ACTION
The Harnett County Board of Commissioners met in regular session
on Monday, June 2, 1975. The following Board members were pre-
sent: Chairman Bobby R. Etheridge, Commissioners W. J. Cotton,
Jr., Jesse Alphin, M. H. Brock, and Gilbert Brown. Also present
were Edward H. McCormick, County Attorney and H. D. Carson, Jr.,
Clerk to the Board
The Chairman called the meeting to order at 9:30 a.m.
Commissioner M. H. Brock gave the morning prayer.
The minutes of the previous meeting were read and approved.
The County Manager presented a petition from Campbell College
that SR 2000 between U. S. 421 and SR 2062 be abandoned and de-
leted from the state maintained system. The College owns the
property that lies on each side of the road, SR 2000.
Commissioner Brock moved to approve the following resolution that
will accompany the petition for the abandonment of road SR 2000.
Commissioner Cotton seconded and it passed.
ROAD DESCRIPTION: SR 2000, Neill's Creek Township, 422.4' length
WHEREAS, the attached petition has been filed with the Board
of County Commissioners at a regular meeting held on June 2, 1975,
and requesting that the above described road, indicated in red on
the map, be abandoned; and
WHEREAS, the Board of Commissioners feel that the request for
abandonment is justified in that the petitioner owns the land that
borders the road, and no citizens of the county stands to be ham-
pered or restricted in anyway if such action does transpire,
NOW, THEREFORE, be it resolved by the Board of Commissioners
that the Division of Highways is hereby requested to review the road
and to take the necessary steps to abandon the above described road.

POLICE - SCHOOL LIAISON The Harnett County School System proposes the establishment of a
OFFICERS police - school liaison officer within seven of its county seconda
ry schools. A total of three police- liaison officers will be
employed to serve these seven schools. One officer will be
employed to serve the Dunn and Erwin High Schools; a second offi
cer will serve the high schools of Coats, Angier and LaFayette;
and a third officer will serve the high schools of Lillington
and Anderson Creek. The primary goal or role of these police -
school liaison officers will be to increase the understanding of
law and the roles of law enforcement officers of approximately
3,926 Harnett County public school students for the purpose of
reducing crime among juveniles. These officers will work on a
full -time basis with the schools to which they are assigned.
The officer will become a counselor and friend to the youths in
his jurisdiction. It is the intention of the Implementing
Agency to employ persons with a four year Baccalaureate degree
or higher degree for the liaison officer position(s). The Har-
nett County Board of Commissioners received an application en-
titled Police- School Liaison Officers for a subgrant in the amou t
of $35,000 to assist in defraying the cost of the project. The
County is to provide or make arrangements to provide a local
cash matching contribution in the amount of $1,944.
ACTION Commissioner Alphin made a motion to participate in this program
with the understanding that the Board receive a written report o
the progress of the program. Commissioner Cotton seconded and
it passed.
REAPPOINTMENT OF J. Chairman Etheridge presented a letter from the State Department
CLYDE ADAMS of Human Resources informing the Board that J. Clyde Adams' term
as County Social Services Board Member expires June 30, 1975,
and is eligible for reappointment
ACTION Commissioner Cotton moved to reappoint Mr. Adams to the Board of
Social Services and Commissioner Alphin seconded. The issue
passed.

