04071975MINUTES OF THE MEETING OF THE BOARD OF COMMISSIONERS FOR MONDAY, APRIL 7, 1975. REGULAR SESSION CALL TO ORDER The first Monday meeting of the Harnett County Baord of Commission- ers was convened on April 7, 1975, in the County Office Building in the commissioners Meeting Room at 9:45 a.m. The Chairman Bobby R. Etheridge called the meeting to order with the following members present: Jesse Alphin, W. J. Cotton, Jr., M. H. Brock, and Gilbert Brown. Also present were H. D. Carson, Jr. Clerk to the Board and the County Attorney, Ed McCormick. MORNING PRAYER County Manager M. H. Brock led the morning prayer. READING AND APPROVAL OF MINUTES The minutes of the previous meeting were read and approved with the following notation: Regarding the Zenith telephone line on page 399 in Book 13 the number 114 used in the letter from John Burgess is just an example number and will not be used as the permanent number. CLOSING OF EAST EDGERTON STREET IN DUNN Mr. Eddie Green, Attorney from Dunn, appeared before the Board and presented the following petition to close a portion of East Edger- ton Street in Dunn. The Dunn Planning Board advised the Board of Commissioners they would review this matter. The Commissioners set a public hearing concerning the closing of the street for the mid month meeting, May 19, 1975: See Copy of Petition on page 408.1 FIRE HYDRANTS AND TEES IN DUNN- BENSON Abe Elmore, Mayor of Dunn appeared before the Board and presented two letters from Whitley Hood, mayor of Benson stating the cost of fire hydrants and tees at each road intersection. The bid came in at $950.00 per fire hydrant and in order to place one each 1000 feet in Harnett County you would need seventeen (17) fire hydrants being $16,150.00 There are six crossings that would need tees. They came in at $750.00 each being $4,500.00 additional cost for a total of $20,650.00. Action Commissioner Alphin moved to appropriate this money. Commissioner Brock seconded the motion and it passed by a unanimous vote. Chairman Etheridge amended the motion and proposed that the funds for the proposed Dunn - Benson water line come out of the $7,300,000 water bond vote, and or that the County would sell bonds or make a loan from the FHA to fund this project and that the Attorney pre- pare the necessary documents, in order that this project through tap on fees and or a flow usage fee, such as the Kansas City plan, might recoup its investments. Action Commissioner Alphin moved to accept the amendment and Commissioner Brock seconded. The issue passed with a unanimous vote. DONALD COOPER, DOT Donald Cooper, District Engineer, Department of Transportation appeared before the Board and requested for the following resolu- tion and its adoption: WHEREAS, the County of Harnett has purchased a parcel of land suitable for use as a landfill site, and said land is located off of SR 1116, better known as McArthur Road, Anderson Creek Township, and WHEREAS, this landfill site is to serve the citizens of Harnett County, in providing an adequate place to dispose of garbage, refuse and unwanted debris, and the Division of Highways can utilize the landfill site; and NOW, THEREFORE, The Board of County Commissioners of Harnett, request and petition the Department of Transportation to construct a road to be known as Popular Drive, that will lead off of SR 1116, to the area of the landfill site, and FURTHERMORE, the Board of Commissioners recommends that Harnett County's unallocated Secondary Road Construction Funds be utilized to totally fund this above described project. Action Mr. Cooper also requested for the following resolution and its adoption: WHEREAS, the citizens living on SR 1851, located off Pope Road, Averasboro Township, have contributed in an amount of $3,987.80 to have the road they live on black topped, and WHEREAS, it is our understanding that the amount needed to complete the black topping of this road, SR 1851, is $2,000.00 now THE BOARD OF COMMISSIONERS HEREBY RESOLVE to petition and request the Department of Transportation to black top the road described above, SR 1851, leading off of Pope Road, Averasboro Township, and the Board of County Commissioners recommends that the County's Unallocated Secondary Road Funds be utilized to fund the cost of this project up to the $2,000.00. EARL JONES, TAX COLLECTOR W. Earl Jones, Tax Collector, made the report of activities for the month of March, 1975, and his plans for April. THOMAS ALLEN, TAX TAX SUPERVISOR Thomas Allen, Tax Supervisor, gave the report of his department. There were two request for refunds: Action A. J. & Brenda Lee, Route 4, Dunn, N. C., refund for 1974 Duke Twp. on 4/10 acre with a value of $985.00 which was double listed. C. W. Tax $7.58, Erwin Fire .79, Total refund $8.37 Wilbur H. Byrd, Route 3, Dunn, N. C., Refund on 1974 tax in Ave. Twp. for 3 lots value $5534. which was double listed to Wilbur & Allene Byrd. C. W. Tax. $42.61, School $3.87, Penalty $4.65, Total refund $51.13 Commissioner Cotton moved to honor the request under recommendatio of the Tax Supervisor. Commissioner Alphin seconded and the issue passed by a unanimous vote. The Commissioners set dates for the Board of Equalization and Re- view which