04021973130 MINUTES OF THE BOARD OF COMMISSIONERS MEETING OF APRIL 2 1973. CALL TO ORDER ;MINUTES j ROAD PETITIONS k1SIGNS FOR #87 TAX COLLECTOR PARKS AND REC- (REATION REQUEST The Board of County Commissioners met in regular session on April 2, 1973 in the, Commissioners _Room, Courthouse, Lillington, N. C. All members were present, also, H. D. Carson, Jr., Clerk to the Board and County Attorney Edward H. McCormick. Chairman Brock called the meeting to order at 9:30 a.m., and Robert Temple, pastor of the Lillington Presbyterian Church, offered the morning prayer. The minutes of the March 1973 meeting were read and approved. ORDER OF BUSINESS The following road petitions were presented for the pleasure of the Board: 1. Stewart's Creek Township, begins at McLeans Chapel Church and leads by the property owners signing the petition, 3 miles, 9 occupied home . 2. Stewart's Creek, road on Route 1, Erwin, 1/2 mile, 4 occupied hom s. 3. Grove Township, SR 2060., .7 mile, 8 occupied homes, request for black topping. 4. Anderson Creek, Harnett Lakes Section V, 1/4 mile, 7 occupied homes. Commissioner Ray moved to approve the foregoing road petitions, Comm- issioner Cotton seconded the move and it passed. Commissioner Brown voiced a request from delegates from Johnsonville regarding the erection of signs from the main road for information purposes. The Chairman agreed to write a letter to Don Dupree, who is in charge of the sign division, and inform his of the request. Tax Collector, W. Earl Jones, made a report from his department as to the activities of the month of March and the plans for April. A request from Norfldeet Gardner, Chairman of Harnett County Parks and Recreation Committee, came to the attention of the Board by letter, requesting $550. be appropriated to their 1972 -73 budget. The Board agreed to place this request with the preparatory work for the FY budget of 1973 -74. d EXTENSION ADVISORY IjRURAL DEVELOPMENT bBORAD MEMBER Ei 1BOARD MEMBER ii TAX SUPERVISOR W. J. Cotton, Jr. was appointed to serve on the Extension Advisory Board by a motion of Commissioner McLamb, a second by Commissioner Brown and a unanimous vote. PANEL Commissioner D.P. Ray, Jr. was appointed to serve on the Rural Dev- elopment Panel for Harnett County, by a motion to appoint by Comm- ioner McLamb, a second by Commissioner Brown and a unanimous vote. Thomas Allen, Tax Supervisor requested the following refunds: 1. Raymond Porter, Route 3, Lillington, ULR Township, $99.10. 2. Allegra Griffin Route 2, Fuquay Varina, N. C., Hectors Creek Town ship, refund of $13.37. 3. Mrs. Allie P. Williams, Route 1, Erwin, Duke Township, Refund $41.09. 4. Mavis B. Flemmings, Route 3, Cameron, N. C. Johnsonville Township' refund of $14.36. Commissioner Cotton made a motion that the foregoing requests for refunds by the Tax Supervisor be slowed, Commissioner McLamb seconded the motion and it passed. MEETING DATES FOR THE BOARD OF EQUALIZATION AND REVIEW The dates for the meetings of the Board of Equalization and Review were set for April 30, 1973, May 10, 1973 and May 14, 1973, all at 10:00 a.m. here in the Courthouse, Lillington. ;KEITH HAMPTON Keith Hampton, Director of Harnett County Sheltered Workshop, came before the Board. He presented a very interesting and detailed re- port of the activities of his department and of the future plans of his department. The commissioners extended their appreciation to him for the report and invited him to come again. CONTRACT Commissioner Ray made a motion that the contract from Honeywell Maintenance including Social Services Building, Mental Health Buildi g APRIL MEETING !HONEYWELL MAINTENANCE 'CONTRACT and the Harnett County Library, be entered into effective this date for a contract amount of $3,492.00 per annum. Commissioner Brown seconded the motion and it passed unanimously. HOLDER HEATING AND AIR COND. CO. Commissioner Ray made emotion that the county accept the proposal prepared by Holder Heating and Air conditioning Company of Dunn, North Carolina, in the amount of $1,199.23, with regards to the re- pairing of the existing boiler, and reads in part as follows: "We (Holder Heating) propose to furnish materials and labor necessary for the completion of: Remove and replace existing condensate pump with a new Hoffman @C -8 -20 V pump w/9 gallon sump. ADJOURNED Remove and replace existing relief valves with new (ASME) approved 15 P.S.I. Relief valves with relief opening piped to outside as per state code. Adjust boiler operating pressure to approximately 10 P.S.I." Commissioner McLamb seconded the motion to accept the proposal, the vote was unanimous. The Commissioners adjourned the meeting /aft 11:15 a.m. i�a Z`nairma o t e Board MINUTES OF SPECIAL MEETING OF APRIL 10, 1973 The Board met in special session on April 9, 1973, 10:00 a.m. in the Commissioners Room, Courthouse, Lillington, N. C. All members of the Board were present. LBC &W ASSOSIATES Bill Gwinn from LBC &W Associates, architects, came before the Board and presented preliminary drawings of the new proposed build- ing to be erected next to the new Social Services building. The Board discussed the building and the materials presented. ARCHITECTURAL CONTRACT The Chairman was authorized to execute the contract with LBC &W of Greensboro. RESOLUTION FROM SCHOOL BOARD Robert H. Jones, Attorney for the County School Board, appeared before the Board and presented following resolution to the Board: RESOLUTION Whereas, it appears to the satisfaction of the Harnett County Board of Education that the public school system of the County is inadequate and fails to meet the educational needs of the people of the County,as required by law; And, whereas, it is the opinion of the said Board of Education that for the proper improvements and development of the school system in Harnett County, that the erection of additional school buildings, renovation of existing school buildings and the acquisition of land and equipment are necessary; And, whereas, options which had previously been obtained have not been extended in connection with the purchase of three excellent sites for construction of badly needed new shcools; NOW, THEREFORE, BE IT RESOLVED by the Harnett County Board of Education that the said Board of Education does unanimously recommend to the Harnett County Board of Commissioners as follows: That the Harnett County Board of Commissioners amend the Harnett County Board of Education Capital Outlay Budget by providing additional funds from whatever source available to Budget Code 681.2 and that afterwards you purchase the real property at the three i a
