11171975MID- MONTH-MEETING OF THE HARNETT COUNTY BOARD OF COMMISSIONERS MID -MONTH MEETING PRAYER CORRECTION MINUTES APPROVED THOMAS ALLEN, TAX SUPERVISOR Charlie Bailey Hrs. F.P. Blalock. The mid -month meeting of the Board of Commissioners met on Nov- ember 17, 1975. The Chairman called the meeting to order at 7:30 P. M., with the following commissioners present: M.H. Brock, Lloyd G. Stewart, and Jesse Alphin. The County Attorney and the Clerk were also present. Rev. Thomas Hayes led the evening prayer. Commissioner Brock moved that a copy of the resolution given to H. D. Carson, Jr., at the last regular meeting of the Board be spread upon the minutes, Commissioner Alphin seconded the motion and the issue passed. RESOLUTION WHEREAS, it has come to the attention of the Harnett County Board of Commissioners that Harnett County led the State of North Carolina in the trcentage of total investments from the period of June 30, 1974, through June 30, 1975, for County Governments, and WHEREAS the percentage rate rose from 68.66% in 1974 to 115.45% in 1975, an increase of 46.79% over all, and WHEREAS, this investment process earned $134,210. during the period, which amounts to a tax rate equivalent of .04%, NOW, THEREFORE, BE IT RESOLVED BY THIS BOARD OF COMMISSIONERS, that this resolution be presented to the Count Auditor, H. D. Carson, Jr., in appreciation for his wide investment program, and FURTHERMORE, we commend him also for his long -time interest in the affairs of the county and for his dedicated implementation of the fiscal policies that have resulted in a savings of funds for the taxpayers of the county. Thomas Allen, Tax Supervisor, appeared before the Board with requests for refunds and releases as follows: W. S. Wellons, refund in the amount of $2,116.00 due to error in the computation of the property card for the year 1974, and a release in the same amount for the year 1975. Commissioner Alphin moved that the 1974 refund in the amount of $2,116.00 be granted, Commissioner Brock seconded and the issue passed. Commissioner Alphin moved to adjust the 1975 tax receipt for W. S. Wellons in the amount of $2,116, by the method of release, Commissioner Stewart seconded the motion. Comm- issioner Brock commended the tax department for their efforts in computing the tax for the county. Upon behg put to a vote, the issue carried. A request for refund on a lot relative to the Charlie H iley Heirs property for 1974 -75 in the amount of $13.29. Comm- issioner Stewart moved to grant the refund, Commissioner Alphin seconded and the issue passed. A request was presented for a release for F. P. & Zela M. Blalock. All other prcperty was listed on time and one parcel was ommitted through error, or the abstract was lost. Comm- issioner Brock moved to approve the release on the basis of the remarks of the Tax Supervisor, Commissioner Alphin second- ed and the issue passed. {514 MASSAGE PARLOR The Massage Parlor matter was brought to the floor, and by general consent of the Board, action was deferred due to the absence of one of the members. WHEREAS: Harnett County is being faced with many problems that affect the moral climate and Massage Parlors being one of these problems. BE IT THEREFORE RESOLVED: That we the Pastors of Little River Baptist Association (representing thirty -four, 34, churches) commend the Harnett County Board of Commissioners for their definative stand t passing an ordinance for the regulation of massage Parlors. Hayes Mr. Maynor of Route 1, Erwin, appeared before the Board to request that a penalty for late listing be lifted from his tax receipt due to the fact that his job entails travel over the state and he failed to list before the deadline. Action was def €rred until the next meeting. The following resolution was offered and read to the Board by the Chairman, after being introduced at the last meeting, and is hereby made a part of these minute: RESOLUTION ON TERMS OF OFFICES FOR BOARDS, COMMITTEES, COMMISSIONS AND AGENCIES THAT WHEREAS, members of various Board, Committees, Commissions and Agencies serving the County by appointment of the Board of Commissioners do not have designated terms of office; and WHEREAS, N.C.G.S. 153A -76 enables the Board of Commiss- ioners to generally organize and re- organize county government; NOW, THEREFORE, Be it resolved by the Board of Commissioner of Harnett County that: It 1. Unless otherwide provided by law or olution, the terms of office for all members mitees, Commissions or Agencies shall expire day in December of each year. 2. SCHOOL BUDGET AMENDMENTS SCHOOL SITES SCHOOL BUILDINGS ABC FUNDS DON BUIE Regarding the request for School Budget Amendments, Commission- er Brock moved to amend the School Budget by the amount of $8,167. due to the fact that this amount was included in the footings but was not in the individual detail of the item. Commissioner Alphin seconded and the issue passed. Regarding School Sites, Commissioner Alphin moved that $117,795. under Code No. 681.2 be conveyed to the School Budget, Commissioner Stewart seconded and the issue passed. Regarding School Buildings, Commissioner Brock moved to amend the budget by $31,835.75, under Code No. 681.3, Commissioner Alphin seconded and the issue passed. As suggested by the audit of John Ingraham and Associates, the Board, by official action, incorporated the ABC Funds, revenues and expenditures into the budget. This done by motion of Commissioner Brock, a second by Commissioner Stewart and the issue passed. The amount of the transactinn was $25,400. Don Buie, Coordinator of Continuing Education in Harnett County, appeared before the Board to present an outlay of plans for the County for the winter and summer quarters. He asked that the Board study his presentation and act in the best behalf of the program and in the interest of the people of the county. GF REPORT A report of the General Fund Expenditures was presented to the Board for information. AMEND DUNN SPECIAL A request was made that the Dunn Special Tax District be amended by $25,905.63, Code 661.6. Commissioner Alphin moved to approve the request, Commissioner Stewart seconded and the issue passed. ADJOURNMENT With all further items deferred until the next regular meeting of the Board, Commissioner Brock made a motion that the Board be adjourned in honor and memory of Mr. Willie June Cotton, father of Commissioner W. J. Cotton, Jr., for he was active in the community, his church and in business. He was a retired civil servant, he was a Mason and was very active in the Democratic Party. He was affiliated with the local school board during a significant construction period, and was sympathetic with the phases of growth and improvement. Commissioner Alphin seconded the motion and all members voted affirmatively. The time of adjourrmert was 8:45 P. M. REGULAR SESSION CALL TO ORDER MORNING PRAYER MINUTES READ DON DUPREE, DOT The Harnett County Board of Commissioners met in regular ses- sion on Monday, December 1, 1975. With Chairman Bobby R. Etheridge presiding the following members were present Jesse Alphin, W. J. Cotton, Jr., M. H. Brock and Lloyd Stewart. Alsc present was H. D. Carson, Jr., Clerk to the Board. The Chairman called the meeting to order at 9:40 a.m. Dr. Fisher offered the morning prayer. The minutes of the previous meeting were read and approved. Don Dupree, District Engineer of the Department of Transporta- tion, appeared before the board and discussed several road matters. FIRST- CITIZENS BANK After a short discussion Commissioner Brock made a motion that AGENT First Citizens Bank and trust Company be designated as the paying agent for Harnett County's bonds and /or coupons. Com- missioner Alphin seconded the motion and it carried unanimously!.