ACTION
Chairman Etheridge presented a letter from Charles E. Hammond,
Agricultural Extension Agent, submitting his resignation to be
effective June 30, 1975. He informed the Board he had accepted
a position as an Area Management- Marketing Specialist effective
July 1, 1975, and will be working in Chowan, Perquimans, and
Pasquatank Counties.
Commissioner Brown moved to accept the resignation and a letter
of appreciation be sent to Mr. Hammond. Commissioner Alphin
seconded the motion and it passed.
The Board received a letter from Charlotte Collins, member of
Erwin Recreation Commission, asking that the commission be
allowed to have a fireworks display as part of the Erwin fourth
of July celebration.
Commissioner Brock moved that the Erwin Recreation Commission be
permitted to have fireworks at their fourth of July celebration,
Commissioner Cotton seconded and it passed.
Commissioner Alphin moved that Commissioner Brock be authorized
to issue fireworks permits for various groups in the county
through the Bi- Centennial period of 1976. Commissioner Brock
seconded and it passed.
ILOCAL GOV'T COMMISSION
IBILL The Board received a bill that Mr. Harlan E. Boyles, Secretary of
the North Carolina Local Government Commission, has requested to
be introduced to the General Assembly of North Carolina. This
bill, if enacted, would provide a much needed means of interim
} financing of water and wastewater projects of municipalities,
counties and sanitary districts within the state. In effect, the
bill would authorize local governments to borrow money in antici -I
pation of receipt of State and Federal grants. Under present
circumstances, the local governments are virtually without the
capacity of financing projects until grant funds are in hand and
enactment of this bill would afford an orderly way of funding thA
projects prior to receipt of grant funds.
ACTION
Commissioner Cotton made a motion to have the County Manager wri
the Representatives and Senators that the county was in support
of such legislation as it would enable Local Government units to
borrow money on the anticipation of grants. Commissioner Brock
seconded and it passed.

determination of the results of the canvass of the returns of
the special bond referendum held in the County of Harnett on May
20, 1975, upon the question of issuing $7,300,000 Water Bonds of
said County. After said proceedings had been considered and
review by the Board of Commissioners, Commissioner Cotton intro-
duced the following resolution which was read:

At a special bond referendum held in the County of Harnett on May 20,
1975, 20,510 voters were registered and qualified to vote.
At said referendum 832 votes were cast for the order adopted on March 17,
1975, authorizing the County of Harnett, North Carolina, to contract a debt,
in addition to any and all other debt which said County may now or hereafter
have power or authority to contract, and in evidence thereof to issue Water
Bonds in an aggregate principal amount not exceeding $7,300,000 for the pur-
pose of providing funds, with any other available funds, for constructing
a waterworks system for said County, including the construction of water
supply, storage, treatment and distribution facilities and the acquisition of
necessary land and rights of way, and authorizing the levy and collection of
a sufficient tax for the payment of the principal of and the interest on said
bonds, and 2,813 votes were cast against said order, and a majority of the
qualified voters of said County who voted thereon at said referendum not having
voted in favor of the approval of said order, said order was thereby not approved
and is not in force and effect.

SEVEN LAW ENFORCEMENT
VEHICLES The County is under state contract of receive seven law enforce-
ment vehicles and should be received before July 1, 1975. Count
Manager Brock recommended to the Board that the money to pay for
these vehicles come out of the General Fund.
ACTION Commissioner Cotton moved to authorize the Manager to pay these
bills and the money come out of the General Fund. Commissioner
Alphin seconded and it passed.
HOUSE BILL 539
STATE BOARD OF HEALTH
Chairman Etheridge introduced House Bill 539 from the State Boar
of Health in regards to the inspection of the County water lines
Commissioner Brock opposed House Bill 539 saying that is a'gener=
al attempt to shift the burden to the County and should write ou
representatives informing them how the Board feels about this.

Mid -State Homes, Inc. praying that a certain tract of property containing approxi-
mately one acre, situate on the Mamers -Cool Springs Road in Upper Little River
Township, Harnett County, North Carolina, and more fully described in a deed
dated February 28, 1966, from Billy Ray Womack and wife to Mid State Homes, Inc.
and recorded in Book 448, Page 541; that the officials of Mid -State Homes, Inc.,
upon notice of said foreclosure action, tendered a quitclaim for said property unto
the County in satisfaction of the taxes due; that taxes for the years 1966 -1974 together
with interest and penalties levied on said property is $89.22; that
r: has agreed to pay the County of Harnett the taxes, interest and
penalties assessed on said property as aforesaid together with court costs and attorney's
fees and other costs of transfer provided that the County of Harnett would execute and
deliver a quitclaim deed for said property; and

