MINUTES OF THE. MID -MONTH MEETING HELD ON JANUARY 20, 1975.
Mid -Month Meeting The mid -month meeting of the Harnett County Board of Commission-
ers convened on Monday, January 20, 1975. The Chairman called
the meeting to order at 7:40 P.M., with the following members
present: Jesse Alphin, W. J. Cotton, Jr., M. H. Brock, Gilbert
Brown. Also present was Edward H. McCormick, County Attorney and
H. D. Carson, Jr., Clerk to the Board.
PRAYER Rev. Bill Ellis, pastor of Long Branch Pentecostal Church, led
the evening prayer.
WELCOME The Chairman extended a welcome to those in attendance, which
was approximately 200 persons, after which the following resol-
ution was presented to Mrs. Elizabeth F. Matthews by the Board of
Commissioners:

THAT, WHEREAS, Elizabeth F. Matthews retired as Clerk of
Superior Court of- Harnett County on December 2, 1974; and
WHEREAS, the lawyers wha - practiced in her Court expressed
their deep appreciation for her efficient service by Resolution
of the Harnett County Bar Association on Nei:ember 26, 1974; and
WHEREAS, the members of the Democratic Party of which she
was a devoted member and outstanding leader expressed their
"... deep and everlasting appreciation for the more than 25
years of excellent service she has rendered to the people of
Harnett County and the State of North Carolina...: "; and
WHEREAS, the young, the poor and the oppressed whose
causes come to her for decision, found a compassionate lady,
a wise counsellor and a fair judge; and
WHEREAS, she always strived to base her decisions on
the facts and without regard for her own personal feelings; and
WHEREAS, she often had to live the lonely life that is known
only to those who must decide between contending forces; and
WHEREAS, her kind spirit and just manner will continue
to be remembered in the hearts of all who know her.
NOW, THEREFORE, BE IT RESOLVED by the Board of Commiss-
ioners of Harnett County:
1. That Elizabeth F. Matthews be and she is hereby
thanked on behalf of all the citizens of Harnett County for
her service to them and for her example in showing all of us
that right decisions are born of a good heart, a free spirit
and an open mind.
2. That the citizens of Harnett County and all its
officials be and they are hereby asked to honor her by
emulating her dedication to justice, truth and humility.
3. That a copy of this resolution be given to Mrs.
Matthews, a copy to the media and a copy spread upon the
minutes of this Board.

MANAGER'S REPORT The Chairman then called for the Manager's Report. He reported
on a meeting held relating to the County Airport Project as
follows:
On Thursday morning, January 16, 1975, the Airport Committee
met in Tony Tucker's office. At this time, a letter was pres-
ented from Airports District Office, College Park, GA, address-
ed to Mr. Keith Finch, Chairman of the County Airport Commission.
The letter stated that they concurred tentatively with the sel-
ection of Site #1 (South of Buies Creek, adjacent to the Cape
Fear River).
Action:
Those in attendance at the meeting were Dick Lasater, owner
of the land of Site #1, Bob Jones, his attorney, Bob Etheridge,
Ed McCormick, M. H. Brock, Keith Finch and James Johnson.
It was determined at this meeting, that John Talbert & Assoc.
Airport Consultants, should proceed with Step 2 of the prev-
iously proposed plan. Step 2 is an environmental study, and
a complete airport lay -out plan. In order to proceed further
with these plans, it will be necessary for the Board of Comm-
issioners to appropriate an amount up to $6,000. to fund Step 2.
The Board should be aware of the fact that if the Federal
Government and the State Department should fail to fund the
project, the appropriation would be lost. Also, if the project
continues and is completed, the appropriation would be counted
as part of the county's 12.5% participation in the total
project. It was the feeling of the group present that this
project would be funded. I might add that it appears for the
first time that the airport will be a reality be cause of the
adequate site and the possibility of receiving the grants from
both Federal and State.
Another act the county will be required to do is to provide
funds for a topo map of the proposed site. This work will
not be performed by John Talbert & Associates. The cost
of the topo map has not been determined at this time.
I request the Harnett County Board of Commissioners to app-
ropriate $6,000. for Step 2 of the Harnett County Proposed
Airport project.
The matter of the request contained in the report from the meet-
ing of the Airport Committee was placed on the docket for final
action at the February 3, 1975 meeting.
REQUEST FROM MARY HELEN JONES
4 -H Leader The following request and recommendation was presented for the
pleasure of the Board from Mary Helen Jones, 4 -H Agent from the
Extension Department:
Recommendation to Harnett County Board of Commissioners
The Youth Advisory Board, of the N. C. Department of Administration,
was created by Legislative Action in 1969 as a reflection of the people's
concern to provide youth with the opportunity to develop leadership skills
and become responsible citizens. As a method of reaching this goal, this
Board is sponsoring a Youth Legislative Assembly, February 7 - 9, 1975,
in Raleigh, North Carolina.
Youth attending will participate in task force sessions and their
resolutions will be presented to members of the General Assembly and other
State leaders as the opinions of representative North Carolina youth.
Among the speakers appearing on the weekend program are Gov. James
E. Holshouser, Lt. Governor, James B. Hunt, and David Flaherty, Secretary
of Department of Human Resources.
Cost for the assembly is $25.00 per representative. Youth must pro-
vide their own transportation.
I recommend the following two high school students to represent
Harnett County:
. Earl Martin Black, son of Mrs. Grace M. Black of Rte. 2, Lillington,
ninth grader at Boone Trail School. Member of school Emergency
Student Advisory Committee. Member of Mt. Olive United Methodist
Church, Sunday School Secretary. Member of the Norrington 14 -H Club,
past president; member of the Harnett County Senior Teen Club. Earl
has represented Harnett County at 4 -H Club Camp. 4 -H Club Congress
in Raleigh, and N. C. Electric Congress. He was the 1974 Harnett
County 4 -H Citizenship Award winner. Earl is also a member of local
Boy Scout troop.
. Winfred Norman Hasty, Jr., son of Mr. and Mrs. W. N. Hasty of Erwin,
ninth grader at Erwin school. Church member, acolyte, choir member.
Action
Member of East Harnett 4 -H Saddle Club. Boy Scout - order of the
Arrow, Explorer Troop, God and Country award.
In school - class president, student council comber, chorus, junior
varsity football, active in school productions.
For alternate I recommend Debra Ann Munson, daughter of Mr. and Mrs.
Robert O. Munson. Debra is a senior at Anderson Creek school (recently
moved from this community) where she serves as cheerleader, school annual
staff, Future Homemakers of America, and has served as class officer and
freshman and junior marshall. She has been named to Who's Who of high
school students and belongs to numerous other clubs. Debra is an active
church member and member of church youth group.
Debra is a member of the Union Church 4 -H Club, Harnett County Senior
Teen Board of Directors and a county 4 -H demonstration and record winner, and
delegate to N. C. 4 -H Congress. She also was the 1974 4 -H Girls Citizenship
winner in the county.
Commissioner Brown moved to approve the recommendation, Commiss-
ioner Cotton seconded and the issue carried unanimously.
RE: MASSAGE PARLOURS
The manager informed the Board that he had received information
that details were being gathered which would result in massage
parlours being started in Harnett County. He asked that the
County Attorney draw an ordinance that would prohibit the estab-
lishment of such an enterprise in the county, expecially in light
of the fact that both the City of Fayetteville and the County
of Cumberland had closed such enterprises in their area. The
Chairman suggested that the ordinance be brought up at the Feb.
meeting.
EMERGENCY JOB PROGRAM
Regarding the Emergency Job Program, which grant is in the amount
of $42,348.50, Commissioner Brown made a motion to accept the
grant and get together with the municipalities to work the pro-
gram out to the best interest of those concerned. Commissioner
Cotton seconded and the issue passed.

