08051974REGULAR MEETING OF THE BOARD OF COMMISSIONERS FOR AUGUST, 1974. REGULAR MEETING The Harnett County Board of Commissioners met on August 5, 1974, with the following members present: Commissioners Etheridge, McLamb, Cotton and Brown. Also present, H. D. Carson, Jr., Clerk to the Board and County Attorney McCormick CALL TO ORDER The Chairman called the meeting to order at 9:45 a.m. and Comm- issioner Brown led the prayer. MINUTES The reading of the minutes was tabled for a short while. Service District #1 COUNTY WIDE SYSTEM Regarding the Service District #1, Attorney McCormick read to the Board a resolution from the Harnett County Planning Board, as follows: THAT, WHEREAS, Harnett County has grant money available to pro- ceed with a County or Water System; and District WHEREAS, these funds must be accepted within a reasonable time; and WHEREAS, the interests of the entire County will be best served by using these funds for a county -wide system; and WHEREAS, it is necessary to determine the area of greatest need and potential for a self supporting system. NOW, THEREFORE, BE IT RESOLVED BY THE HARNETT COUNTY PLANNING BOARD THAT: 1. IT IS IN THE BEST INTEREST OF THE CITIZENS OF HARNETT COUNTY for the County to proceed with the first phase of a countywide water system. 2. The area previously considered as Service District No. 1 (Lillington, Buies Creek, Angier, Coats and interconnecting areas) as described by Moore- Gardner Associates, Engineers, is the area of the county that has the greatest number of potential custom- ers and need and the greatest potential for being a completely self supporting system soon after completion. 3. The County Commissioners be requested to approve a long range county -wide water plan and that the present available grants, loans and other means of financing be used to implement phase #1 of the county -wide system in the area of Lillington,Angier, Buies Creek, Coats and the interconnecting areas. 4. The County Commissioners be requested to state their intent to proceed with a county -wide water project so that existing available grants and loans can be firmly committed to Harnett County. 5. That a copy of this resolution be furnished to the Board of Commissioners for such further actmn as they may deem appropriate. Passed this 31st day of July, 1974. Fowler, Chairman RESOLUTION TO PROCEED Attorney McCormick then p'esented a resolution for the consider- ation of the Board in response to the foregoing resolution: RESOLUTION That, WHEREAS, The Planning Board has determined that: 1. "It is in the best interest of the citizens of Harnett County for the County to proceed with the first phase of a county- wide water system." 2. "The area previously considered as Service District No. L (Lillington, Buies Creek, Angier, Coats and interconnecting areas) as described by Moore - Gardner Associates, Engineers, is the area of the County that has the greatest potential for being a completely self supporting system soon after completion: and; WHEREAS, the Planning Board has requested that the Commissioners adopt a county -wide water plan and implement phase #1 in the Lillington, Buies Creek, Angier, Coats and interconnecting areas; and WHEREAS, the County Commissioners have been requested to ". . . state their intent to proceed with a county -wide water project so that existing grants and loans can be formally committed to Harnett County." NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF HARNETT COUNTY THAT: 1. It is the intent of the Board of Commissioners to proceed with a water project for the Lillington, Buies Creek, Angier, Coats and interconnecting areas of the county based on a county- wide water system concept. 308 2. That the water project for the Lillington, Buies Creek, Ang- ier, Coats and interconnecting areas will be the first phase in the implementation of a county -wide system. This 5th day of August, 1974. BLACK RIVER RESCUE DISTRICT Regarding the Black River Rescue District, Thomas Lanier, Assis- tant Civil Defense Director presented a report containing the following introduction: The following motion was made by Commissioner Cotton, secorth d by Commissioner Etheride and passed by unanimous vote: that the report on the Angier -Black River Rescue District be filed with the Clerk to the Board this date and that a public hearing be set for September 3, 1974, at 8:00 p.m., at the Town Hall in Angier, North Carolina and that notice be sent to each taxpayer in the proposed district by the tax supervisor Tom Allen and that the notice of the hearing be published in the Angier Indep- endent, and further that Messrs. Allen and Carson certify