REGULAR SESSION CALL TO ORDER MORNING PRAYER ERROR CORRECTION IN SOCIAL SERVICES BUD- GE T READING AND APPROVAL OF MINUTES . C. TAYLOR, DOT The Harnett County Board of Commissioners met in regular session on Monday, July 7, 1975. The following members were present: Chairman Bobby R. Etheridge, presiding, Commissioners W. J. Cotto Jr., Jesse Alphin, M. H. Brock, and Gilbert Brown. Also present was H. D. Carson, Jr., Clerk to the Board and E. Marshall Woodall Tax Attorney attending for Ed McCormick, County Attorney. The Chairman called the meeting to order at 9:35 a.m. Rev. Ed Barbour, Erwin United Methodist Church, offered the morn- ing prayer. Mrs. Helen Crews appeared before the Board to correct an error in the Social Services Budget in the Administrative and WIN section. The budget was presented as $92,000 but needs to be $133,250 (this figure is less than the Administrative budget last year). Commissioner Brock made a motion not to amend the budget at this point but to certify this report of $133,250 as presented by Mrs. Crews. Commissioner Alphin seconded and the issue carried The minutes of the previous meetings were read and approved. H. C. Taylor, Department of Transportation, appeared before the Board and discussed several road matters. Mr. Taylor presented the following resolution requesting that a road located off SR 2016, known as the Wildlife Access Road, be placed on the State Secondary Road System for maintenance: ACTION THOMAS ALLEN, TAX SUPERVISOR ACTION ACTION W. EARL JONES, TAX COLLECTOR MARSHALL E. WOODALL TAX ATTORNEY BERTHA BRADLEY, MANPOWER PROGRAMS CAROLINA BANK, COUNTY DEPOSITORY WHEREAS, a petition has previously been filed with the county for theaddition of Wildlife Access Road, just off the Prison Camp Road, leading to the access to the Cape Feal River, and WHEREAS, the petition was submitted to the Department of Transportation after being duly executed by the property owners owning the land adjacent to the road, for an investigative report, and WHEREAS, Mr. N. C. Blackmon, Division Transportation and Highway Safety has July 2, 1975, in which he states that Road, is eligible for addition to the maintenance, Engineer of the Department of submitted a letter under date of this road, the Wildlife Access State Secondary Road System for NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS, that the Department of Transportation and Highway Safety be petitioned to place the Wildlife Access Road on the State Secondary System. Thomas Allen, Tax Supervisor, gave the report of his department. Willie V. Bailey, Duke and Averasboro Township, release of 1975 penalty Commissioner Brock moved to relieve Mr. Bailey of the penalty for late listing which was due to illness. Commissioner Brown seconded and the issue carried. Wayne Dallas, Anderson Creek Township, Refund on Anderson Creek Fire District charged in 1974 in fire district, but should not have been charged in fire district. Amount of refund $5.35. Commissioner Brown moved that the refund be granted and Commissioner Alphin seconded and the issue carried. W. Earl Jones, Tax Collector gave the report of his department for the month of June and his July plans. R. 3,073.34 20.00 $ 4,609.74 $230.00 County Manager introduced Mrs. Bertha Bradley in charge of Manpower Programs and she reported on the Summer Youth Programs for Harnett County. Mr. Brock explained to the Board that if the Emergency Job Program is extended after July 31, 1975, the program will be conveyed over to Mrs. Bradley. Commissioner Brock suggested to the Board of designating The Caro- lina Bank in Angier as a County Depository. Commissioner Cotton moved to designate the Carolina Bank as a depository for Harnett County. Commissioner Alphin seconded and the issue carried. 456 ORDINANCE, FOR REGULATION OF MASS GATHERINGS The "Ordinance for Regulation of Mass Gatherings" recorded on pages 440 through 441. The matter was tabled until the mid month meeting in July 21, 1975. BID OPENING FOR At 10:30 a.m. the bid opening for the furnishing of gas for the GAS County Garage began. Chairman Etheridge asked the people attending if there were any bids to be turned in to do so. He then informed them that the Board would not accept any more bids if they had not been received by 10:30 a.m. on this date July 7, 1975. ACTION A. B. Sherman Oil Co., Lillington base bid for 50,000 gallons of gas for the contract year 7 -1 -75 thru 7 -1 -7 including tax would be 56.9 Warren Bros. Oil Co., Erwin, N. C. Bid for regular non leaded gas to be delivered to Lillington for 50,000 gallons of gas would be 51.5 with the exception of any escalation of price during the contract year 7 -1 -75 thru 7 -1 -76. Allen Johnson Oil Co., Benson, N. C. Base bid for 50,000 gallons of gas (independent) 51.5 which includes tax Texaco, Inc., Paw