doing the survey, classification and interpretation of soils in
Harnett County.

SPECIAL MEETING
CALL TO ORDER
The Harnett County Board of Commissioners met in special session on
Thursday, August 14, 1975, in a joint meeting with representatives
from the municipalities of the county, the Development and Planning
Department of the County, and with representatives from Moore -
Gardner and Associates.
The Chairman called the meeting to order at 7:30 P.M., with the
following members present: Chairman Etheridge, Commissioners
Brock, Alphin and Cotton. Also present was the Clerk, H. D. Carson,
Jr.
DUNN - HARNETT WATER TRANSMISSION
LINE AGREEMENT RATIFICATION
Commissioner W. J. Cotton, Jr. made a motion to ratify the contract
entitled "DUNN - HARNETT COUNTY WATER TRANSMISSION LINE AGREEMENT ".
The motion was seconded by Commissioner Alphin, and those voting
"for" were Chairman Etheridge, Commissioners Alphin, Brock and
Cotton. Those voting "against" were none.
The entire agreement follows and is hereby made a part of the
mintues of this meeting:
DUNN - HARNETT COUNTY WATER TRANSMISSION LINE AGREEMENT
THIS AGREEMENT, made this 14th day of August, 1975, by and between
the City of Dunn, a municipal corporation of the State of North Carolina, here-
inafter called "the City ", and the County of Harnett, a bodycorporate and
politic, hereinafter called "the County ";
W I T N E S S E T H:
THAT WHEREAS, it is the intent of the City and County to expand water
facilities along the transmission line extending from Powell Manufacturing Company
on U.S. Highway 301 North of Dunn to the Harnett - Johnston County line to the end
that a healthy, orderly, and coordinated system of continued growth and develop-
ment can be attained in a manner most conducive to the public health and
general welfare; and
WHEREAS, upon consideration of the City of Dunn agreeing to provide water
services to county residents along the said transmission line, the County of
Harnett has agreed to advance Sixty Thousand Five Hundred Dollars ($60,500.00)
to aid in constructing the transmission line;
NOW, THEREFORE, in consideration of the mutual covenants, terms, and con-
ditions contained herein accruing to the benefit of each of the respective parties
hereto, the receipt of which is hereby acknowledged, it is hereby agreed as
follows:
1. The County of Harnett hereby agrees to forthwith advance Sixty Thou-
sand Five Hundred Dollars ($60,500.00) to aid in constructing the water
transmission line.
2. The County shall have the right to require, and the City has agreed
to, the installation of fire hydrants at appropriate intervals along the trans-
mission line costing the City approximately $20,000.00.
3. The County shall have the right to connect or cause the connection of
its own line or lines to the transmission line in keeping with sound engineer-

ing principles. In the event the County elects to establish a water distrib
ution system in the area effected, such connection may be made without charge
to the County.
4. The County shall have the right to purchase water at its connector
metering points in such amount as it deems appropriate not to exceed 1,000,000
gallons per day. Should this need increase, the City agrees not to unreason-
ably refuse to provide the additional water.
5. The County shall have the right to purchase water at the connector
metering sites at wholesale rates comparable to charges made to other govern-
mental units; however, should the County elect to furnish water to the prop-
erties abutting the transmission line the fees prescribed in paragraph 7 shall
be collected for the Town of Benson and credited to the County's account as a
return on its original investment.
6. The City of Dunn shall provide water service outside the corporate
limits along and in close proximity to the said transmission line to the
County residences, businesses, firm and establishments as their need may
require.
7. Any person, firm, or corporation whose property fronts along said
transmission line, desiring to have his property connected onto the water
line shall pay the following fees to the City of Dunn:
(a) A standard tapping fee shall be assessed against those persons
requesting' service from the said water transmission line. This fee shall be
based upon the front footage of the property abutting the transmission main
and shall be arrived at in the following manner:
Residential Type Users: $4.00 per abutting foot, if connected
on or before July 1, 1976; thereafter at $5.00 per abutting!
foot; however, such assessment shall not be made for more
than 100 feet for a single family residential dwelling unit
Industrial Type Users: $7.00 per abutting foot.
Such tapping fee shall be collected by the City of Dunn and dis -3
tributed in the following manner:
Fifty per cent (SO %) of the fee to Harnett County and
fifty per cent (500) of the fee to the Town of Benson
until such time as Harnett County has been reimbursed
its initial investment of $60,500.00; thenceforth all
such fees collected shall be transferred to the Town of
Benson until Benson has been reimbursed $123,000.00.
It is anticipated that approximately 23,110 front feet of property
located within Harnett County will be subject to the above tapping fee.
(b) The standard connection fee as established by City Ordinance at
the time the connection is made for the particular size of water service pro-
vided. This fee shall be retained by the City, no part which shall inure to
the benefit of the County nor the Town of Benson.
(c) Normal service rates to be charged as established by the City;
provided no such service rates shall exceed by more than one hundred per cent
(100 %) of the rates established for water service within the corporate limits.
This fee shall be retained by the City, no part which shall inure to the
benefit of the County.
8. That the user of the water service outside the corporate limits
shall be required to pay the above tapping fee and connection charges prior
to receiving service from this transmission main.
9. The furnishing of all water service outside the corporate limits shall
be in accordance with Chapter 24 of the City of Dunn Ordinances, including other,
rules and regulations of the City; provided, however such ordinances, rules,
and regulations shall nto restrict the rights of the County under this agree-
ment. Such connections shall also be made in accordance with such other or-
dinances and regulations established by the City Council and the County
Commissioners with their respective jurisdictions and shall include, inter
alia, all provisions of the plumbing code in the requirements of the Subdiv-
ision Ordinances. Should there be any difference in the respective requirement -
the most restrictive requirement shall govern.
10. The City shall maintain and operate the system, furnishing all personnel,
materials, supplies, and other accessory service as may be necessary to keep the
system in proper and efficient operating condition.
11: agreement shall terminate upon mutual consent of the City and
County.
IN TESTIMONY WHEREOF, the City of Dunn has caused this instrument to be
signed in its name by its Mayor, attested by its Clerk, and its corporate seal
hereto affixed, and the County of Harnett has cuased this instrument to be
executed by the Chairman of the Board of the County Commissioners and attested
by the Clerk of the County Board of Commissioners, all by proper resolution of
its governing body duly given.

