10021975MINUTES OF THE BOARD OF COMMISSIONERS FOR THE THURSDAY, OCTOBER 2, 1975. [SPECIAL MEETING ;CALL TO ORDER MORNING PRAYER The Harnett County Board of Commissioners met in a special meeting on Thursday October 2, 1975. With Chairman Etheridge presiding the following memberswerepresent: Jesse Alphin, W. J. Cotton, Jr., and M. H. Brock. The Chairman called the meeting to order at 9:00 a.m. Rev. Dennis Burton, from Fellowship Baptist Church, offered the morning prayer. LETTER FROM DEMOCRA- Chairman Bobby R. Etheridge read a letter from the Harnett County TIC EXECUTIVE COMM. Democratic Executive Committee regarding filling the vacancy of Commissioner for District Five. ACTION ACTION The Harnett County Democratic Executive Committee met Thursday night, September 4th, and at that meeting, selected Lloyd Stewart of Upper Little River Township as the nominee to replace Gilbert Brown as Harnett County Commissioner. Your request of a Party nominee and your consideration of Mr. Stewart is appreciated. Sincerely, /s/ Ronald Coats Ronald J. Coats, Chairman of Harnett County Democratic Executive Committee Commissioner Brock made a motion to accept the recommendation of the Harnett County Democratic Executive Committee to fill the vacancy on the Harnett County Board of Commissioners. Commissioner Alphin seconded the motion. The issue passed with Commissioners Alphin, Cotton and Brock voting yea and none voting nay. Commissioner Cotton made a motion that Lloyd Stewart be appointed to fill the vacancy of Commissioner for District Five. Commis- sioner Alphin seconded and commented that he was tremendously impressed with the comments he had heard about Mr. Stewart and that the Board of Commissioners are very fortunate to have Mr. Stewart as one of the Commissioners. Commissioner Brock also seconded and commented that Mr. Stewart had high morals and good character and will fill this vacancy adequately for District Five. The issue passed with Commissioners Alphin, Cotton and Brock voting yea and none voting nay. PROPOSALS FOR PAVING County Manager Brock presented four proposals for the paving of COUNTY GARAGE the County Garage. Commissioner Alphin moved that the Chairman appoint a committee to study the proposals and make a recommenda- tion at the regular meeting on the first Monday of October. Commissioner Cotton seconded and the issue passed. The Chairman appointed Commissioners Stewart, Cotton and Brock to serve on the committee. PROPOSAL FOR SERVIC- County Manager Brock made a proposal for the servicing of the ING SITE CONTAINER site container in Mamers; also, a proposal for the purchasing IN MAMERS cover material for the Dunn -Erwin site from Mr. Weeks. Commis- sioner Brock moved that the same committee of Brock, Cotton and Stewart and the County Attorney Ed McCormick study the two pro- posals and make their recommendation at the regular first Monday meeting in October. Motion seconded by Commissioner Alphin. The issue passed by a unanimous vote. OATH FOR LLOYD G. STEWART As the result of the foregoing action wherein Lloyd G. Stewart was officially made a member of the Board of Commissioners the following is an oath given by Lloyd Stewart administered by Mrs. Georgia Lee Brown: I, Lloyd G. Stewart, do solemnly swear that I will support the Constitution of the United States; so help me, God. I, Lloyd G. Stewart, do further solemnly and sincerely swear that I will be faithful and bear true allegiance to the State of North Carolina, and to the Constitutional powers and authorities which are or may be established for the government there; and that I will endeavor to support, maintain and defend the Constitution of said State, not inconsistent with the Constitution of the United States, to the best of my knowledge and ability; so help me, God. 492 I, Lloyd G. REGULAR SESSION The Harnett County Board of Commissioners met in regular session on Monday, October 6, 1975. With Chairman Bobby R. Etheridge presiding the following members were present: Jesse Alphin, W. J. Cotton, Jr., M. H. Brock and Lloyd Stewart. Also present was H. D. Carson, Jr., Clerk to the Board. CALL TO ORDER The Chairman called the meeting to order at 9:30 a.m. MORNING PRAYER The Rev. John... Steele, Leaflet Presbyterian Church, offered the morning prayer. DONALD COOPER, DOT Donald Cooper, Department of Transportation, appeared before the Board and reported on several road matters. Donald Cooper presen ed the Board with a petition request for the abandonment of Secon- dary Road 1121 from the State Maintained System. Commissioner Cotton moved to approve this petition on the recommendation of th State Highway Commission. Commissioner Brock seconded and the issue passed by a unanimous vote. Also, Mr. Cooper, presented to the Board a resolution for the addition of streets in Rolling Springs Subdivision to be placed o State Secondary Road System. WHEREAS, a petition has been filed with the County for the addition of streets in Rolling Springs Subdivision to be placed on State Secondary Road System, and the petition was then submitted to the North Carolina Department of Transportation for an investigative report and a recommendation, and WHEREAS, to be more specific, the names of the streets herein - above referred to are Azalea Drive, Carnation Circle, Gladiola Drive, Cedar Drive, Lilly Circle.. and Iris Circle, and WHEREAS, Mr. N. C. Blackmon, Division Staff Engineer, and Mr. E. J. Butler, Division Engineer of the North Carolina Department of Trans - portation.and Highway Safety have submitted a letter under date of September 25, 1975, stating that the request had been investigated and that the findings were that the above described streets of the subdiv- ision were eligible for addition to the State Secondary Road System, NOW, THEREFORE, BE IT. RESOLVED BY THE BOARD OF COMMISSIONERS, that the North Carolina Department of Transportation and Highway Safety be and they are hereby petitioned to place the streets in Rolling Springs Subdivision on the Secondary Road System.
