03181974MINUTES OF THE MID -MONTH OF THE BOARD OF COMMISSIONERS March 18, 1974 ,MEETING CONVENED PRAYER MINUTES APPROVED RALPH HANNA, FIRE CHIEF FROM DUNN FIRE DEPT. The mid -month meeting of the Board of Commissioners convened on Monday night, March 18, 1974. The meeting was called to order at 7:30 p.m., with Chairman M. H. Brock, W. J. Cotton, Jr., and Bobby R. Etheridge present. Also present, Edward McCormick, County Attorney and H. D. Carson, Jr., Clerk to the Board. It was noted bor the record that although two members of the Board were not in attendance, the three present members composed a quorum. Chairman Brock led the prayer. The minutes of the last meeting were read and approved. Ralph Hanna, Fire Chief from Dunn Fire Department, came to the Board with a request. As aforerecorded in this record, Charles Nordan had appeared before the Board to request consideration for the purchase of an air compressor to be installed for use in the Dunn Fire Department, filling air tanks, labor to be supplied by the Dunn Fire Department. Mr. Hanna presented justification for the request of a more sophisticated air ©mpressor, in his words, that would not allow harmful seepages while in operation. The larger air compressor now recommended for consideration of the Board will cost $4,775.10, with a possible 15% deduction if pur- chased now, with a 2% deductible if paid for within 10 days after receipt. Mr. Hanna Stated that he would need some indication from the Board as intent to purchase. It seemed necessary to include the following statement: This piece of equipment will be county -owned equipment, will be for the use of the fire departments of the county, the equipment will be maintained by the Dunn Fire Department and will be for the general public's health and safety. Commissioner Etheridge moved that providing that there are no legal obstacles in the way of the purchase of the Alternate HAE -16E3 Air Compressor complete with 10 H.P. 230 Volt 60 cycle 3 phase open drip proof electric motor - automatic condensate drain system - Barksdale Pressure Control Switch, inter -state and final stage pressure guages, hour meter and three (3) chamber commercial air purification system with carbor monoxide and moisture indicator. Price delivered and installed $4,775.10, the attorney, auditor and county manager take opportunity to review the situation and proceed to give authority to the Fire Chiefs Association to pur- chase the described piece of equipment. Comm. Cotton seconded the motion and all members voted affirmatively. PAYMENT FOR EQUIP. Commissioner Etheridge moved that funds be appropriated from Rev- enue Sharing Trust Fund, Fi-Fo method, Commissioner Cotton sec- onded the motion and all members voted unanimously. COON TRAPPING RSVP A 17- member delegation headed by James Jackson, came to the meet- ing. They stated their purpose as requesting the Board to endorse their request to Sen. Bob Barker to enact legislation that would restrict coon trapping in Harnett County. They related that trappers were setting traps that were dangerous to animals and children if caught in the trap. Also, that existing laws did restrict coon hunting but that no laws were in effect to restrict or contain trapping and that the future of the coon in this area and county was definitely in jeopardy. Commissioner Cotton moved that the Board contact Senator Barker and request that he introduce legislation setting restrictions on coon trapping in Harnett County. Commissioner Etheridge seconded and all members voted affirmatively. Judy Crawford from RSVP requested $500. from the funds that the Board had set aside as an underwriting amount for the RSVP Program in October of 1973. Commissioner Cotton moved that Mrs. Crawford's request be granted. Commissioner Etheridge seconded and all members voted affirmatively. DECLARATION OF HOME GARDEN MONTH Commissioner Cotton moved that the Board approve the petition for declaring March 21 through April 21 as Home Garden Month, in Harnett County. Commissioner Etheridge seconded the motion and it passed. AMENDING PROFESSIONAL SERVICES BUDGET Commissioner Cotton moved that the budget for professional services be and is hereby amended in the amount of $5,000. for the fiscal year 1973 -74. Commissioner Etheridge seconded the motion and it passed unanimously. 248 POLICY RE: PROFESSIONAL FEES Commissioner Etheridge stated his opinion as to the establishment /of .a policy to regulate the professional services expenditures. /He then made a motion that the county proceed to draw a policy (See correction on /statement regulating professional fees. Commissioner Cotton page 254) /seconded the motion and it carried unanimously. The Attorney /will be requested to aid in drawing the policy from a professional standpoint only. SHERIFF STEWART FURNISHINGS FOR THE NEW BLD. Sheriff Stewart appeared before the Board and recommended that adjustments be made in the salary of his deputies. He requested that all deputies receive a salary of $657. per month, L. C. Greg- ory, Jr. receive $687. per month, B. E. Sturgill receive $719. per month. He indicated this move would eliminate dissention among the deputies. Commissioner Etheridge moved that the Sheriff be granted $966. per month to make the adjustments in whatever manner deemed appropr- iate, to be effective March 1, 1974. Commissioner Cotton seconded the motion and it passed. The Board stated that this adjustment w be taken under consideration at budget preparation time for the fiscal year 1974 -75. Commissioner Cotton moved that the architect, Mr. H. W. Gwinn, be given the contract to draw the specifications and bids for the let ting of the bids for the furnishings for the new county building, and offer them for the consideration of the Board. Commissioner Etheridge seconded the motion and all members voted affirmatively. HB 220 Luther Packer, Chairman Board of Commissioners for Cumberland County, requested that our Board support HB 220, Summer Recreation and Commissioner Etheridge moved that Harnett County go on record as supporting HB 220, Summer Recreation. Commissioner Cotton sec- onded and it passed. HB 1833 HB 1833, dealing with Board of Education, the Commissioners were informed that the bill had been modified in that it gave the Commissioners some control over capital expenditures but no contro over current expense items. The Board directed the Chairman to call the Director of State Association, John Morrisey, and inform his that the county is in opposition to the bill. 11 RESOLUTION FROM PLANNING BOARD WATER SER. DIST. #1. The following resolution was presented to the Board from the Planning Board relative to the creation of Water Service District #1 in Harnett County: "THAT, WHEREAS, a meeting was held at the District Courtroom in Lillington, North Carolina on the 6th day of March, 1974, to consider establishing a water district; and WHEREAS, members of the Board of County Commissioners, members of the Planning Board,representatives of the Towns of Angier, Coats and Lillington and a rep- resentative from the Village of Buies Creek were present; and WHEREAS Moore - Gardner Associates presented a District Water Plan to the groups for a district encompassing the Towns of Angier, Coats and Lillington and the Village of Buies Creak and also encompassing a corridor along connecting areas between these towns and the village of Buies Creek; and WHEREAS, the representatives present at the March 6, 1974, meeting voted unanimously to ask the Planning Board to make a favorable recommendation to the Board of County Commissioners for action; NOW, THEREFORE, BE IT RESOLVED by the Planning Board of Harnett County that: 1. The Board of Commissioners of Harnett County is hereby requested to proceed to implement the plans for Harnett County Service District No. 1 as presented by Moore - Gardner Associates and as contained in their study report. 2. The Board of Commissioners is further requested to execute the necessary letters of intent to participating governmental agencies if the decision to begin implementing the plan is made by the Board of Commissioners. 3. The Board of Commissioners, if it decides favorably, is further requested to solicitjp sim filar letters of intent from the Towns of Angier, Coats and Lillington and the Village of Buies Creek. Perry Cameron, has tendered his resignation, effective April 30, 1974. The Board was informed that Mr. Carter from Local Government Comm- ission would be in the Auditor's Office on Tuesday, March 19, 1974, to discuss certain procedures of the operation of the county administration.