to the Board at its September 3, 1974, meeting that such notice has been given. TAX & WELFARE LIEN ATTY. Township Amt. Coll Averasboro 120.69 Atty.Fee 20.00 25.00 5.00 Mr. Kenneth Autry from the Department of Transportation appear- ed before the Commissioners. The Commissioners were at liberty to discuss informally any road matter of the county. The minutes were read at this time and approved. Thomas Allen, Tax Supervisor gave a report of the progress of his department as to the preparation of the tax receipts. He also presented a request for a refund for double listed prop- erty for Currin & Dorman, Inc., Black River Township in the amount of $78.19. Commissioner Cotton moved the refund be granted, Commissioner Brown seconded the motion and it carried unanimously. Earl Jones, Tax Collector presented the report of his depart- ment as of tax collection for the month of July. Mr. William S. Wellons came to the Board meeting and stated the need for the pople of the Old Farm area for a place to carry their garbage and refuse. He Rid the one that they had been using had been closed and that he did not know of any other site open to him. Mr. Young from Young's trailer park was present, Mr. Corbin who owns rental and developing propertyin the area was also present and Mr. Bill Shaw was present. Commissioner Etheridge suggested that Mr. Thompson of the Health Department along with Mr. McLamb and Mr. Wellons meet to determine just what could be done to allievate the problem that exists now and growing with the area's development. Mr. Bill Shaw was selected as the key person of the area to talk with the commissioners. CONTRIBUTIONS TO COUNTY RESCUE UNITS The matter of contributions to the county rescue units was men- tioned, but the transaction needed no°_action of the Board. PAYROLL DATE CHANGE F'® PAYROLL DATE CHANGE FENCE BIDS FOR SHELTER WS. Regarding the changing of the payroll date, Commissioner Cotton moved that after August, 1974, paydate, notice be given that payday will be on the first working day following the ending of the pay period. This policy to become effective Septemberl, 1974. Commissioner Etheridge seconded the motion and it passed. Informal bids for providing a fence at the Harnett County Shel- tered Workshop area were presented and opened at this time and are recorded as follows: Williford Hardware, Inc. 222 Talleywood, Fayetteville, N. C. installed with 11 guage wire, $3,952. including tax. W. H. Potter Fence Co. Willow Springs, N. C. installed , $3,355.96 including tax. Sears Roebuck & Co. 11 guage wire installation and tax $2,999.00 After careful consideration, Commissioner Cotton moved to approve the low bid, Sears Roebuck, and grant the awarding of the bid to that company. Commissioner Etheridge seconded the motion and it passed. STATE CONTRACT FOR CARS AND TRUCKS Regarding the purchase of cars and trucks by the County for official use, under state contract, Commissioner Cotton moved that the County notify State Department of the intent to pur- chase 7 cars and 2 trucks under state contract, Commissioner McLamb seconded the motion and it carried. COMPREHENSIVE HEALTH REGION "M" Regarding the Comprehensive Health Program through Region "M ", the following persons were nominated to serve on the Comprehensive Health Program and the term beginnings are indicated. Eddie McLeod from McLeod Ins. Agency Coats 1974 Tom Lanier, Civil Defense Agency Erwin 1973 Cornelia McLaughlin Lillington 1975 Paul Perry Dunn, N. C. 1973 OSHA NCACC Dates Regarding the Occupational Health and Safety Act, the program in essence, was presented for the consideration of the Board. The following division of the program was suggested along with the names of suggested persons to fill the spaces: Safety Chair- man, Henry Thompson -- Safety Director, Thomas Lanier -- Safety Committee, James Goff, Lee Harris, B. E. Sturgill, M. Randall and Earl Jones -- Safety Team, Tom Lanier, Keith Hampton, Cor- bett Coats, Tony Tucker and Thomas James. Commissioner Cotton moved that the persons name above be appointed to serve in the capacity indicated, effective July 1, 1974, and that a monthly report be prepared and submitted to the Board each month by the Chairman of the Committee. Commissioner Etheridge seconded the motion and it carried. The dates for the annual State Association of Commissioners was announced, and the place of the meeting was announced ( which is Winston Salem). Commissioner Etheridge moved that C. E. McLamb be nominated as the voting delegate to the convention to re- present Harnett County in the voting and decision making. Comm- issioner Cotton seconded the motion and it passed.
