MINUTES OF THE REGULAR MONTHLY MEETING OF MAY, 1973.
The May meeting of the Board of Commissioners convened on May 7, 1973, with the foll-
owing members present, M. H. Brock, W. J. Cotton, Jr., C. E. McLamb and Gilbert Brown.
Also present, H. D. Carson, Jr., Clerk to the Board and County Attorney, Edward McCorm
jp CALL' TO ORDER &
iPRAYER The Chairman called the meeting to order at 9:40 a.m. and all present
stood and prayed the Lord's Prayer together.
MINUTES
The minutes of the meetings held in April were read and approved.
STATEMENT RE:
Comm. Ray The Chairman issued the following statement:
"It is very regretful this morning to note an empty chair, previously
occupied by Vice Chairman Duncan P. Ray, Jr., who passed. away Wednes-
day, May 2, 1973. Because of the faithful service and leadership that
Mr. Ray has given county government by serving as Clerk of Court, Tax
Collector and as a member of the Board of Commissioners since 1968, we
find ourselves at a loss this morning for his knowledge and leadership
in county government will be missed by all who have had an opportunity
to serve and work with him. He has served honorably and with great '
dignity.
On behalf of the Board of Commissioners, I would like to direct the
County Attorney Edward H. McCormick, to draw the proper resolution ini
paying honor and respect to our departed member and present the•res-
olution at our next regular meeting so that it will be possible to
have it recorded in the permanent record of Harnett County.

ORDER OF. BUSINESS
Donald Cooper, D ±strict
Engineer .Donald Cooper, Resident Engineer, State Highway Commission, came to
the meeting. The Board discussed. traffic lights at Coats School as
well as other matters.
ROAD PETITIONS The following road petition was presented: Johnsonville Township,
.9 mile, dead end road, request for addition to the system.
Commissioner Brown moved to approve the petition, Commissioner Cotton
seconded and the motion. passed. - -
SR #1111 & the McDuffie
Road A delegation from the Johnsonville area came to the meeting in support
of SR #1111, and the McDuffie Road, which branches from SR #1111.

pJOHNSONVILLE AREA
(PARK G.J. Hooper talked with the Commissioners about a park for the
of Johnsonville area. Commissioner Brown asked the County Attorney to
research the parks matter and bring his findings to the attention of
the Board.
PROCLAMATION RE: Senior Citizens Week.
Mae Marshbanks, Coordinator for Harnett Council for Senior Citizens,
Inc., presented and read the following proclamation:

"STATE OF NORTH CAROLINA
COUNTY OF HARNETT
WHEREAS, the County of Harnett is trlkly indebted to its citizens 65
years of age and older who have.given of their skills and leadership
qualities, and
WHEREAS, it is in the best interest of the County and its citizenry th
create opprtunities, design programs beneficial to our senior citizens
and to encourage their continued active involvement and participation
in all areas of community affairs;
THEREFORE, The County Board of Commissioners, collectively, proclaim
the month of May 1973, and specifically the week of May 27 through
June 2, 1973 as Senior Citizens Week in Harnett County and commend
this observance to its citizenry.
HARNETT COUNTY BOARD OF COMM.
Commissioner Cotton moved to adopt the proclamation and enter it in o
the minutes of Harnett County, Commissioner Brown seconded the move I
and it passed.
PROCLAMATION RE:
Mental Health Month
Ralph McCoig, Area Director for Lee- Harnett Mental Halth Centers came
before the Board and asked that the following proclamation by adoptec:
"WHEREAS, there are at least 20,000,000 Americans suffering from a
mental or emotional disorder and
WHEREAS there are 490,000 persons in hospitals with mental illness a
each year nearly a million persons are admitted for the first
time to public and private mental hospitals and the psychiatric service
of general hospitals and
ik.
WHEREAS at least half of all the millions of medical and surgical cases
treated by private doctors and hospitals have a mental illness com-
plication and
WHEREAS there are estimated to be more than 1,400,000 mentally ill
children in the United States classified as psychotic or borderline
cases
We support the efforts of the citizens of the community and of the
mental health center to alleviate and prevent mental illness and here-
by proclaim along with other communities throughout the country May,
1973, as Merial Health Month.
Commissioner Cotton made a motion that the proclamation be adopted by
the Board, Commissioner McLamb seconded the motion and it passed.
JAMES GOFF, CHAIRMAN EXTENSION
DEPARTMENT
James Goff, Extension Department Chairman appeared before the Board
to request $708.75 be advanced to his department to finance a program
stemming from the outreach of his department.
Commissioner Cotton made a motbn that these funds be advanced to his
department to operate the programs to be repaid by funds coming in at
a later date, if the process would agree with the determination of the
County Attorney. Commissioner McLamb seconded the motion and it passed.
THOMAS ALLEN, TAX SUPERVISOR
Thomas Allen, Tax Supervisor, appeared and presented one refund request
to Daniel F. Bethune for error in double listing of an automobile.
Commissioner McLamb moved that the refund be made, Commissioner Cotton
seconded and it passed.
W. EARL JONES, TAX COLLECTOR
W. Earl Jones presented a report for his department.
ASSISTANT CIVIL DEFENSE DIRECTOR,
TOM LANIER Thomas Lanier, Assistant Civil Defense Director sought permission from
the Board to rent a building to store a Packaged Disaster Hospital,
at the rate of $100. per month. Commissioner McLamb moved to grant
permission to rent storage space to house the portable hospital, avail-
able to Harnett County at no cost, Commissioner Cotton seconded the
motion and it passed.
COUNTY AUDITOR,
H. D. CARSON, JR. County Auditor, H. D. Carson, Jr., presented a request that the
1972 -73 budget appropriation be amended as follows:
County Commissioners 1,000.
Tax Supervisor 3,000.
Sheriff's Department 48,000.
Auditor's Office 1,000.
Courthouse, Jail & grounds 7,000.
Register of Deeds 3,000.
Social Services Dept. 3,000.
Veterans Service Office 1,000.
Board of Elections 2,000.
ACTION: By order of the Board of Harnett County Commissioners, the
1972 -73 Budget Resolution is hereby amended to increase the original
estimates, with the exception of the Social Services Department having
been previously amended in the amount of $3,439., in the above detail-
ed amounts, by a motion made by Commissioner Brown, a second by Comm-
issioner McLamb and a unanimous vote, this the 7th day of May, 1973.