Bid $26,500. with a bid alternate # 2 - $900.00
and a substitute # 1 minus $200. with a bid bond of
5%, to be completed within 30 calendar days.
Automated Building Systems, Tennessee
Bid $33,745. with a bid bond of 5% and power of attorney
to be completed within 30 days.
The bids were referred to the Building Committee consisting
of M. H. Brock, Robert Hume with Envirotek, Gilbert Brown,
Peggy Hope with Lee - Harnett Mental Health, Henry Thompson,
Health Director, and Helen Crews, Social Services Director.
They will report back at the mid month meeting in June.
County Manager Brock presented a letter to the Board from
John E. Ingraham, CPA, asking for the Board's consideration
in giving his firm the auditing of accounts and records for
Harnett County for the fiscal year 1974 -75, at per diem
rate of $100. per day for Senior Accountant, $90. per day
for Semi - Senior Account and $80. per day for Junior Account-
ant, not to exceed the maximum of $1,650.
ACTION Commissioner Cotton moved to reappoint John Ingraham to
audit the books. Commissioner Alphin seconded and it passed.
ABC NICKLE -A- BOTTLE

ACTION
The Lee - Harnett Mental Health Center is requesting a por-
tion of the ABC Nickle -a- Bottle money to make up deficits
in their 1975 -76 budget. They need $10,000 to staff an
Alcoholism worker in 1975 -76 so that Harnett County will
have the services of one full -time Alcoholism worker.
Commissioner Brock made a motion to convey the nickle -a-
bottle money to the alcoholic program of this County to the
Lee - Harnett Mental Health. Commissioner Cotton seconded
and it passed.
The Harnett County Board of Education requested the Harnett
County Board of Commissioners to amend its May 19, 1975,
site purchase request which was $72,190. The total acreage
is 72.19 acres. Cost of Site: Matthews: 6.65 acres
frontage @ $1,500 equaling $9,975.; 45.60 acres @ $1,000
equalling $45,600. making a total of $55,575.
Stewart: 12.21 acres frontage @ $1,500 equalling $18,315,
7.73 acres @ $1,000 equalling $7,730. making a total of
$26,045. making a total Site I Cost $81,620.
Commissioner Brock made a motion to approve the purchase
price of Site I in the amount of $81,620. for a total of
72.19 acres. Commissioner Alphin seconded and it passed.
Also a request from the Board of Education for the approval
of the purchase price for the comprehensive high school
site for Area III, for an amount of $101,810. The matter
was docketed and will be presented for action at the mid
month meeting in June.

MATERIALS Documents relative to the Black -River Angier Ambulance
procurement are incorporated into the minutes of this date
and follow on minute pages 438.1, 438.2, 438.3, 438.4, 438.5.

ADEPT.
County Manager Brock made the presentation of the proposed
1975 -76 budget. He explained the budget to the Board and
answered the questions of the Board. The Board set Monday
June 9, 1975, 7:30 p.m. for a work session on the budget.
Proper notification was made to the effect that the budget
would be on file in the Clerk to the Board's office for
public inspection.
The public hearing date for the proposed fiscal year 1975-
76 budget was set for Tuesday, June 17, 1975, 9:00 a.m.`
Thomas Allen, Tax Supervisor appeared before the Board
regarding the Board of Equalization and Review. The fol-
lowing people had appeared before the Board of Equalization
and Review and had requested that their property be reval-
ued: Danny McNeill, Marvin Ricketson, Henry Parker,
Teresa L. Garland, M. S. Williams, and A. C. Godwin. Com-
missioner Brock made a motion that the values remain as
appraised by the Tax Supervisor, CommissionerAlphin
seconded and the issue carried.
Marvin Ricketson after the property card was reviewed it
was found that he was charged with three trailer hook -ups
and he only had two. A $200. value was removed. Also,
there was an error in addition should have been $1,445.
for improvements of dwelling.
The - Annual. Certification of the roster of. Summerville Fire
RE Department members was presented for execution by.the
Commissioners. A motion was made by Commissioner Alphin
that the certification of the Summerville Fire Department
be executed, Commissioner. Brown seconded and it passed.
Commissioner Alphin moved that the Manager, M. H. Brock,
County Auditor, H. D. Carson, Jr.,: and Tom Lanier._ be
authorized to execute the Annual Certification of the rost
members of the other fire departments of the county as
they are received in the manager's office. Commissioner
Brown seconded and it carried.
;',NOMINATION OF VOTING Commissioner Brock made a motion that W. J. Cotton, Jr,
DELEGATE FOR HARNETT CO. be nominated and name the voting delegate to represent
Harnett County at the NACo meeting that will be held -in
Hawaii during the month of June. Commissioner Alphin

