;REGULAR MEETING The regular meeting of the Board of Commissioners convened on Monday
August 6, 1973, at 9:30 a.m., with the following members present:
Chairman M. H. Brock, Vice Chairman C. E. McLamb, members Gilbert
Brown and W. J. Cotton, Jr. Also present, H. D. Carson, Jr., Clerk
to the Board and Marshall Woodall as County Attorney.
MINUTES OF JULY
MEETING The minutes of the July 1973 meetings were read and.. pproved.
DISTRICT ENGINEER
HIGHWAY COMM. Donald Cooper, District Engineer of State Highway Commission, was
present at the meeting to answer questions of the commissioners. The
following road petitions were presented:
1. Lee Road in Hectors Creek Township, 1.5 miles in length, 8 occup-
ied homes, request for attention and maintenance.
2. SR 1109, Johnsonville Township, 1.5 miles, 14 homes, request for
black topping.
Commissioner Cotton moved to approve the road petitions, Commissioner
McLamb seconded the move and the issue passed.
KEITH HAMPTON
Keith Hampton, Director of Harnett County Sheltered Workshop appeared
before the Board with a report of the progress of his department. The
Board extended a welcome to Mr. Hampton to come again.
JAMES GOFF
EXTENSION DEPT James Goff, Chairman of the Extension Department, came before the
Board and made a request for equipment needed in his department:

EARL BLACK RE:
CARNIVAL
Commissioners Cotton and McLamb suggested that the request be taken
under advisement and notify Mr. Goff of the outcome.
Earl Black, representing Flat Branch Fire Department, appeared before
the Board to make application for license to open and operate a carn-
ival, with a profit of $500. going to the fire department. Commiss-
ioner Mclamb made a motion that the Board approve the list of activit-
ies presented on the application and authorize the Tax Collector to
issue the license. Commissioner Cotton seconded the motion and it
passed.
THOMAS ALLEN Thomas Allen, Tax Supervisor, gave a report for his department.
W. EARL JONES W. Earl Jones, Tax Collector, presented a report of the activities
of his department.
CHARGE TO THE TAX
COLLECTOR The Commissioners issued the following charge to the Tax Collector
by a motion of Commissioner Cotton, a second by Commissioner Brown and
a unanimous vote:
TO: W. EARL JONES, HARNETT COUNTY TAX COLLECTOR 1973 TAXES
You are hereby authorized, empowered and commanded
to collect the taxes set forth in the tax books filed
in the office of the Harnett County Tax Supervisor and
in the receipts herewith delivered to you, and in the
amount and from the taxpayers therein set forth, '( and
also, all other taxpayers and taxes represented by official tax receipts
for years other than the current year) and such taxes are
hereby declared to be a first lien on all real property of
the respective taxpayers in Harnett County and this order
shall be a full and suffieient authority to direct, require and
enable you to levy on and sell any real or personal property
of said taxpayers, for and on account thereof in accordance
with law.

ED BAIN RE:
PARTICIPATION IN DEPUTY
SALARY Ed Bain, Lillington Town Attorney, appeared before the Board and
stated that the Town does not feel that it should have to contin%

participation in the night desk deputy's salary in the amount of $202j.
per month. The town feels that this service should be furnished fre
of charge as a balancer for, the services rendered the county by the
town. The matter was taken under advisement and the Commissioners
indicated that they would render their decision later.
1RES. FROM RED CROSS
CHAPTER The following resolution from the Executive Committee of the Harnett
County Chapter American Red Cross was presented for the pleasure of
the Board:

Red Cross
WHEREAS, on June 29, 1973, the Executive Committee, on behalf o£;
the Red Cross Blood Program passed a resolution in support of the ser-
vices to the citizens of Harnett County as follows:
NOW, THEREFORE, BE IT RESOLVED that the Harnett County Chapter
of the American Red Cross do hereby ask for a contribution in the
amount of $1,000. from the Harnett County Commissioners to assure
the continuation of the American Red Cross Blood Program in Harnett
County of the year of 1973 -1974.
The Executive Committee of the Harnett County Chapter of the
American Red Cross greatly appreciates the County Commissioners con -
sidering this request.

,REPAIRS TO AIR CONDITION UNIT
[,HEALTH DEPT. The proposal from N C. Natural Gas Corporation regarding cooling the
Health Building was brought to the attention of the Board. MR.
Brown, Buildings and Grounds Committeeman, accepted the proposal,
arranged for a meeting on Tuesday, August 7, 1973, with Mr.. Upchurch
of N. C. Natural Gas and will render a decision on that date as to
the execution or signing of the contract.
LOTS FOR THE GARAGE
BUILDING
The Board was informed that the deeds to the property on which the
garage building will be erected are ready. Commissioner McLamb made
a motion that the County Attorney be authorized to negotiate and
close the transaction in the purchase of the property (see page 160).
Commissioner Cotton seconded the motion and it passed.
VOTING DELEGATE
NCACC Commissioner Cotton made a motion, seconded by Commissioner Brown,
that C. E. McLamb be named as voting delegate in the state c nvention
of the County Commissioners to be held in Pinehurst begin g Aug -
ust 16, 1973, and the issue passed
The Board was informed that the Lillington landfil site is to be clo
ed soon and the site near Angier is to be opened in the near future.

BIDS FOR CARS AND
The Chairman announced that the bids for the new county building would
be accepted and opened on Friday, August 10, 1973, at 3:00 p.m., in-
stead of August 6, 1973.
METAL BUILDING The Board was informed that the bids for cars were being prepared and'
would be released soon, and that the bids for the metal garage build1
ing were also being prepared to be mailed soon.
PACKAGED
HOSPITAL
DISASTER
The Chairman announced that the Packaged Disaster Hospital unit was
now in the county and plans were being made to instruct persons in
the setting up of the unit.
BREAKFAST MEET The Chairman announced a breakfast meeting to be held on August 14,
1973, at 8:00 a.m. Gov. Holshouser will be present and the Comm-
issioners were urged to attend the meeting.
'AIR CONDITION UNITS FOR
SHELTERED WORKSHOP
Commissioner Cotton made a motion that 4 air conditioner units be
purchased for use at the Harnett County Workshop building, for an
amount not to exceed $1,100.00. Mr. Hampton had informed him of the
great need of these units. Commissioner McLamb seconded the motion
and it passed unanimously.
ADJOURN The meeting adjourned at 11:37 a.m.

SPECIAL MEETING OF THE BOARD OF COMMISSIONERS
The Board was called for special session on Friday, August 10, 1973. The meeting
convened at 2:30 p.m. with Commissioners Brock, McLamb, Brown and Cotton in attendance.
The matter of the request from James Goff recorded in the minutes of the regular meet-
ing was brought again to the attention of the Board for action. Commissioner Cotton
made a motion that approved the request from Mr. Goff, Commissioner Brown seconded the
motion and the matter passed favorably.
The Commissioners then moved to the Superior Courtroom to open the bids for the const-
ruction of the new County Building. Mr. Brown was unable to attend the bid opening.
The Chairman called the meeting to order and expressed appreciation to those in attend-
ance and to those submitting bids. He informed the bids that the Board of Commiss-
ioners reserved the right to reject any or all bids. Then the opening of the bids
was turned over to the County Attorney and to LBC & W representative.

ACTION: Commissioner Cotton made a motion that the Board accept the low bidder on the
General bidding along with Alternates 1,2,3 & 4, and the low bidder in the other three
categories - plumbing, mechanical and electrical - Commissioner McLamb seconded the
motion and the issue passed. The total amount of the low bids, including alternates,
was $300,287.00.
