The regular first Monday meeting was held on May 6, 1974, in the
Commissioners Room, Courthouse, Lillington, N. C. The following
were present: Chairman Brock, Vice Chairman McLamb, and members
Gilbert Brown, W. J. Cotton, Jr. and Bobby R. Etheridge. Also
H. D. Carson, Jr., Cork to the Board was present.
W. Earl Jones led the morning prayer.
The minutes from the last meeting were read by the Clerk and
approved as read.
ORDER OF BUSINESS
The following road petitions were presented to the Board by the
State Department of Transportation in keeping with the new policy
of handling road petitions by the Harnett Board:
SR 1118 - request for abandonment of road, .06 miles, no homes.
Motion was made by Commissioner Cotton to abandon the road, C. E.
McLamb seconded the motion and the issue passed.
SR 1813 - Averasboro Township, .07 miles, not maintained by Dept.
of Transportation, request made for abandonment. Commissioner
McLamb moved the request be granted, Commissioner Brown seconded
the motion and it passed.
Regarding Secondary Road Addition Investigation Report for Sect-
ion B of Rolling Springs Sub - division, 3,414.0 feet in length,
request for addition to system. Commissioner C. E. McLamb moved
the request be granted, Commissioner Brown seconded the motion
and it passed.
W. Earl Jones, Tax Collector, presented the report for his
Department.

REGION "M" FAMILY Mrs. Pam Little, with Family Planning of Region "M ", Fayetteville
appeared before the Board so that she could meet the Board mem-
bers and they could meet her. She commented briefly on the func-
tion of the Family Planning Council, what it could mean to Har-
nett County in services. She indicated that $28,848. was already
allocated to operate the program for Harnett next year.
COW- BELLES
Mrs. Elizabeth Munsen from the North Corolina Cow - Belles, an
auxillary of N. C. Cattlemen Association, came to the meeting to
talk about beef consumption. She left some material for the
Commissioners to be brought up agah at the June meeting of the
Board
HOME HEALTH SERVICES
Miss May Marshbanks announced that a meeting for information on
Home Health Service is to be held on May 14, 1974, as an extension
of the Rural Panel Development, whose Chairman is James E. Goff.
She invited the commissioners to attend for information. The
meeting will be held in the Agriculture BuTding.
MICRO FILMING FOR
REGISTER OF DEEDS
OFFICE
Ed Bain, local attorney, appeared before the Board on behalf of
the Harnett County Bar Association in regards to the matter of
micro-film for the Register of Deeds Office. Mr. Stocks from the
Recordak Company was present as well as was Mrs. Milton, Register
of Deeds. Thecommittee set up to study the issue is still at work
The committee was asked to bring a cost analysis back to the
meeting in June.
TAX & WELFARE LIEN
ATTORNEY REPORT The Tax & Welfare Lien Report was presented by Edward H. McCor-
mick for Marshall Woodall:
MOTLEY TRUST FUND

Collected $ 373.86 with Atty fee. $30.00
The Board accepted the report.
MOTLEY TRUST FUND
James F. Penney, attorney, sent a request to the Board that a
trust fund be established with H. D. Carson, Jr. named as Trustee,
to be named the William Sampson Motley Trust Fund, set aside for
the capture of persons committing the murder of the Principal.
Commissioner Cotton moved the adoption of the following declar-
ation, Commissioner Etheridge seconded the motion and the issue
passed.
DECLARATION ESTABLISHING THE WILLIAM SAMPSON MOTLEY TRUST FUND
At the request of the Board of Commissioners of Harnett
County, I, the undersigned hereby create a trust fund for a re-
ward for information leading to the arrest and conviction of the
person and /or persons who murdered and robbed William Sampson
Motley on September 11, 1973, and further I will perform the
following duties:
1. Receive donations from private citizens and groups who
desire to further the purposes stated below.
2. Open a savings account and /or purchase savings cert-
ificates as follows: "The William Sampson Motley Fund, H.D.
Carson, Jr., Trustee."
3. Hold said funds for the following purposes and no other:
a. To pay 100% of all funds to the person or persons who
provides information to law enforcement officials that leads
to the arrest and conviction of any person who committed a
murder in connection with the robbery and murder of William
Sampson Motley in September of 1973.
b. To pay on a pro -rata basis to all contributors that
portion of the fund plus accrued interest for which all
claims have been denied, or for which no claim has been made,
as soon as practical after the two year period provided for
in paragraph four below has expired; provided, however, the
rmessary costs of administering this fund shall first be
deducted before making a pro -rata distribution to contributors.
c. Notwithstanding the provisions of subparagraphs a and
b above, the undersigned Trustee will make payment only upon
verification and approval of the claim or claims by the
Sheriff of Harnett County and only after costs of administ-
ering to fund have been deducted.
4. Terminate this Trust Fund upon the occurrence of the
following events:
1. Upon payment of all proceeds under paragraph three
above.
2. Upon lapse of two years time from the date of this
instrument; provided, however, termination shall not
apply with respect to any portion of the fund for which
a claim or claims are pending until a final decision
is made with regard to said claim.'
5. Prepare and maintain a list of all contributors.
6. The Chairman of the Board of County Commissioners of
Harnett County will be regularly informed as to collec tions
and the outstanding balance of the fund and he may appoint
my successor if the need should arise by reason of my death
or otherwise.
7. Unless authorized by the Courts of this state for good
cause shown, the costs of administering this Fund shall not
exceed 5% of the receipts and disbursements; the costs
may include a reasonable fee for the Trustee, or any sub-
stitute Trustee and for any legal assistance that may become
necessary to aid the Trustee in carrying out the terms of
this Trust.
The foregoing Declaration is hereby made this the 6th day of
may, 1974.