OF FILING DATE By written request, the County Tax Supervisor informed the Board
that the following firms had requested an extension on filing
taxes, until March 31, 1975:

Commissioner Brock moved the extension be granted, Commissioner
Cotton seconded and upon being put to vote, the issue carried
unanimously.
Regarding the Baer Property presently being used by the County as
a landfill site, Attorney Edgar Bain requested the County to sign
a quit -claim deed to the property. The Board recommended that the
County Attorney and Attorney Bain draw the quit -claim deed and
present it to the Board at the next regular meeting.
The Chairman then called for the Education Report from the Stand-
ing Committee on Education for Harnett County, Commissioners
Cotton and Alphin, and informed those present that discussion from
the floor would be heard by the Commissioners for a period of 45
minutes. He asked those who would speak to refrain from repetitio
and strive to keep their discussion within a three minute period
of time so that all who cared to speak would have an opportunity,
and that after the discussion period, the Board would take the
action to the best interest of the educational system and to the b
interest of the entire County.

The discussion period was closed and Commissioner Alphin present-
ed the following recommendation to the Board of Commissioners:

We recommend that the Board of Education obtain options to pur-
chase proposed sites for Areas I and III.

Commissioner Alphin then made the following motion:
"I move that the estimated purchase price of $99,000.00 for the
site in Area II as proposed and recommended by the Board of Educ-
ation be approved and that the attached resolution appropriating
$550,000.00 in Revenue Sharing Funds for School Capital Outlay
be adopted and that the attached Resolution establishing a Ten
Million Dollar Capital Reserve Fund for school construction be
adopted.

2. That approximately $950,000.00 of Revenue Sharing money
has been received and is on Certificates of Deposit; that out of
this sum, the Auditor is directed to obligate and encumber $649,000
and upon certification of purchase of the proposed Area II Site
by the Board of Education, the Auditor is directed to pay up to
$99,000.00 of such obligated balance to the seller and to make
the remaining $550,000.00 available to the Board of Education
when such sum is certified to be needed. No other expenditures
may be made in reliance upon Revenue Sharing Fund appropriations
without prior approval of the Board of Commissioners, it being the
intent of the Board of Commissioners to establish school needs
as its number one priority for these funds.

RESOLUTION ESTABLISHING A CAPITAL RESERVE FUND FOR SCHOOL
CAPITAL OUTLAY
BE IT RESOLVED by the Board of Commissioners of Harnett
County that a Capital Reserve Fund be and such Fund is hereby
established pursuant to G.S. 159 -18 as follows:
1. PURPOSE: The purpose of this Capital Reserve Fund is
to provide funds for school building construction and other school
capital outlay purposes.
2. TIME: The moneys in this fund may be accumulated for as
long as ten 10)years.

3. AMOUNT: The approximate amount to be accumulated for
school building construction and other school capital outlay
purposes is Ten Million Dollars.
4. SOURCE: These funds are to be derived from Ad valorem
taxes and other sources available to the Commissioners.

Commissioner Cotton seconded the motion made by Commissioner
Alphin.
Substitute motion Commissioner Brock requested permission from the Chairman to make
a substitute motion. Permission was granted.
ADJOURNMENT
Commissioner Brock made a motion that the Board of Commissioners
purchase the two sites as proposed by the Harnett County Board of
Education and that a site be found in Area III as soon as possible
Commissioner Brown seconded the motion and those opposing the
motion was 3 and those in favor two. The issue did not pass.
The first motion made by Commissioner Alphin and seconded by
Commissioner Cotton was then brought up for voting. Upon its
being put to vote, those voting for the issue was three and those
opposing the issue was two. The issue passed by majority vote.
The meeting adjourned at 10 :15 P.
