The Harnett County Board of Commissioners met in Regular Session on Monday,
September 9, 1968, at 9:00 o'clock A.M., in the Commissioners' Room in the County Courthouse,
Lillingtfn, N. C., attended as follows: Mr. M. H. Brock, Chairman; Mr. Gilbert Brown, Mr.
C. E. Mc amb, and Mr. J. E. Womble, Commissioners; Mr. Wiley F. Bowen, County Attorney;
Mr. H. D. Carson, Clerk of the Board and County Auditor; and Mr. David Alexander, County
Manager. Mr. Brock presided and called the meeting to order. Mr. Womble lead in prayer.
Absent: Mr. W. J. Cotton, Jr., Commissioner.
Minutes of the Regular Meeting held in August, 1968, were read and approved.
Mrs. Elizabeth Matthews, Clerk of Superior Court, appeared before the Board, and stated
that she had approval from Raleigh to destroy court records more than five years old and
requested the Boards approval. Commissioner McLamb made the motion that the Board approve
this request. Commissioner Womble seconded the motion and it carried.
1. Mr. H. D. Carson reported to the Board the figures he had received for.. the
liability insurance premiums for deputy sheriffs' vehicles. After discussion Commissioner
Brown made the motion that the Board give the matter further study and continue to pay the
`545.00 per year us had been done in the past until action is taken by the Board. Commission
McLamb seconded the motion and it carried.
1. Upon motion of Commissioner Brown and second by Commissioner Womble the
following resolution in reference to Mr.W. E. casterlirg was adopted by the Board:

WHEREAS, W. E. "Bill" Easterling has faithfull, diligently and dutifully served
the State of North Carolina for many years, and,
WHEREAS, in the exercise of his duties and the fulfillment of his office, he has
developed, espoused and bestowed upon the State and its political sub - divisions sound
fiscal policies and,
WHEREAS, he has been especially helpful and friendly to Harnett ''ounty throughout
his long and faithful career, therefore
BE IT RESOLVED THAT the permanent records of Harnett County shall show the high
esteem, the loyal gratitude and the great appreciation which the people of Harnett
County hold for Bill fosterling as expressed on the eve of his retirement.
BE IT FURTHER RESOLVED that the records of Harnett County shall reflect the
people's good wishes for his continued health and happiness.

In Memoriam of Myres W. Tilghman
September 9, 1968
RESOLVED, That in behalf of the citizens of the County of Harnett,
the Board of `'aunty Commissioners do adopt this Resolution in tribute to the memory
of one of its most distinguished citizens, Myres W. Tilghman.
In the sudden and premature death of Mr. Tilghman, we have lost a
forceful leader, an outstanding citizen, and a devoted servant of the people. We
hereby express our genuine appreciation for his unselfish service, his generous
contributions to the welfare of his fellowmen, and his deep dedication to community
development.

Liens upon which no recovery will be made:
1. Flora Jane Darroch case - Lien amount - $3,690.00- Statute of Limitation ran out in
October, 1966.
2. Alex Cleveland Christian case - Lien amount - $1,050.00- Statute of Limitation ran out
in January, 1966.
3. James P. Hicks case - Lien amount - $171.00 - Mr. Hicks was receiving APTD and was
terminated by the aelfare when he began drawing social security. He owns no real
property and has insufficient personal property from which to satisfy lien.
4. Roseller Tart Hardison case - Lien amount - $1,650.00 - owned no property from Which to
satisfy lien.
5. Everett Suggs case - Lien amount - $160.00 - Statute of Limitation ran out in November,
1966.
6. J. H. W. Lucas case - Lien amount - $337.16 - Administrator sold property in 1962 to make
assets to pay debts. Nothing was paid to County and Statute of Limitation has run.

7. John Henry Harrington case - Lien amount - $3,046.00- This case was pending in the
Superior Court at the time of my appointment; an Order of the Superior Court has not
dismissed the case. It appears that welfare lien was filed in the name of John Henry
Harrington. The deed to the land sought to be foreclosed was in the name of John
Harrington McNeill.
I was requested to make inquiry concerning the following cases which liens were collected
prior to my appointment:

3. Charlie Hair
4. Flora Rebecca McCormick
5. Harriett T. Stewart
6. Calvin A. Stewart
These cases are now closed so far as I am concerned.
TAX 4. Mr. Earl Jones, Tax Collector, appeared before the Board and filed his report.
COLLECTOR Mr. Brock complimented Mr. Jones on the thorough report that he presented to the Board.

