertinent directive. 212 RESOLUTION b. Upon motion of Mr. Gilbert Brown and second by Mr. C. E. McLamb #69 -013 the following Resolution which was presented to the Board by Mr. E. (Release Marshall Woodall, was adopted: of Lot from Liens) NORTH CAROLINA HARNETT COUNTY RESOLUTION # 69 -013 The Harnett County Board of Public Welfare and the Harnett County Board of County Commissioners, ailing jointly and after investigation, make the following findings of fact and resolve as folbws: THAT WHEREAS, Aldenia Shaw Maynor, is a recipient of Old Age Assist- ance authorized under North Carolina General Statute 108 -30, and that a lien was filed by the Director of Public welfare for narnett County agains the real property owned by the said Aldenia Shaw Maynor as will appear in the records in the Office of the Clerk of Superior Court for Harnett Count AND WHEREAS, it has been made to appear that the said Aldenia Shaw Maynor owns a 1 /9th undivided interest in a lot in the Town of Dunn, Averasboro Township, Harnett County, North C arolina, more fully hereinafte described; and, WHEREAS, Lydia Shaw Lee, is a recipient of Old Age Assistance authorized under North Carolina General Statute 108 -30, and that a lien wa filed by the Director of Public Welfare for Harnett County against the rea property owned by the said Lydia Shaw Lee as will appear in the office of the Clerk of Superior Court for Harnett County; AND WHEREAS, it has been made to appear that the said Lydia Shaw Lee owns a 1 /9th undivided interest in a lot in the Town of Dunn, Averasboro Township, Harnett County, North Carolina, more fully hereinafter described and, WHEREAS, the aforesiad welfare recipients and the individuals who o the remaining 7 /9th of the undivided interest has negotiated a sale of sai lot for the sum of Two Thousandand No /100 Dollare($2,000.00), and that the siad welfare recipients as mentioned aforesaid and the owners of the re- maining undivided interest has requested the Harnett County Board of Publi Welfare and the Harnett County Board of County Commissioners to release said lot from under the operation of the lien filed and authorized under G.S. 108 -30.1 upon receipt of the value of the recipient's interest in said property; and, WHEREAS, it has been made to appear that the said lot is a 50 foot lot, situate on the North side of East Cumberland Street in the Town of Dunn, Averasboro Township, Harnett County, North Carolina, upon which is situate an old house which has been burned; it has been made to appear that the said market value of said lot of 1 and is 42,000.00, said sum being the actual selling price as negotiated by the tenants in common with Mary M. Barbour of Harnett County, North Carolina. It has further been made to appear that the interegst of the recipient Aldenia Shaw Maynor in said tract or lot of land is 4197.08; and it h as further been made to appe that the interest of the recipient Lydia Shaw Lee in said tract or 1 of of land if $197.08; and NOW, THEREFORE, BE IT RESOLVED by the respective Boards that the hereinafter described tract or lot of land be released and upon considerat of 4197.08, the value of the interest of the recipient Aldenia Shaw Maynor in said tract or lot of land and the sum of 4197.08, the value of the interest of said recipient Lydia Shaw Lee, said tract or lot of land is hereby released from under the operation of the lien filed against the real property of said recipient Alendia Shaw Maynor and from the operation of the welfare lien filed against the recipient Lydia Shaw Lee; said tract or parcel of land which is hereby released is more fully described as follows: BEGINNING at J. G. Layton's corner on the North side of Cumberland Street if said street was extended to the Jno. Lee road, and runs as said Street would run South 52 East 50 feet; thence square off from said street North 38 East 170 feet; thence North 52 West 50 feet to Layton's line; thence South 38 West 1 70 feet to the BEGINNING, containing 8500 square feet, being a lot 50 x 170. This is the same land described in deed from J. G. Layton and wife, Maude C. Layton, to Rachel Shaw, date December, 1906; which is recorded in Book 167, at Page 558, Harnett County Registry. Rachel Shaw is deceased and the grantors in this deed are heirs at law of the said Rachel Shaw. Acted upon this day of October, 1968. MYRES TILGHMAN