MINUTES OF SPECIAL MEETING OF DECEMBER 19, 1973.
CALL TO ORDER The Board of Commissioners met on Wednesday, December 19, 1973, in the
Commis sioners Room, Courthouse, Lillington, N. C. The Chairman calle
the meeting to order at 5 :30 p.m., with the following members present:
M. H. Brock, Gilbert Brown, C. E. McLamb, W. J. Cotton, Jr. and Bobby
R. Etheridge. Also, H. D. Carson, Jr., Clerk to the Board and Edward
H. McCormick, County Attorney were present.
HOOVER ADAMS
Hoover Adams from Dunn attended the meeting and issued an invitation t
the Board to a Testimonial Dinner for Attorney General Robert B. Mor-
gan, to be held on January 28, 1974. Final details will be given lat
He also requested a resolution from the Board of Commissioners
endorsing Robert B. Morgan Attorney General as a candidate for United,
States Senate in the forthcomin g election. Commissioner Cotton made
motion that the request be honored, Commissioner Etheridge seconded
motion and the issue passed. The Board also accepted the invitat-
ion to attend the testimonial dinner.
THOMAS ALLEN RE:
LISTING DOGS Thomas Allen, Tax Supervisor appeared before the Board to inform the
Board of the information relative to the privilege of owning dogs in
the County and the methods of listing. Edward McCormick, Attorney,
presented the following resolution for the pleasure of the Board:
ANNUAL LICENSE TAX ON THE PRIVILEGE OF KEEPING DOGS WITHIN THE COUNTY
THAT, WHEREAS, the present dog tax sttutes are being repealed effective
February 1, 1974; and
WHEREAS, new N.C.G.S. 1530153 provides: "a county may levy an annual
license tax on the privilege of keeping dogs and other pets within the county; and
WHEREAS, the new law does not prescribe -the procedure for levying the
license tax but does provide that "the power to impose a tax . . . includes the
power to provide for its administration in a manner not inconsistent with the
statute authorizing the tax; and
WHEREAS, The County Commissioners desire to retain the privilege tax
and desire to continue existing procedures contained in Chapter 67 and other
provisions of the General Statutes until such time as a comprehensive procedure
for Harnett County can be drafted and adopted;
NOW, THEREFORE, BE IT RESOLVED by the County Commissioners of Harnett
County that:
1. License Tax -- Annual license tax on the privilege of owning or
keeping dogs. Any person owhing or keeping about him any open female dog of the
age of six months or older shall pay annually a license or privilege tax of two
dollars. Any person owning or keeping any male dog, or female dog other than an
open female dog of the age of six months or older, shall pay annually on each dog
so owned or kept a license or privilege tax of one dollar.
2. Procedure. That the existing procedure provided for by State law for
listing of dogs, providing of tags, and levying and collecting the taxes is hereby
adopted as the procedure for Harnett County effective February 1, 1974; provided,'
however, all taxes collected for said license shall be deposited to the general
fund of the County for appropriation by the County Commissioners unless otherwise
provided by law.

'Re: SCHEDULES, STANDARDS AND RULES RELATING TO
LAND USE After review of the schedule, standards and rules dated December 19,
1973, presented by the Tax Supervisor to the Board, it was moved by
Commissioner W. J. Cotton, Jr., seconded by C. E. McLamb and passed
unanimously, that the following order be entered:
"The Board of Commissioners of Harnett County order that the schedule,
standards and rules dated December 19, 1973, relating to use value of
land to be used in assessing farm, horticultural and forest land for
for 1974, be and the same is hereby adopted and that a copy of this

SCHEDULE, STANDARDS AND RULES RELATING TO LAND USE VALUES DATED 12- 19 -73.
The 1973 General Assembly enacted legislation giving selected classes
of real property, namely agricultural, horticultural and timberland preferential
treatment for tax purposes provided the ownership and property meet all require-
ments. In accordance with the provisions G.S. 105 -277.6 (c) and 105 -317 (c)
(1`& 2) Harnett County is required to prepare a use value schedule of values which
must be adopted by the County Commissioners. This schedule is to be reflective
of Market Value as of January 1, 1974, based on the value of the property as it
is being used assuming that it is being operated under a sound management program.
This schedule was prepared using proper appraisal principles and theories. Both
the market and income approach were used in compiling this schedule.
CAR BIDS
Numerous sales were analyzed to determine what each part of the property
contributed to the total sales. Tobacco allotment, timberland and buildings were
analyzed and a value placed on each that reflected the current market value of
each at the time of sale. This appraisal was subtracted from the sale price and
the number of cultivated acres divided into the remainder to indicate the per acre
price of open land. See schedule #II for a further explanation of this appraisal
and several sales that were analyzed.
Further analyzing local conditions indicates that the average production of
corn would be approximately 55 bu. per acre and that $1.80 per bu. based on the
1972 and 1973 prices would yield $99.00 per acre gross income. Net income is
estimated to be $24.75 or 25% of the $99.00 gross income A 6% capitalization
rate which was proved in a state wide study compiled by the North Carolina Depart-
ment of Revenue was justified and is suggested to be used in Harnett County.