PETITION
5. Upon the motion of Commissioner McLanb and second by Commissioner Womble the
following road petition was approved by the Board:
Request for maintenance of Street - approximately z mile- from Fairground Road to. Byron
Street. (Street has already been paved).
Mr. Sam Wilson, of the Highway Department, stated that this petition would be considered
in accordance with the state wide polt y.
TAX LISTING 6. Mr. Tom Allen, Tax Supervisor, appeared before the board with Mr. David B. Ennis
PENALTY- of Grove Township. Mr. Ennis explained to the Board that he had been sick and hospitalized
RELEASE during the time for listing taxes, and that he thought it was necessary for him, personally,
to make his tax return. He further stated that he had never before been late with his
listing or paying his taxes. He requested that Board to release the $15.00 penalty for
late listing which had been added to his taxes.
Commissioner Brown made the motion that Mr. Ennis, due to his physical disability, be
released from the penalty because of late listing. The motion was seconded by Commissioner
McLamb and 1t carried.

7. (a) Mr. Tom Allen, Tax Supervisor, reported that Mr. Alexander had met with him,
Mr. Carson, Earl Jones,&Frank Lewis regarding the revaluation of all property in Harnett
County which will have to be done in 1972. Mr. Alexander, he stated, appointed this group
to make a study of this and report back to the Board on the first Monday in March, 1969, on
the complete study.
(b) Mr. H. D. Carson, Auditor, filed his report with the Board together with
reports from the following county offices:

(c) Mr. John E. Ingraham, C.P.A., appeared before the Board and presented the county
Audit for the year ending Jun 30, 1968. Mr. Brock directed that a letter from Mr.

The funds had been remitted and was checked to the candidates running, which
checked out, but the receipt book could not be located.

The books and records were in excellent condition, but would recommend that
individual receipts be issued for collections not concerning the General Fund.

Tax Supervisor
The tax scrolls were in excellent condition.

SURPLUS (d) Mr. Frank Lewis report, that the county received $1719.60 from the surplus sale
SALE of copper and county equipment which was in very poor condition.
MATERIAL (e) Mr. Frank Lewis stated to the Board that he had made a thorough examination of the
PROGRESS County Buildings to determine what repairs needed to be made, and outlined to the Board the
REPORT work that is being done and will be done in the near future. He stated that the air
conditioning in the superior courtroom was being repaired at the present time and that the
county would be reimbursed for any capital expenditures on the courtroom from monies received
from the Court as of December 1.
MDTA (f) Mr. Alexander reported that there would be a new class in Farm Equipment Mechanics
TRAINING and that this training could also be utilized in general mechanics. He also reported on the
first stenographic class that was held, and stated that a second class had begun.
(g) Mr. Alexander reported to the Board that a thorough study as possible had been made
regarding ambulance service for Harnett L'ounty, and in his written report stated that the
following courses of action were open to the county:
1. County Ownership
2. Funeral Directors' Operation
3. Private Ambulance Operators
4. Rescue Squads
Mr. Robert C. Bryan, Attorney for Whittenton Ambulance Service, Dr. Doffermyre and
Dr. Johnson from Dunn, appeared before tit Board and expressed their opinion that the
best and possibly only solution to this problem was to subsidize Mr. ahittenton's Ambulance
Service. After discussion by the Board, Mr. Brock instructed Mr. Alexander to work with
Mr. Frank Lewis and arrive at some figures and bring it back to the Board.

8. Mr. H. D. Carson, Jr., CountyAuditor, appeared before the Board and stated
that two real estate excise tax stamps had been issued erroneously by the Register
of Deeds' Office as follows:

9. Mr. Cliff Ammons appeared before the Board with representatives of the
Angus Breeders in Harnett County, and gave a brief history of the growth of the
cattle herds in Harnett County since 1938. Mr. Alec Cameron, Chairman of the
Angus Assn., explained to the Board that there was no place in the County to
hold their sales, and that a group of the cattlemen had been exploring the possibili
of building an areana and a barn. The cost to complete this project according to
the plans shown to the Board would be approximately $22,000.00. He stated that
they had two possible sites in mind; one in Lillington and the other rear the
feeder pig areana. Mr. Cameron requested the Board to consider allocating
$22,000.00 for this project. Mr. Brock advised the group that the Board would
consider this request.
The Board recessed for lunch at 1:00 otclock P.M.
The meeting was called back to order by Mr. Brock at 2:25 o'clock P.M.
After discussion of the request made by the Angus Association, Commissioner
Brown made a motion that the Board endorse a note for the Angus Association In the
amount of $22,000.00 for a period of ten years in the same manner as they had done
in 1962 for the Livestock & Poultry Cooperative. The motion was seconded by
Commissioner McLamb and it carried.
There being no further business the meeting adjourned at 2:35 o'clock P.M.
