02181974MINUTES OF MID-MONTH MEETING FEBRUARY 18, 1974. 'MID- MONTHLY MEETING The Harnett County Board of Commissioners met on February 18, 1974, at 7:30 p.m. with all members present, also, H. D. carson, Jr., Clerk to the Board and Edward McCormick, County Attorney. PRAYER Commissioner Brown led in prayer. MINUTES The minutes of the February 4, 1974, meeting were approved upon the basis of having received and read the rough draft mailed to each commissioner. This done by motion of Commissioner McLamb, second of Commissioner Brown and a unanimous vote. MANPOWER RS FUNDS Mr. N. D. McGinnis, Manpower Coordinator of Cumberland County and Mr. Clyde Russell of the Region, appeared before the Board and presented a multijurisdictional Agreement consisting of: Enclosure I - FY 1974 Programs in being in Region "M" by County, including approximate budget allocations. Enclosure II - Timetable of MRS actions to be taken. Enclosure III - Cumberland Tri- County Manpower Revenue Sharing Multijurisdictional Agreement. His presentation of the data was a result of the legislation enact- ed on December 28, 1973, and Mr. McGinnis stated that it was nec- essary, if Harnett was to intend to form a consortium with Cumber- land County acting as Prime Sponsor, to issue a letter of intent to Cumberland County, stating the intention. Action delayed until nearer the close of the meeting. MRS. RANDALL RE XEROX Mrs. Margaret Randall, Librarian, appeared before the Board and re- quested that permission be given for the placement of a Xerox Model 914 be placed in the library. She cited justification for the re- quest. Commissioner Etheridge moved that the request be granted out of the present budget, and secure the machine for a 6 -month period of time. After the expiration of this period, revaluation of the machine would determine its permanence. Commissioner Mc- Lamb seconded the motion and the issue passed. RALPH MC COIG, AREA DIRECTOR LEE HARNETT MENTAL HEALTH Ralph McCoig appeared before the Board in behalf of a proposed bud- get presented by the Lee - Harnett Mental Health Center for use of the 5 cents a bottle revenue. The budget was in the amount of $25,000. Commissioner McLamb made a motion that the proposed bud - get be adopted as it relates to alcoholism treatment, Commission- er Etheridge seconded the motion and the issue passed. APPOINTMENTS TO REGION "M" AGING PLANNING COMMITTEE Miss Irene Lassiter, E. J. Rhue, Mrs. Cornelia Murchison, Mrs. Bettie Giles and Mrs. Gerald Johnson were appointed to serve on the Region "M" Aging Planning Committee by action thus: Comm- issioner McLamb made a motion to appoint the foregoing five per- sons to the committee, Commissioner Brown seconded the motion and the issue passed favorably. APPT. DUNN AS LEAD AGENCY 201 PLANNING A letter from Charles E. Powell, Davis = Martin & Associates, Inc., regarding Dunn Area Facilities Planning Job No. #E -328, was given to the Board, requesting that the Board pass a resolution to name Dunn as the Lead Agency for the preparation of the Dunn Area Fac- ilities Planning Report, if deemed feasible. After the Commission- ers discussed the matter and viewed the attached resolutions from the other municipalities, Commissioner McLamb made a motion that the County of Harnett support this request and adopt the follow- ing resolution, Commissioner Etheridge seconded the motion and the issue passed. STATE OF NORTH CAROLINA COUNTY OF HARNETT RESOLUTION WHEREAS, The Dunn, Benson, Erwin Area of North Carolina has been deleneated as a 201 Planning Area; WHEREAS, The Environmental Protection Agency and the State of North Carolina Department of Natural and Economic Resources have approved and authorized grant funds to aid in the preparation of a 201 Facili- ties Planning Report for this area; WHEREAS, it is mutually agreed that the preparation of said Facilities Planning Report would be beneficial to all local governments in this Area; NOW, THEREFORE BE IT RESOLVED, BY THE HARNETT COUNTY BOARD OF COMMISSIONERS, Harnett County, North Carolina: That the City of Dunn will serve as the designated Lead Agency in the preparation of the Facilities Planning Report for the 36 lal Abea known as the Dunn Co-mpfe lannang Area, and will disburse funds required for the preparation of this report. That the City of Dunn will enter into an agreement with the . Consulting Engineering firms representing the governments in this Area; Harnett County and Erwin, N. C. - Moore, Gardner and Associates; Dunn, N. C. - Davis = Martin & Associates, Inc.; Benson, N. C. - L. E. Wooten and Company; and that these firms shall jointly prepare the Proposed Facilities Planning Report. That the local share of the cost of preparing the Facilities Planning Report shall be prorated to the Municipalities of Dunn, Erwin and Benson based on their latest (1970) census population. Brock, Chairman, Harnett County Board Commissioners SERVICES TO WESTERN PART OF COUNTY Commissioner Brown made the following presentation, after having made the material available to each commissioner: As you know, the western part of our county is heavily populated and is exper- iencing rapid growth in permanent dwellings, rented dwellings and the purchase land for future homesites, etc. It is ideally located for employment in the surrounding counties of Cumberland, Moore "and Lee, as well as Harnett. It . is a good place to live, good community, good churches and although there is a growing education need, good basic schools. Many people find it pleas- urable to live in Harnett County, and more particularly in the western part, evidenced by the rapid growth. Dr. Stumpf from Campbell College, has been assisting in forums over the County, and recently held a forum at Benhaven School. During the time of the planning of the forums and prior to the time the forum was held in Benhaven Community, I talked with Mrs. Crews, Social Services Director and with others about extended medical and social services being made available to the folks living in the western part of the county. The reasons I had for discussing it was not only that I had witnessed this growth, but also that citizens from the area presented facts and figures in support of a request for addit- ional extended medical and social services on a more local