Class #2 Land 385.
Class #3 Land 345.
Cut -over woodland 200.
Wasteland 50.
Building site and ponds are to be appraised using the 1972 schedule.
County Attorney McCormcik presented the format for bids for the puc-
chase of cars for the Sheriff's Department for Harnett County. Comm-
issioner McLAmb made a motion that these bids be submitted for adver-
tisement, Commissioner Cotton seconded the motion and it passed. The
following notice was placed in the news media:

The Board of Commissioners of the County of Harnett, North Carolina, 27546,
will receive sealed proposals for the furnishing of eight vehicles to the County
of Harnett until 8:00 p.m., January 21, 1974, and no longer; at that time the sealed
bids will be publicly opened in the Commissioners room, at the Harnett County Court-
house in Lillington, North Carolina.
The bid proposal form to be used by the bidder, the specifications for the
vehicles, detailed instructions for preparing the bid proposal and the proposed
contract between the County and the successful bidder are available in the office
of the County Audiotr, at the County Courthouse in Lillington, North Carolina, for
all interested parties prior to and including the date of the bid opening at any
time between 8:00 a.m. through 5:00 p.m. Monday through Friday, except on County
observed holidays. Use of the bid proposal form furnihsed by the County is required,.
The County of Harnett hereby reserves the right to reject any and all proposals.
A bid bond or deposit in the amount of 5% is required by law. A performance
bond by the successful bidder is waived.

The County Attorney was asked for his opinion regarding the County's
providing a secretary for the FHA office. The attorney offered his
legal opinion and it was that this adion would be illegal. Commiss-
ioner McLamb moved that Mr. David Tyre, local manager of FHA, be
notified of this opinion, Commissioner Cotton seconded the move and
it passed.
TRAVEL EXPENSE POLICY
The following resolution relative to travel expense policy was pre-
sented for the pleasure of the Board:
COUNTY OF HARNETT RESOLUTION ON TRAVEL EXPENSE POLICY
THAT, WHEREAS, the Board of Commissioners desires to change its policy relating to
payment of expenses for travel undertaken by officers and employees of Harnett
County; and
WHEREAS, it is desirable that County employees be reimbursed for travel expenses on
the same basis as State employees.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS THAT:
1. General Policy. Travel on official business by the officers and employees of
Harnett County shall be reimbursed at the following rates:
(a) for transportation by privately -owned automobile, eleven cents (11¢)
per mile of travel and the actual cost of tolls paid;
(b) for bus, railroad, pullman, or other conveyance, actual fare;
(c) for subsistence, the actual amount expended for room, meals, and
reasonabie gratuities, not to exceed a total of Nineteen Dollars ($19.00) per
day when traveling in State or a total of Twenty -five Dollars ($25.00) per
day when traveling out of State;
(d) for convention registration fees, not to exceed Fifteen Dollars ($15.00) p
convention.
2. Exceptions. For out of State travel and other travel where anticipated costs
can be documented in advance by brochures and other reliable sources, the officer
or employee may apply for prior approval through the Head of his department to the
Board of County Commissioners for an increase in the allowance specified in
paragraph one above.
3. Documentation. A voucher setting forth itemized expenses on a form approved
by the County Auditor shall be signed by officers and employees whoapply for re-
imbursement of expenses; this voucher must be approved by the department head and
the County Manager. An actual receipt or statement for rooms must be attached to
the voucher.
4. Effective Date. This policy is effective immediately for all officers and
employees who do not have an agreement with the County for travel allowance for
fiscal year 1973 -74; an employee having such an agreement may, at his option, elect
to come under this policy immediately. Effective July 1, 1974, this policy will be
effective in all departments.

County Auditor Carson presented a statement of account from O'Quinn &
O'Quinn for clothing purchased by deputies in the Sheriff's Department
Several of these purchases by deputies exceeded the unit allowance
authorized per minutes of January, 1973. Commissioner Etheridge moved,
Commissioner Cotton seconded, that the allowance be granted as per min
utes of January, 1973. Motion carried.

Commissioner Etheridge presented a resolution to establish a Capital
Reserve Fund for Harnett County. Afterieading the resolution to the
Board, the Board agreed to defer action to the resolution until the
meeting of January 7, 1974.
RES. TO ESTABLISH COUNTY MANAGER FORM OF
GOVERNMENT
Commissioner Etheridge presented a resolution to the Board to estab-
lish a County Manager form of government. After reading said resoluti
to the Board, the Board agreed to defer action to the resolution until
its next regular meeting to be held on January 7, 1974, or the mid -
month meeting scheduled for January 21, 1974.
