REGULAR MEETING The regular monthly meeting of the Board of Commissioners met on July
2, 1973, with all members present: Chairman M. H. Brock, C. E. McLamb,
W. J. Cotton, Jr., Gilbert Brown, Bobby Etheridge, also, H. D. Carson
Jr., Clerk to the Board and Edward McCormick Attorney.
CALL TO ORDER The Chairman called the meeting to order at 9:30 a.m. and led the
morning prayer.
DONALD COOPER STATE
ENGINEER Donald Cooper, District Engineer, State Highway Commixion came to the
meeting to hear the presentation of the road petitions and to answer
the questions of the Board members.
ROAD PETITIONS The following road petition was presented to the Board:
Ponderosa Subdivision:
Section 3, Route 3, Dunn, N. C., 1/2 mile in length, request for
addition to the system for maintenance.
Commissioner McLamb moved to approve the petition, Commissioner Cot-
ton seconded the motion and the issue passed.
READING AND APPROVAL OF
MINUTES The minutes of the June 1973, meetings were read and approved.

Mr. Woodall presented a resolution requesting settlement of a welfare
lien
RESOLUTION AND AGREEMENT TO RELEASE LAND FROM WELFARE LIEN
NORTH CAROLINA HARNETT COUNTY
That Harnett County Board of County Commissioners and the Harnett County Board of
Social Services, acting jointly and after investigation, make the followind find-
ings of fact and resolve as follows:
THAT WHEREAS, Lola S. Bowden is the recipient of old age assistance authorized
under North Carolina General Statute 108 -30, etc. and that a lien was filed by the
Director of Social Services for the County of Harnett against any interest in real
estate owned by the said Lola S. Bowden as will appear in the records of the office
of the Clerk of Superior Court for Harnett County; and
WHEREAS, it has been made to appear that the said Lola S. Bowden owns a one fourth
undivided interest in and to a certain tract or parcel of land in Upper Little
River Township, Harnett County, North Carolina, more fully hereinafter described
and
WHEREAS, the North Carolina State Highway Commission has commenced a civil action
for condemnation under General Statute 136 -103, etc. against all persons owning
an interest in the aforesaid mentioned tract of land and that a settlement has
been reached between the North Carolina State Highway Department and the other
respondents of record, with the exception of Lola S. Bowden and the County of Har-
nett, concerning the payment for the aforesaid mentioned land and that pursuant t
the values established for the various interests in said land, a one fourth mdiv-
ided interest amounts to $1,875.00; and the North Carolina State Highway Commission
hs requested the County of Harnett to release its interest in said property for
the sum of $1,875.00; and
WHEREAS, it has been made to appear to the respective Boards that the sum of $1,875.00
is a fair and equitable value for the one fourth undivided interest in said tract
of land hereinafter described; and it has further been made to appear that it would
be in the best interests of the County of Harnett to accept the sum of $1,875.00
and release the property hereinafter described from under the operation of the
lien heretofore filed and authorized under General Statute 108 -30.1, etc.
NOW, THEREFORE, BE IT RESOLVED by the respective Boards that the hereinafter des-
cribed tract or parcel of land be released upon the consideration and payment to
the County of Harnett of the sum of $1,975.00, being the value of the interest of
the recipient Lola S. Bowden in and to said tract or parcel of land; and further
the County of Harnett does hereby remise and release that certain tract or parcel
of land as described below from under the operation of the lien heretofore filed
against the real properties of the said recipient Lola S. Bowden upon payment to
the County of Harnett by the State Highway Commission of the sum of $1,895.00;
said tract or parcel of land is more fully described as follows:
"Being all that land and real estate interest being acquired by the North Carolina
State Highway Commission under and pursuant to that civil suit of condemnation
heretofore filed in the Harnett County Clerk of Superior Court's office and being
file No. 73 CVS 719; said property is further described as that two acre tract
described in that deed dated January 2, 1940, from J. Bowden to Lola Bowden et
als, recorded in Book 269, Page 431, Harnett County Registry.
Acted upon this second day of July, 1973.

ACTION: Commissioner Cotton moved to approve the transaction upon the recommendat-
ion of the Tax $ Welfare Lien Attorney and pending approval of the Social Services
Board, Commissioners Etheridge seconded the move and it passed.
RESOLUTION REQUESTING WELFARE LIEN
BE RELEASED The Tax & Welfare Lien Attorney presented a resolution requesting th
release of a lien for Altha Harris as follows:

"The Harnett County Board of County Commissioners and the Harnett County Board of
Social Services, acting jointly and after investigation, make the following find-