level. As a result of the forum Lheld at Benhaven School, the people issued a petition to the Harnett County Board of Commissioners to support efforts to provide this service and they expressed a need. This expression of need issuing from the people was strengthened by the presentation of the material from the Office of Rural Health Services, and I enclose a copy of that material. It is my understanding that the Office of Rural Health Services will offer assistance in helping get the program started, and upon availibility of funds, offset some of the costs involved. in light of the facts stated here and in the facts enclosed in the attached materials from the Rural Health Care Center, I hereby move that Harnett County move forward and agree to begin the implementation of this type of service by contacting the Office of Rural Health Services and proceed in whatever feasible manner in extending the medical and social services to the people in the western part of Harnett County. /s/ Gilbert Brown Gilbert Brown Commissioner McLamb seconded the motion and the issue passed. A committee was appointed to contact the Raleigh Office and invest- and investigate the matter on a more detailed basis. Those named, to the Committee: Commissioner Gilbert Brown, Mrs. Helen R. Crews, Director Social Services and Mrs. Lida R. O'Quinn, Public Health Nurse with the Health Department. Mr. Brown was named Chairman. RES. ON SALARIES FOR CO. COMMISSIONERS, ETC. Commissioner Bob Etheridge presented the following resolution en- titled: Resolution on Salaries for County Commissioners and other officers, and the Board adopted the resolution by motion of Comm. McLamb, second by Commissioner Etheridge and a unanimous vote. "RESOLUTION ON SALARIES FOR. COUNTY COMMISSIONERS AND OTHER OFFICE That Whereas, the County has recently established a County Manager form of government; and Whereas, this new form of County Manager government by law became effective on February 1, 1974; and Whereas it is desirable to establish or restate the compensation policies that will be applicable to elected officials and other officers under this new form of government; and Whereas, the Board desires to begin by making such policy or policies applicabl to its own members; NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF HARNETT COUNTY: 1. Salary for Commissioners. That each County Commissioner shall continue to receive a salary of $80.00 per month for his services and the Chairman of the Board shall continue to receive a salary of $105.00 per month. 2. Purchasing Agent. That the salary of the purchasing agent hereafter desig- nated by the manager shall be $40.00 per month. 3. Special Meetings and Assignments. That each commissioner shall continue to receive $20.00 per diem for special meetings of the Board; that each comm- issioner shall also receive $20.00 per diem for assignments requested by or approved by a majority vote of the Board and duly entered into the minutes; 4. Vouchers. No Commissioner shall be paid the per diem authorized for special meetings until the meeting is duly recorded in the minutes; Comm- issioners shall be paid the per diem for assignments of the Board when he presents to the County Auditor a voucher showing: (1) the nature of the special assignment, (2) the date of the organizational minutes of the Board or other minutes generally authorizing or approving the assignment and (3) a brief statement as to what purpose was accomplished by the assignment; provided, however, such per diem payments for special assignments shall not exceed 2 per month for each commissioner unless specific approval is granted by the Board; 5. Travel and Other Expenses. That each Commissioner shall receive an allow- ance for travel and other expenses in keeping with the county travel policy. 6. Budgeting Restriction. The provisions of this policy are subject to the pro- visions of North Carolina General Statute 153A -28 which went into effect on February 1, 1974. 7. Repealer. All resolutions, policies and ordinances in conflict with the provisions of this resolution are hereby repealed. Duly adopted this the 18th day of February, 1974. BOARD OF COMMISSIONERS /s/ M. H. Brock RESOLUTION INTERIM COUNTY Chairman MANAGER ACTION TO THE MANPOWER ISSUE Commissioner Etheridge presented the following resolution entitled "Resolution on Interim County Manager" for the action of the Board. "That Whereas the County has recently established a County Manager form of government; and Whereas this new form of government by law became effective on February 1, 1974; and Whereas the statute provides for appointment of an Interim Manager until a full time manager can be employed: NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF HARNETT COUNTY: That M. H. Brock be appointed effective February 1, 1974 to act as Interim County Manager at a monthly salary of $350.00; he shall serve at the pleasure of the Board of County Commissioners. Duly adopted this 18th day of February, 1974. Commissioner McLamb made a motion that M. H. Brock be appointed as Interim County Manager as stated, at a salary of $350.00 per month, and that the resolution be so adopted, Commissioner Etheridge seconded the motion and the issue passed. By unanimous consent of the Board of Commissioners, the Chairman was authorized to issue a letter of intent to the Cumberland County government, indicating intent to ally with Cumberland in a multi - jurisdictional agreement for Manpower Revenue Sharing funds. DISCUSSION ITEMS TOLL FREE LINE FOR SHERIFF DEPARTMENT APPEAL TO LOCAL GOVERNMENT COMMISSION Commissirner McLamb placed two items of interest before the Board for consideration and study: A county -wide toll free telephone into the Sheriff's Department- and that a request be made to the Local Government Commission for professional analyses into the areas of county government at to capital efficiency and perform- ance of each department and related agency thereof. BUDGETING ASSISTANCE FROM LOC. GOV. Commissirmer Etheridge moved that a request be made to the local Government Commission for assistance in re- evaluating the total budgeting processes of the county to see that the procedures are being carried out properly and efficiently. Commissioner Cotton seconded the motion and it passed.
