05011967MAY 1st. 1967 The Board of Commissioners met in regular session on Monday, May 1st. 1967, at 10:00 a.m., with all members present. Also present were the County Attorney, the Auditor and the Clerk to the Board. Chairman Brock called the meeting to order and Commissioner Womble offered the invocation. Elizabeth F. Matthews, Clerk Superior Court, appeared before the Board and administered the oath of office to Wiley F. Bowen, County Attorney and to Marshall Woodall, as Tax and Welfare Lien Attorney. The minutes of the April meeting were read and approved. The Board unanimously agreed and voted unanimously that Wiley F. Bowen recently appointed County Attorney be paid retainer of $275.00 per month and that any duties performed by him other than the normal duties of the county attorney shall be discussed with the Board prior to performing such duties. WHEREAS, the Harnett County Board of Commissioners have recently appointed Attorney E. Marshall Woodall of Lillington, North Carolina, to the position of and Welfare Lien Attorney; and WHEREAS, It now becomes necessary to set and establish the compensation to be paid to said Attorney E. H. Brock Chairman The following Bill concerning the term of office of the Board of Commissioners of Harnett County is to be introduced in the House by Representatives Staton and Love as follows: A Bill To Be Entitled An Act To Fix The Terms Of Office Of The Board Of Commissioners Of Harnett County. The General Assembly of North Carolina do enact: Section 1. For the purpose of electing its county Commissioners, the County of Harnett is hereby divided into five districts as follows: (1) District one shall consist of Averasboro Township; (2) (3) (4) (5) District Two shall consist of Duke and Grove Townships; District three shall consist of Black River, Neill's Creek, Hector's Creek and Buckhorn Townships; District four shall consist of Lillington, Stewart's dreek, and Anderson Creek Townships; District five shall consist of Upper Little River, Barbecue, and Johnsonville Townships. Sec. 2. In the primary elections for county officers to be held in Harnett County in 1968 there shall be Nominated by the qualified voters of each political party of the whole county a canidate for membership on the board of county commissioners from each of the five dis- tricts designated in Section 1 of this Act. Said candidates shall be residents of the district from which they are nominated. The candidates so nominated from each district shall be voted on in the general election by the qualified voters of Harnett County and the canidate from each district who shall receive the largest number of votes at the general election from the county at large be de- clared to be elected to serve as a member of the Board of' county Commissioners from his district. Sec. 3. At the general election for County officers to be held in Harnett County in 1968, the three candidates elected from their districts to serve as members of the board of county Comm- issioners with the most total votes shall serve for a period of four years and until their successors are elected and qualified. Their first term shall commence the first Monday in December, 1968. The two candidates elected from their districts to serve as members of the boardof county commissioners, with the least total votes shall serve for a period of two years and until their successors are elected and qualified. Their first term shall commence the first Monday in December, 1968. At the general election for county officers in 1970, and biennially thereafter, there shall be elected candidates equal to the number of commissioners whose terms next expire, who shall serve for a term of four (14.) years and until their successors are elected and qualified. Sec. 4. In the primary elections for county offices in 1970 and biennially thereafter there shall be nominated by the qualified voters of each political party of the county one candidate for member- ship on the board of county commissioners from each district where the term of office for its member on the board of county commissioners ex- pires the first Monday in December of that year. Candidates so nominated shall be residents of the district in which nominated. Sec. 5. In the event any district as established in Section 1 of this Act should not be represented on the Board of County Commissioners of Harnett County for any reason, then in such event the Clerk of Superior Court of Harnett County shall appoint some competent and qualified per- son from the district which has no representation, such person to serve as a member of the Board of Commissioners of Harnett County for the duration of the term for which he is appointed and until his successor is elected and qualified. Sec. 6. Chapter 48 of the Session Laws of 1947 as amended by Chapter 895 of the Session Laws of 1963 is hereby repealed. Sec. 7. All laws and clauses of laws in conflict with this act are hereby repealed. Sec. 8. This Act shall be in full force and effect from and after its ratification. Matthews Kyle Harrington Inez Harrington Jean M. Irvin B H Sellers W. Earl Jones, Tax Collector, appeared before the Board and discussed Tax Collections for the month and showed by his report an increase in the tax collections from last year. He also stated that delinquent tax statements are being sent out from the tax office at this time. Thomas Allen, Tax Supervisor, appeared before the Board and reminded the members of the dates for sitting of the Board of Equalization and Review. Upon presenting a request for release of penalities for late listing in 1967 of property for taxation, the Board granted G. E. Moore, Jr. Broadway Rt. 1, Upper Little River Township, a release of penalty for late listing of his 1967 property on account of serious physical disability and a physical statement from a medical physician. The Board also released Ernie Porter, Upper Little River Township, of penalty for late listing of his property for taxation for the year 1967 on account of tis physical disability and a physicians certificate stating the condition of Mr. Porter The Board ordered the county Auditor to issue a check in the amount of $150.00 to James Goff, Assistant County Agent, to be used for a Space Program for the Space Age Group for 12 weeks during the summer months. The Following Road Petitions were approved: (1) To add to the State maintained Secondary Road system that road from Route 24 running 6/10 miles to dead end in Johnsonville Township. (Petition mailed to Sam Wilson) (2) To Black Top that road # 1228 beginning at a point on Seminole Mt. Pisgah Road at the home of Inez Harrington and Prentess W. Sloan to a point on Highway 421 a distance of 12 miles. This road is .a school bus and mail route in Upper Little River Township. (Petition mailed to Sam Wilson) (3) To abandon that road SR 1716 from SR 1725 northeastwardly 26/100 miles. (Petition mailed to Sam Wilson) (4) To improve that road 2013 in Duke Township access to Highway 421. (Petition mailed to Sam Wilson) C. R. Ammons, Farm Director of State Extension Department, appeared before the Board and introduced James Preston West and requested that he be appointed Negro Farm Agent to fill the vacancy caused by the retirement of L. K. Boston, and requested the appointment of Charles Hammond be named Assistant County Agent to fill the vacancy of T. D. 0,Quinn retired Assistant County Agent. James Preston West was appointed Negro Farm Agent to beg immediately. The vote was unanimous in favor of James Pres Charles Hammond was appointed Assistant County Agent to July 1st. 1967, and the Board voted unanimously in favor of Mr. Ammons advised the Board that Community Disposal Pit available by Miss Myrtle Bishop in Upper Little River Towns Baer in Duke Township, and by Carson Gregory in Grove Towns with these parties will last for a period of five years and renewed at that time by both partie s. Dr. Doffermyre also discussed with the Board the problem of the deliveries of illegitimate children and treatment of unwed mothers which is performed by the doctors without fees, and requested that a financial plan be made in the welfare budget to take care Sf this problem. The Board advised the medical society that the matter would receive consideration.