THAT WHEREAS, Altha Harris is the recipient of disability assistancd authorized
under North Carolina General Statute 108 -30, etc. and that a lien was filed by
the Director of Social Services for the County of Harnett against any interest in
real estate owned by the said Altha Harris as will appear in the records of the Clerk
of Superior Court for Harnett County; and
WHEREAS, it has beenmade to appear that the said Altha Harris owns a one tenth
undivided interest in and to a certain tract or parcel of land in Buckhorn Town -
ship, Harnett County, North Carolina, more fully hereinafter described; and
WHEREAS, h. Wagner Senter has or is in the process of purchasing said lands
hereinafter described for a total purchase price of $1,000.00; that the sum of
$100.00 is the value of the interest of said Altha Harris; said tract of land is
a nine (9) acre tract with a true valuation for taxes at $720.00; and
WHEREAS, it has been made to appear to the respective Boards that the sum of
$100.00 is a fair and equitable value for the one tenth undivided interest in
said tract of land hereinafter described; and it has further been made to appear
that it would be in the best interests of the County of Harnett to accept the
sum of $100.00 and release the property hereinafter described from under the
operation of the lien heretofore filed and authorized under General Statute 108-
30.1, etc.
NOW, THEREFORE, BE IT RESOLVED by the respective Boards that the hereinafter
described tract or parcel of land be released upon the consideration and payment
to the County of Harnett of the sum of $100.00 being the value of the interest of I
the recipient Altha Harris in and to said tract or parcel of land; and further
the County of Harnett does hereby remise and release that certain tract or par-
s cel of land as described below from under the operation of the lien heretofore
filed against the real properties of the said recipient Altha Harris upon payment
to the County of Harnett by H. Wayne Senter of the sum of $100.00; said tract or
parcel of land is more fully described as follows:
BEGINNING at a pine corner in Jones' line and runs South 83
degrees West 2.75 chains to a stake and pointers to a corner
of the 18 care lot allotted to Cornelia J. Champion and Hepsey
Anne Pearson, in the division of the estate of Isaac
Johnson, as made by E. E. Green, Surveyor, on January 25,
1890; then as that line South 2 1/2 degrees West 18.50 chains
to a stake in Matthews' line; then as his line South 87
degrees East 7 chains to the old corner of the W. J. Jones,
deceased, line; thence as that line North 15 degrees West
to the BEGINNING, containing 9 acmes, more or less.
Acted upon this Second day of July, 1973.
ACTION: Commissioner Brown made a motion to honor the request of Mr. Woodall,
and adopt the foregoing resolution, Commissioner McLamb seconded the motion and
it passed favorably.
TAX SUPERVISOR Thomas Allen, Tax Supervisor, presentedeii. a report for his department,
HRURAL PANEL COUNCIL
!`. May Marshbanks, C. P. Stewart, Helen Crews and James Goff came before
;the the Board that a brochure to meet the informational needs of the
county be compiled and printed, a projected estimated cost of $2500.
Action was tabled.
TAX COLLECTOR
W. Earl Jones, Tax Collector, presented his monthly report in part.
LIED BAIN RE:
SR 1423 Edgar R. Bain, Attorney, appeared before the Board to petition that,
SR 1423 (the original name of the road) be reinstitutionalized and
approved by the Board to'request that the State assume again the
maintenance and upkeep of the road, SR 1423. Commissioner Cotton moved
to approve the request ,presented by Mr. Bain, on the basis of needs
presented, Commissioner Etheridge seconded the motion and it passed.1
PAVING BESIDE SS
BUILDING Gibbons Crews, Lillington Street Commissioner, informed the Board
that street conditions beside the Social Services Building needed im-
provement; that if the Board would agree to furnish the asphalt at
an estimated cost of $300.00, the town would put it in place. Comm-
issioner Brown moved that this improvement be made, Commissioner
Etheridge seconded the motion and it passed.

INTERIM RES.
H. D. Carson, Jr., Auditor presented the following interim resolution:
INTERIM APPROPRIATION RESOLUTION
BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF HARNETT COUNTY:
Section 1. That in order to operate the county and its sub-
divisions from July 1, 1973, to the date of the adoption of the
1973 -74 Budget Resolution, appropriations are hereby made for
the purpose of paying salaries, the principal and interest on
indebtedness, and the usual ordinary expenses of the county and
its subdivisions at the same rate of expenditure as provided
for in the budget for the 1972 -73 fiscal year. This resolution
shall cease to be effective from and after the adoption o f the
1973 -74 Budget Resolution, and all expenditures made in accord-
ance with this resolution shall be chargeable to appropriations
made in the 1973 -74 Budget Resolution.
Adopted this the 2nd day of July, 1973.
Commissioner Cotton moved to adopt the resolution, Commissioner Brown
seconded the move and it passed favorably.
APPOINTMENT OF VOTING
DELEGATE TO NACO.
W. J. Cotton, Jr. was nominated as the voting delegate to the NACo
convention in Dallas in July, by.a motion to nominate by Commissioner
Brown, second by Commissioner McLamb.
PEP PROGRAM
Alternate voting delegate - M. H. Brock, by nomination of Commissioner
McLamb and unanimous vote.
Susan Senter gave the Board a report of the operations of the Summer
Youth Public Employment Program, to wit: 123 slots, all allocated and
112 presently fill, with the balance expected to be filled during
the week.
B. E. STURGILL
RE: CAR B. E. Sturgill, Deputy Sheriff, requested a car for his use in the course
of duty of the Sheriff's Department. Action was tabled.

Commissioner Brown nominated C. E. McLamb as Vice - Chairman, Commissioner
Etheridge seconded the nomination and all members voted aye.
Commissioner Etheridge was appointed to fill the unexpired term of D.
P. Ray, Jr. on the following committees:

Building and Grounds Rural Development Council
This action taken as a result of a motion of Commissioner Cotton, a
second by Commissioner Brown and a unanimous vote.
A bill from Twyford Printing Company, Dunn, N. C. for 7500 4 -page
brochures for United Daughters of the Confederacy in the amount of
$154.50 and a bill from Murchison and Bailey, Inc., Advertising,
Fayetteville for art desigh, layout and pasteup for Dunn Chamber of
Commerce in connection with UDAR in the amount of $150.00 were pre-
sented to the Board for payment, as requested by the Society. Comm-
issioner McLamb made a motion that the County pay these two bills for
a total amount of $304.50. Commissioner Brown seconded the motion
and it passed. Proper instructions were relayed to the County Auditor.
The meeting adjourned at 11:40 a.m.