Approved: Acted upon this 7th day of October, 1968. HARNETT COUNTY BOARD OF COUNTY COMMISSIONERS Attested: BY: 213 c. Mr. McLamb stated that the bill for the water -sewer line in Dunn was approximately $15,000, but had been reduced to `$12,000, and that $$1200 would come back a s soon as this is paid, and several others want to taps on to these utility lines. Action: should continue in Dunn, and if be free to call Dunn Board. The Board agreed that Mr. Brock and Mr. McLamb to try to reach an agreement about the lines an agreement cannot be reached, Mr. Brock would a joint meeting of the County Board and the d. Mr. H. D. June 1, 68 - Sept 30, 68 The Board recessed at 10:20 A.M. and reconvened at 10:45 A.M. e. Mr. C. E. McLamb presented a number of bills for ambulance service from the Whittenton Ambulance Service to the Board. It was pointed out that Mr. Whittenton had not complied with the criteria for submitting these bills. The Board directed Mr. Alexander to take the ambulance service bills presented tothe Board and go over them with Mr. Whittenton explaining to him that he has not complied with the criteria and help him prepare the necessary affidavits and get thebills back to the Board for its approval. f. Mr. Brock presented to Mrs. Myres Tilghman a framed copy of a resolution which was adopted by the Board, and which resolution paid tribute to her husband for his work toward securing erection of the new Betsy Johnson Memorial Hospital at Dunn. Mrs. Tilghman's mother, Mrs. Nathan M. Johnson, Sr., accompanied her . g. Mr. Bob Soots from Campbell College appeared before the Board and showed colored slides of the Ravenrock section of the county which is located approximately 7 miles west, northwest of Lillington, he stated. He requested the Board's approval and indorsement of this area and whatever support might be necessary to make this site, approximately 1200 acres, into a state park. He pointed out in his discussion by cleaning up some of this area the water sheds would also be protected. Mr. Soots stated further that he is to appear at the meeting of the Board of Conservation Development on October 8th, to present this to that Board, and if the site is approved the Division of State Parks will make further study of this area. Mr. Brock stated that he was impressed with the presentation, and that he would like to see that Board support this project and assign the county manager to proceed with it. Be further stated that there is some three to four hundred left in the recreation fund and that any minor expenses involved could possibly be paid from this fund. 214 Mr. McLamb made a motion that the Board endorse this project and have the County Manager to proceed with it. the motion was seconded by Mr. Womble and it carried. MENTAL HEALTH h. Mr. Bill Pittman, attorney for the Lee - Harnett Mental Health PROPOSAL Clinic, appeared before the Board and stated that it would be necessary to set up a single Administrative Board to handle the two - county centers. This Board would consist of tix members -three from each county. Each county would have a member of its Board of County Commissioners, its Resident Medical Director of the Mental health Center, and a member of its Advisory Board. Mr. Pittman requested the Commissioners to a dopt a Resolution and appoint one of its members for this Administrative Board Mr. Brock stated that it seemed to him from the Resolution that this Boar would be a separate unit and not responsible to the County Government. He further stated that the county had appropriated between fifty and one hundred thousand dollars for this project and he felt that it should be stipulated in the resolution that the Mental Health Center would operate under same established policies that other offices do. The Board and Mr. Pittman were in agreement with this and action was deferred until the next meeting. i. Mr. Herbert Johnson from Coats appeared before the Board and requested a tax refund for double listing. He stated he had owned a twelve acre tract and a lot, but had sold the larger tract retaining 50 feet of it. This footage had been listed separately and as part of the twelve acre tract also. Mr. Brown made a motion that necessary steps be taken to correct thi The motion was seconded by Mr. Cotton and it carried. There being no further business the meeting was adjourned at 12:15 P.M.