April 25, 1975
On Monday night, April 21, 1975, the Harnett County Board of Commissioners
opened the bids for the furnishing of the ambulance for the Black -River
Angier Rescue Squad. After the opening of the bids, the Chairman appoint-
ed a committee to analyze the bids and therefrom make a determin-
ation as to the lowest bidder meeting the specifications. The committee
consisted of Commissioner W. J. Cotton, Jr., Eddie Smith, President of
the Black River Rescue Squad, Edward H. McCormick, County Attorney and
me as County Manager.
The Southern Ambulance Builders, Inc submitted the bwest bid but the
committee found that this firm did not meet the specifications in the
area of the exhibits that are required.
Therefore, it was determined that Star -Line Enterprises, Inc., alternate
bid for a 1975 Dodge including all three exhibits, I, II, and III, and
excluding the Sales Tax, met all the other requirements of the bid request.

SUBJECT: AMBULANCE VEHICLE FOR THE ANGIER RESCUE SQUAD
Dear Mr. Shaw:
This is to notify you of the decision that was reached by the committee
appointed by the Harnett County Board of Commissioners in determining
the awarding of the bid for the above vehicle. I have discussed this
matter previously with Mr. Holcomb of your office and he is in agreement
with the decision that has been reached. It is my understanding that
your department will participate in the low bid submitted by Starline
Enterprises, Inc. for.a 1975 Chevrolet vehicle with Exhibit 2 included
with a 50 percent participation making a total of $14,473.89. It is
our decision to submit a purchase order for the alternate bid for a
1975 Dodge including Exhibits 1, 2 and 3 for a total of $15,143.89.
The difference in the 1975 Chevrolet and. the 1975 Dodge is $770.00.
The Angier Rescue Unit has agreed to pay the difference between the
two vehicles. It is my understanding that we are not to submit a pur-
chase order for this vehicle until we have received a concurrence letter
from your office.
At your request, your office will be notified of the date and time that
the vehicle is to be delivered in order that a representative from your
office may be present.

Thank you for your letter of May 6th concerning the decision of the
Board of County Cowmissioners relative to the ambulance vehicle bid.
The Governor's Highway Safety Program is happy to concur with their
request to award the bid to the lowest responsible bidder, Star -Line
Enterprises, Incorporated. This office can only participate in 50% of the
low bid of $14,304.08 for the vehicle and 50% of the cost of Exhibit II-
at $169.81.
The Attorney General has ruled that you may negotiate with the:lowest
acceptable bidder, Star -Line Enterprises, for the purchase of the alternate
bid provided the county pay all additional costs.
This is your authority to issue a purchase order for the equipment and
vehicle.
Please notify me as to the date and time that the unit is to be
delivered in Harnett County in order that we may be present.
Reimbursement forms and instructions will be provided at that time.

of Commissioners for the purchase of a 1975 lodge vehicle.as per your spec-
ifications as submitted on an official bid, opened on April 21, 1975, for
the furnishing of the ambulance for the Black -River Angier Rescue Squad.
This is to give you notice, also, that tho 1975 Dodge, which was your alt-
ernate bid would include Exhibits 01, 1/2, and 113, with an add -on charge of
$169.81 for Exhibit 02. This makes a total of $15,143.89.
As I advised you this morning, the :forth Carolina Department of Transport-
ation and Safety will participate at 5Ow of the low bid which was on a 1975
Chevrolet vehicle, including Exhibit 112, with an add -on charge of $169.81,
making a total of $14,473.89. The county will assume the dis7ferenco of tho
cost in the aaount of $670.
