10031968204 SPECIAL MEETING OLD BUSINESS NEW BUSINESS Mental Health Administrative Policy HARNETT COUNTY BOARD OF COMMISSIONERS BOARD MEETING October 3, 1968 A special meeting of the Harnett County Board of Commissioners convened on Wednesday, October 3, 1968 at 7:10 p.m. in the Courthouse, Lillington, North Carolina. Those present were: Messrs. M. H. Brock, W. J. Cotton, Jr., J. E. Womble, C.E. McLamb and Gilbert Brown, members; also Wiley F. Bowen, County Attorney, and David W. Alexander, County Manager. Waived. 1. The Mental Health situation relative to administrative and operational control was discussed with the Board. Mr. William Pittman, attorney for the Lee - Harnett Mental Health Authority will appear before the Board at its next regular meeting on Monday, October 7, 1968. No action taken. Romar -Bemco 2. The matter of county participation in the cost of utility lines to Utility Lines the Romar -Bemco Mattress Company was discussed. Action: The Board authorized Mr. Brock and Mr. McLamb to negotiate a settlement based on the cost of materials used extending from the present city limits of Dunn to the north end of the tract of 1 and designated as the Bomar-Bemco Industrial Bite. 3. The Commissioners recessed in order to meet with the Harnett County Beef Cattle Producers in session at the County Agent's Office. Mr. Brock expressed the Board's Interest in the program and its willingness tc assist in the overall development of the project. Mr. Bowen presented certain ramifications and legal limitations concerning direct county financial support in this venture. Be pointed out that the county could guarantee the note and thus expedite consummation of a loan. Mr. Bowen suggested that a feaseability study by undertaken which would be useful to the cattle producers, the lending institution a nd the guarantors. Mr. Brock suggested that construction costs could be drastically reduced by Utilizing the services of the trainees in the MDTA courses, including the carpenters, the electricians, and the plumbers. At 9:00 p.m., Mr. Brock withdrew the Board from the session with the Beef Cattle Producers.