are as follows: April 24, 1975, Thursday at 10:00 to 11:00 a.m. May 1, 1975, Thursday at 10:00 to 11:00 a.m. May 8, 1975, Thursday at 10:00 to 11:00 a.m. REGION "M" AGING PLANNING COMMITTEE The following are recommendations for the membership on the Region "M" Aging Planning Committee. These recommendations are based on the following criteria: 1. Three consumer members (60 and over) a. Minority representation b. Low income representation 2. One public agency representative 3. That an undue hardship will be placed upon the petitioner, Wanda Kay Watson to remove same from said portion of said street; that further, said portion of East Edgerton Street has only been use by the petitioner and members of the Black River Primitive Bap Church and by their guests; that said portion of East, Edgerton Street is not used by the general public and has not been so used for many, many years. 4. That said portion of „Est Edgerton:Street is not within the city limits of the Town of Dunn, North Carolina; that said portion of East Edgerton Street herein requested to be closed is not under the control and supervision of the North Carolina Board of Transportation; that a closing of said portion of East Edgerton Street would not be detrimental to the public interest or to any individual property right nor would it deprive any property owner of reasonable ingress or egress to his property. 5. That this petition is filed pursuant to North Carolina General Statutes 153A -241. The petitioners respect- fully request that the Board of Commissioners of Harnett County, North Carolina adopt a resolution declaring its intent to close the portion of East Edgerton Street as here- 51 $,3 'nabove described and call for a public hearing on the question t which the closing of the above described street is to be acted pon and further before said hearing to cause said resolution to e published once a week for four successive weeks in a newspaper f general circulation in Harnett County, North Carolina, as requirgd Y said statute, and further, that a notice of the closing and public hearing be prominently posted in at least two places along the said street. Attached hereto is a copy of the minutes of the congregational meeting of Black River Primitive Baptist Church which indicates that this petition is being entered into only with the understanding and agreement of the other petitioner that Black River Primitive Baptis Church is to receive the northern one -half of the street upon its being closed in accordance with the law. WHEREFORE, the petitioners request that East Edgerton Street if extended as above described be ordered closed in accordance with North Carolina General Statute 153A -241. HARNETT COUNTY VOLUNTEER RECOGNITION WEEK Commissioner Brock presented the following proclamation on behalf of Mrs. Avis Hall, Director of the Retired Senior Volunteer Program: Action WHEREAS, the effective and efficient delivery of services by many agencies and institutions in the county is dependent upon volunteer aid; and WHEREAS, many citizens of all ages in the County are giving their time, talents, and energy to accomplish these ends; and WHEREAS, all citizens of the County are deeply appreciative of the services these volunteers provide; THEREFORE, as an expression of their appreciation the Harnett County Board of Commissioners hereby proclaims the week of April 20 through April 26 to be VOLUNTEER RECOGNITION WEEK and commends this observance to the County's citizens. Brock reported on the following items: Meetings of the Board, Internal Records Systems -- Sheriff's Department, Foresenic Equipment Purchases -- Sheriff's Dept., Landfill Site and County Garage, Satellite Facility PAYDAY AND PAYTIME CHANGE H. D. Carson, County Auditor, asked the Board to change the payday and paytime for the County employees to the last working day in the month at 2:00 p.m. Action Commissioner Alphin moved to accept his request and Commissioner Cotton seconded. The issue passed by a unanimous vote. FACSIMILE SIGNA- TURE ON PAYROLL CHECKS Chairman Etheridge requested that a facsimile signature be placed o the payroll checks instead of the original signature. Action Commissioner Brock moved to accept this request and Commissioner Cotton seconded. The issue passed by a unanimous vote. Young,,,ecret y Bobby irEth.ridge, _Adak ,i■., H D. ars odo Clerk SPECIAL MEETING 4 -16 -75 The Harnett County Board of Commissioners met on Wednesday night, April 16, 1975, with the elected officials of the municipalities of the county. The Chairman, Bob Etheridge, called the meeting to order at 8:00 P.M. The Chairman informed the group that the purpose of the meeting was discussion of the county -wide water system . referendum, scheduled for voting on May 20, 1975. He stressed the needs that the people of the county be informed about the system and what its value could be for the growth potential of the county. County Manager, M. H. Brock, spoke briefly about the water system. C. S. Fowler, Chairman of the Planning Board, spoke. Roy Spainhour from Moore - Gardner, spoke and various of the elected officials 0±' the county expressed their views. After a lengthy discussion of the issue, the meeting adjourned at 9:30 P.M.