JOSEPH LUCAS NAMED TO DEPARTMENT
OF HUMAN RESOURCES Commissioner W. J. Cotton, Jr. moved that Joseph Lucas be
appointed as Director of the Harnett County Department of Human
Resources, Commissioner Jesse Alphin seconded the motion, and those
voting for the issue were Commissioners Cotton, Brock, Alphin and
Chairman Etheridge.
METRO WATER DISTRICT
Mr. Richard E. Moore and Mr. Roy Spainhour appeared before the
Board in regards to the Metro Water District. A lengthy discussion
followed relating to the issue and Mr. Spainhour and Mr. Moore
answered questions posed by those in attendance.
ADJOURNMENT
With no further questions or items of business, the meeting was
adjourned by the Chairman at 8: P. M.

The mid -month meeting of the Harnett County Board of Commissioners was held on
Monday, August 18, 1975. The Chairman convened the meeting at 7:30 P. M., and
the following were in attendance, Chairman Bobby R. Etheridge, Commissioners Brock
Cotton and Alphin. The County Attorney Edward H. McCormmigk, and the clerk, H. D.
Carson, Jr. were present.
Commissioner Brock led the evening prayer.
The minutes of the previous meetings were read by the Secretary and approved.
CETA TITLE IV -D
Mrs. Helen Crews, Director of Social Services, appeared before the
Board in regard to CETA Title IV -D, of Social Security Act as it
related to Child Support Enforcement. This, she said, was a prov-
ision for enforcement of parents to support their children and that
federal funds would support 75% of the program, and the remaining
25% of undetermined source as of yet. 25% of the funds collected
the first year would go to the county and thereafter only 10% so
that the program would become self sustaining. The Chairman asked
that the County Attorney prepare a ruling for the Commissioners to
study and indicated that action would be taken at the meeting to be
held on Tuesday, September 2, 1975.
RESOLUTION PERTAINING TO
FEDERAL WATER POLLUTION CONTROL
GRANT Upon motion by Commissioner Cotton and second by Commissioner
Alphin, the following resolution pertaining to Federal Water Poll-
ution Control was adopted by a vote of 4 ayes and no opposition.
"Whereas an offer of a Grant in the amount of
$45,000.00 has been made the County of Harnett,
Lead Agency for the Greater Harnett County
Wastewater Facilities Planning Area, by the
United States Environmental Protection Agency
for the purpose of assisting in the preparation
of a Wastewater Facilities Planning Report,
total maximum estimated cost of which is
$60,000.00; NOW, THEREFORE, BE IT RESOLVED by the
Board of Commissioners of the County of Harnett
that the hereinbefore mentioned offer be accepted
on behalf of the County of Harnett and the Greater
Harnett County Planning Area and further, that
Official Representative of the County of Harnett,
Chairman Bobby R. Etheridge, be and is hereby
directed to execute the United States Environmental
Protection Agency Grant Agreement under 33 U.S.C.
1151 et seq. amended, thus accepting said grant
offer and making all assurances contained therein."
