MINUTES OF THE SPECIAL MEETING OF OCTOBER 17, 1973.
The Board of Commissioners met in joint session with the Harnett County Health Board on Wednesday night
October 17, 1973, at 8:00 p.m.
Topic for discussion was Planned Parenthood, and the fees to be charged. Miss Lassiter, Acting Health
Director, made the following recommendations as to the amounts to be charged for stated services, as
follows:
"Five dollars for a complete physical - height, weight, blood pressure,
urinalysis, blood test, paps smear, Gonorrhea smear and three packages
of birth control pills with a follow -up exam in six weeks.
Ten dollars for an intrauterine device with a complete physical as above
and the follow -up exam in six weeks."
Commissioner McLamb made a motion that the foregoing fees and charges tm be used for the listed
services throught the planned parenthood program, Commissioner Etheridge seconded the motion and it
passed.
Regarding legislation affecting local Board of Health Membership, GS 130 -13 and 130 -14, which were
rewritten entirely by HB 107 and 106 and recorded below, a motion was made by Commissioner Cotton and
seconded by Commissioner McLamb that M. H. Brock and Alton Gray be appointed to the Board of Health to
serve until 1 -1 -75. Motion carried. The Board of Commissioners then agreed by common consent that
Dr. Fridley would be appointed to serve on the Board of Health Board until 1 -1 -74.
"1. Transfer of appointment authority of local board of Health members to boards of county
commissioners.
2. Expansion of board of health membership to nine members for county boards of health and
fifteen members for district boards of health.
3. Change of terms of office from four to three years and limitation of length of service
to a maximum of three successive three year terms; and
4. Discontinuance of mayors of county seat towns and superintendents of county schools as
ex- officio members.
The joint session meeting adjourned at 9:15 p.m.
The Chairman of the Board of Commissioners then called a meeting of the Board of Commissioners at 9:15
p.m. to settle various county matters.
The following recommendation from the Bid Review Committee was made known to the Board by the follow -
ing written recommendation:
TO BOARD OF COMMISSIONERS FROM BID REVIEW COMMITTEE OCTOBER 16, 1973
"The Harnett County Board of Commissioners received bids for county automobiles from four
companies at a meeting for opening of bids on October 11, 1973, at 1:30 p.m. These
bids were referred to a Bid Review Committee, consisting of W. J. Cotton, Jr., Chairman,
and Gilbert Brown, B. E. Sturgill and Edward McCormick as members.
These bids were reviewed by the committee on October 16, 1973, at 9:30 a.m., at a called
meeting of the committee. All members of the committee were present. The committee
reviewed the following bids:
1. W $ S Motors -1974 Plymouth Fury 4 Dr., $3,635.85 base price, $3,708.57 net price,
$72.72 amount of tax.
2. Sexton Motor Sales - Ford, $2,980.00 base price, $3,639.36 net price, $71.36 amount
of tax.
3. A uto Sales $ Service - Ford $3,375.00 base price, $13.65 less taxes:, $3,428.85
net price, $67.50 amount of tax.
4. Brock Chevrolet Co., - Impala, $3,530.00 base price, $13.90 less taxes, $3,586.42
net price, $70.32 amount of tax.
ALTERNATE BID: Bel Air base price $3,410.00, $13.90 less taxes, $3,464.02 net price,
$67.92 amount of tax.
It was noted that the Brock Chevrolet Co., Inc., bid for the Bel Air Chevrolet was low bid
and that this car was comparable to the Custom 500 being offered by Sexton Motor Sales and
Auto Sales $ Service.
The committee took into consideration the resale value of the Impala offered by Brock Chevro-
let Co., Inc., and noted that more could be expected on resale from it than from either a
Custom 500 Ford or a Bel Air Chevrolet.
Accordingly, the committee recommends to the Board of County Commissioners that it accept
eight 1974 Impala Chevrolets for purchase in accordance with the bid proposal of Brock
Chevrolet Co., Inc.

Commissioner Cotton moved that the Board accept this recommendation, Commissioner Etheridge seconded
the motion and those voting affirmatively were Commissioners Cotton, McLamb, Etheridge and Brown.
Chairman Brock abstained. (Commissioner Brown voted by proxy).
'EXPANSION AT SOUTH HARNETT
The committee to advise on financing school expansion at South Harnett presented their recommendation
and is as follows:

FROM: Committee to advise on financing school expansion at South Harnett.
The Committee that was appointed to stidy and advise the Board of Education and the Board of Commission-
ers as to the best method to finance the proposed 13- classroom expansion at South Harnett School met
on Thursday, October 11, 1973, and again on Friday, October 12, 1973. The committee offers the foll-
owing recommendation:
"The County Board of Commissioners provide up to $50,000. of Revenue Sharing
Funds with the remainder of the cost of the expansion to be taken from Slate
Bond money, and thatthe Board of Education be allowed to use Revenue Shar-
ing Funds for architect fees, si -e preparation and furnishings."
The following persons served on the committee:
