The Board of Commissioners met in special session on Monady, May 8, 1975 at 12 o'clock noon for
the opening of bids for the construction of a satellite facility to be located in Western Harnett
for health care, social services and other advantages. The Chairman called the meeting to order
at 12 noon with Commissioners Cotton, Brock, and Brown present. He informed the members of the
purpose of the meeting.
Upon examination, it was learned by the Chairman that only two bids were submitted. He therefore
quoted from GS 143 -132, to wit:
" . . . unless at least three competitive bids have been received from reputable and quali-
fied contractors regularly engaged in their respective lines of endeavor . . ."
This statute also provides that upon a second advertisement of the proposal can be made in this
instance, after which awards may be made even though only one bid is received. It was therefore
determined that bids would be received for the same purpose again on the 16th day of May, 1975,
at 8:00 P.M., and that the advertisement would be made to that effect.