PERSONNEL ANALYST
Lyman Melvin Lyman Melvin, State Personnel Department Analyst presented a pay plan
that he had prepared for Harnett County. The plan is in loose leaf
form, and can be kept up to date easily. Action was tabled until the
Commissioners could look at the plan to their satisfaction.

NACo FAIR IN
DALLAS
The Commissioners all agreed to buy space in the National AssocialionP
of County Officials meeting in Dallas, Texas, the national meeting,
to display Harnett County's contribution to the fair, which is a soil',
survey project prepared by Roger Montague, entitled "Soils Survey for
Harnett County." The Chairman has received notification that Harnett
would win a blue ribbon for its contribution. This action was made by
a motion of Commissioner Cotton, a second by Commissioner McLAMB and
a unanimous vote.
JOHN INGRAHAM &
ASSOCIATES A letter from John Ingraham & Associates was read to the Board, re-
questing consideration given their firm to audit the accounts and
records of Harnett County for the FY 1972 -73, for an amount not to
exceed $1,350.00. Commissioner Cotton made a motion to allow the
accounts and records for Harnett County for the FY 1972 -73 to be and -!.
ited by the firm of John Ingraham & Associates for an amount not to
exceed $1,350.00. Commissioner McLamb seconded the motion and the
issue passed favorably.
RESOLUTION PERTAININTa TO 14
SALES TAX ISSUE
A resolution entitled "Resolution levying 14 local sales and use tax ",
and prescribing the method of distribution of the net proceeds within
Harnett County" was presented to the Board and is as follows:
"WHEREAS, a public hearing on the question of levying a one per cent (1 %)
local sales and use tax in Harnett County was held on May 2, 1973
pursuant to public notice duly given as required by law, and
WHEREAS, all interested citizens were given an opportunity to present
their views for and against the levy of said sales tax in Harnett
County, and
WHEREAS, The Board of Commissioners of Harnett County is now of the
opinion and does hereby find and declare that thelevy of said kxx
sales tax within Harnett County is both desirable and necessary to
adequately finance the operation of the county and the cities and
towns herein, NOW THEREFORE,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS of Harnett Count
as follows:
Section 1. There is hereby imposed and levied within Harnett
County the one per cent (1 %) local sales and use tax authorized by
Senate Bill 81, ratified on March 15, 1971, and to be codified as Article
39, Subchapter VIII, Chapter 105 of the General Statutes of North Car-
oline. The Tax hereby imposed and levied shall apply to the same ex
tent and subject to the same limitations as are set forth in Sections
105 -467 and 105 -468 contained in Senate Bill 81.
Section 2. Collection of the tax by the North Carolina Comm-
issioner of Revenue and liability therefor, shall begin and continue!''
on and after the first day of July, 1973.
Section 3. The net proceeds of the tax levied herein shall be !!
distributed by the Commissioner of Revenue to Harnett County and to
each municipality herein in proportion to the total amount of ad val
orem taxes levied by each on property having a tax situs within Har-
nett County during the fiscal year next preceding such distribution,
as provided in Section 105- 472(b) as written in Senate Bill 81.
Section 4. This Resolution shall become effective upon its
adoption and a certified copy hereof shall be delivered immediately
to the North,Carolina Commissioner of Revenue.
Adopted this 7th day of May, 1973.