Creek, N. C. Base bid for 50,000 gallons of lead free gas delivered to Lillington exclusive of tax and state inspection fee is 41.2 including tax it would equal 54.45. Commissioner Cotton moved that the Manager and Chairman study these and bring back to the Board. Commissioner Brown seconded and the issue carried. INFORMAL BID OPENING FOR GAS PUMPS The informal bid opening for gas pumps for the County Garage began. ACTION 201 WASTE WATER FACILITY Turner Equipment Co., Goldsboro, N. C. Gas Boy pump with 40 keys, ticket pump, bid is $2,090.95. Spencer Petroleum Same type of pump bid $2,095.04 Oil Equipment & Maintenance Gas Boy pump bid $2,250.00 Commissioner Alphin moved that the Chairman and Manager negotiate and place order for the pump. Commissioner Cotton seconded and the issue carried. A document entitled "201 Watewater Facilities Application" was give to the Commissioners for information and study on June 16, 1975. Commissioner Brock spoke in favor of the 201 Waste Water Facility. The following is a copy of the resolution: Whereas, Public Law 92 -500 and the North Carolina Clean Water Bond Act of 1971 has authorized the making of grants to aid eligible units of govern- ment in financing the cost of construction of wastewater treatment works, wastewater collection systems, and water supply systems, and Whereas, the County of Harnett has need for and intends to conduct a waste- water facilities plan for the designated 201 area, and Whereas, the County of Harnett intends to request State and Federal grant assistance for the project, Now therefore be it resolved, by the Board of Commissioners of the County of Harnett: That County of Harnett will arrange financing for all remaining costs o the project, if approved for a Federal and State grant award. That County of Harnett will adopt and place into effect on or before com- pletion of the project a schedule of fees and charges which will provide adequate funds for proper operation, maintenance, and administration of the system. The County of Harnett will provide for efficient operation and maintenance of the project on completion of construction thereof. That Bobby R. Etheridge, Chairman of the Board of Commissioners, and suc- cessors so titled, is hereby authorized to execute and file an application on behalf of County of Harnett with the State of North Can EPA for a grant to aid in the construction of project described above. ACTION WATER FACILITY MEETING DUNN ARMORY ACTION VOTING DELEGATE That Bobby R. Etheridge, Chairman of the Board of Commissioners, and suc- cessors so titled, is hereby authorized and directed to furnish such infor- mation as the appropriate Federal and State agencies may request in connec- tion with such application or the project; to make the assurances as contained above; and to execute such other documents as may be required in connection with the application. That County of Harnett has substantially complied or will substantially comply with all Federal, State, and local laws, rules, regulations, and ordinances applicable to the project and to Federal and State grants and loans pertaining thereto; and hereby authorized the above designated repre- sentative to execute an affidavit so stating. Carson, Jr., and Chairman Etheridge be authorized to execute this resolution. Commissioner Cotton seconded and the issue carried. Chairman Etheridge informed the Board of the meeting for July 10, at 7:30 p.m., regarding the water facility. The meeting will be held in the County Office Building. Chairman Etheridge presented a letter to the Board from Mayor William P. Elmore of Dunn, regarding the new Armory in Dunn. Harnett County has a participating share in $40,676.12 which is 50% of the local share and the city of Dunn of 50 %. The county's share is $20,338.06. Commissioner Cotton moved to approve the $20,338.06 and the check be forwarded for deposit with the State Treasurer. The check should be made payable to the North Carolina Department of Military & Veterans Affairs. Commissioner Alphin seconded and the issue carried. The Board of Commissioners were requested to designate a Commissioner as a voting delegate for the 68th Annual Convention of the North Carolina Association of County Commissioners. Commissioner Alphin made a motion that M. H. Brock be made the voting delegate. Com- missioner Cotton seconded and the issue carried. BI- CENTENNIAL Chairman Etheridge brought to the attention of the Commissioners COMMITTEE'S BUDGET the financing of the Bi- Centennial Committee's budget. Commissioner Brown made a motion that Chairman Etheridge and Commissioner Brock meet with Dr. V. O. Stumpf and get some ideas as to what the Bi- Centennial Committee wants to spend the money for and tentatively agree on certain items. Commissioner Cotton seconded and the issue carried.