The following resolution
ALDER ADULT WEEK
The following resolution was read aloud for the pleasure of the
Board by May Marshbanks, Coordinator of Harnett County Council
for Senior Citizens:
WHEREAS, the County of Harnett is indeed indebted to Older Ameri-
can citizens for their contribut9ons to the growth and progress
of our county and recognize that they are continuing to be a
valuable resource of leadership; and
WHEREAS, as a progressing County, we urge the citizens to expand
opportunities for participation of older adults through paid
or voluntary endeavors;
NOW THEREFORE, WE THE BOARD OF COMMISSIONERS do hereby:
1. Salute and commend all of the Older Americans of
Harnett County.
2. Recognize the Month of May, 1974, as Older Americans month.
and more specifically proclaim the week of May 26 -31, 1974, as
Older Americans Week in Harnett County.

° RESCUE UNITS
A request was received by the Board from Central Carolina Tech-
nical Institute that the County bear the fee for the rescue
members to take the course that is required of them. The fee
is to be $2.00.
Commissioner Etheridge made a motion that the request be honored,
and also that the Chairman write the congressional delegates a
letter requesting them to classify the rescue members in the
claps with firemen and others who are exempt from the basic
fee\. Commissioner Cotton aEonded the motion and the issue
carried unanimously.
VREQUEST FROM D.A.R.
A request was presented by letter from the D.A.R., for the funds
they had requested for this present budget period. Commissioner
Cotton moved the request be granted, Commissioner McLamb

The Chairman brought the matter of North Carolina Department of
Natural and Economic Resources back to the attention of the
Board. The following information relative to the management and
planning assistance involved in the adoption of the plan is as
follows:

We appreciated very much your visit of last Friday morning, and your
continued interest in the program the Department of Natural &
Economic Resources is planning for the next funding year. In
order that you can better understand and explain to your
commissioners the kind of management and planning assistance
involved we submit the following proposals:
1974 -75
I. Technical assistance with county management and planning
matters.
II. Base Mapping.
III. Land use analysis and land development plan.
1975 -76
I. Technical assistance with county management and planning
matters.
II. Zoning ordinance.
III. Sub - division regulations.
IV. Community facilities plan.
1976 -77
I. Technical assistance with county management and planning
matters.
II. Recreation Plan.
III. Capital improvements plan.
A detailed description of these programs will be submitted with
a contract. So that you can consider this project for budget
proposal the cost will be as

ACTION: Commissioner Cotton made a motion that the County adopt
the foregoing policy for the county, Commissioner McLamb second-
ed the motion and the issue passed.
The Chairman announced the bid opening date for the furnishings
for the new building for May 10, 1974, at 3:00 p.m., after which
there would be a working meeting.
DISCUSSION FOR FUTURE
BREAKFAST MEETINGS. The Board discussed some future meeting with the other elected
officials of the municipalities of the county, perhaps as a
breakfast meeting. The Chairman said he would make some plans
towards this goal.
MODEL ORDINANCE RE:
COUNTY POLICY AND
CLASSIFICATION
ADJOURNMENT
Chairman Brock presented a model ordinance regarding county policy
classification. He asked the members to go over the model, giv-
ing it due consideration and attention and be prepared to dis-
cuss it at the next meeting of the Board.
The Board adjourned at 11:40, and were invited to lunch at the
Harnett County Sheltered Workshop in Dunn at 12:30 p.m. with
Director Keith Hampton and other.
