Monday - March 5, 1973
The Harnett County Board of Commissioners met for the regular monthly
meeting of March on Monday the 5th, at the Courthouse, Lillington, N.C.
All members of the Board were present, also, H. D. Carson, Jr., Clerk to
the Board and County Attorney, Edward H. McCormick.
CALL TO ORDER
The Chairman called the meeting to order at 9:30 a.m., and Thomas Allen
led the morning prayer..
READING AND APPROVAL
OF MINUTES The minutes of the February meetings were read and approved.
ORDER OF BUSINESS

Representative Gerald Arnold was informed of the matter and of the meas-
ures that have been taken. Commissioner W. J. Cotton was requested to
set up a meeting for the Board with the proper legislators for Monday
night, March 12, 1973.
The Board agreed that it was a good time to have such a meeting to dis-
cuss the issues affecting county government.
ROAD PETITIONS
The following road petition was presented by Mrs. McNeill, accompanied
by three interested and affected parties: Barbecue Township, Road #
SR 1210, 1.7 miles, 10 occupied homes, known as the Hoover Road, request
for blacktopping.
Other petitions were presented as follows: 1. Churchland Estate Road,
Duke Township, 1/4 mile, 19 occupied homes, request for blacktopping.
2. Meadow Lark Road, Averasboro Township, .3 miles, 12 occupied homes,
request for blacktopping. 3. Norris or residential road, 3/4 mile, 10
occupied homes, Averasboro Township, request for addition. 4. Road in
Anderson Creek Township, .6 miles, 4 occupied homes, request for addition.
Commissioner Ray moved that all 5 of the foregoing road petitions be
approved, Commissioner Brown seconded the move and it passed.
TAX & WELFARE LIEN
ATTORNEY E. Marshall Woodall, Tax & Welfare Lien Attorney presented the following,
report:
Collection on Taxes:
Clara Jernigan Daughtry et als SD 3599 Averasboro Township $415.00 amt.
collected, $20.00 Attorney fees.
Mathew Brooks Heirs SD 3056 and SD 3678, Buckhorn Township, $152.76
amt. collected $30.00 attorney fees.
Collection on Welfare Lien
Annie E. Morrison $1,670.00 amount collected - $133.50 attorney fees.
Repeal of The Board then discussed the repeal of the welfare liens.
Welfare Lien
Commissioner Cotton moved that Harnett go on record as being opposed to
the repeal of the welfare lien law and to notify the senators and rep-
resentatives of the action taken. Commissioner Brown seconded the
motion and it passed.
RE: BILLY RAY
WOMACK PROPERTY
Mr. Woodall brought another matter to the Board, that of a tax suit
against Mid -State Homes with regards to the Billy Ray Womack Property,
Upper Little River Township, tax lien with interest and penalties in
the amount of $129.00. Commissioner Cotton made a motion to adopt the
following resolution:
BE IT RESOLVED AS FOLLOWS: First -That a deed dated 2 -18 -72 from Mid -
State Homes, Inc., to the County of Harnett, tendered to the County in
payment of the county taxes in the amount of $129.99 due, said property
being listed on card #1032 in Upper Little River Township, be accepted;
and Second -That the Board of Commissioners do hereby determine that said
property is surplus property to the County of Harnett, and that the same
is not in use, and the Board of Commissioners do further determine that
said property will not be needed by said county; and Third -That the Tax
Attorney be and he is hereby authorized to advertise said property for sale
as by law provided.

Commissioner McLamb seconded the motion and it carried.
VETERANS
ELLEN
Disabled Veterans Lee H. Holmes and Charles Ellen requested to be re-
leased from tax required by Section 105 -53 of General Statutes, (they
did not appear in person) by reason of their being disabled veterans.
Commissioner Cotton moved to approve the two foregoing requests, Comm-
issioner Brown seconded the move and it carried. Proper notification t
each of the two listed persons was sent and a copy of such notice was
presented to the Tax Collector.
THOMAS ALLEN, TAX
SUPERVISOR
appeared before the Board and requ ested a refund in the amount of $2.3
to stella O'Quinn Thomas.
Commissioner Cotton moved to refund the above amount upon the recommend
ation of the Tax Supervisor, Commissioner Brown seconded the move and i
passed.
W. EARL JONES, TAX
COLLECTOR
Presented the report for his department.
MARVIN MARSHALL
HC SHELTERED WORKSHOP
Marvin Marshall, Chairman of Harnett County Sheltered Workshop came to
the meeting with Keith Hampton, new director of Harnett County Sheltere
Workshop. The Board had an opportunity to meet Mr. Hampton and talk
with him briefly.
200 PORTABLE HOSPITAL
Tom Lanier, Assistant Civil Defense Director came before the Board in
regards to the securing of a 200 -bed hospital, moving and packaged.
It's proper term is "Packaged Disaster Hospital ", and is readily avail-
able for Harnett County, providing there is an adequate storage space
approximately 1000 to 1200 square feet, at least 8 -feet high.
Mr. Lanier requested that he be allowed to look for such storage space
with the intention of renting, and to secure a truck to haul this port-
able hospital to Harnett County from Chapel Hill.
Commissioner Brown made a motion that the Board honor Mr. Lanier's re-
quest. Commissioner McLamb seconded the motion and it carried.
BUDGET AMENDMENT FOR
SS DEPARTMENT
Mr. Brock presented a budget amendment for the Social Services Departmen
made necessary because notice of the increase of F.I.C.A. Taxes was not
available at budget preparation time. The Amount of the change in the
amendment was $3,439.00.
Commissioner Cotton moved that the amendment be approved, Commissioner
Brown seconded the move and it passed.
REQUEST FROM SENIOR
CITIZENS The chairman presented a letter he had received from miss May Marshbankl
Coordinator of Harnett County Senior Citizens Council, in which she had
requested a typewriter, desk and filing cabinet. Commissioner Cotton
moved to approve the request and to make it possible for Miss Marsh-
banks to receive the items requested. Commissioner Brown seconded the
move and it passed.
HONEYWELL, INC.
A contract from Honeywell Maintenance to include Mental Health Building
County Library building and the Social Services building for a contract
price of $3,492. per year, was presented for the pleasure of the Board.
Action was tabled until the next meeting.

SPRINGS Spout Springs Fire Department submitted their annual report to the Board.

RESCUE SQUADS
A letter from Chicora Chapter of United Daughters of the Confederacy
was presented in which was the request for the appropriation for this
fiscal year in the amount of $500. be disbursed. As this was an approp-
riation of the budget, no action was necessary.
Commissioner McLamb informed the Board of the great amount of work that
the County Rescue Squads had rendered lately, during the floods and the

ice storms. He told the Board that he had been approached by members
of the squads who informed him that their finances were low and that
they were in need of financial aid. Action was tabled temporarily.
ERWIN LANDFILL
A need for drainage for the Erwin Landfill was presented to the Board,
with a suggested cost involved ranging from $200 to $500. Action was
tabled.
ADJOURNMENT Meeting adjourned at 11:30 a.m.
SPECIAL MEETING ON MARCH 19, 1973, COURTHOUSE.
The Board of Commissioners met in special session on March 19, 1973, 9:30 a.m. in the
Commissioners Room, Courthouse, Lillington, N. C. All members were present, also,
H. D. Carson, Jr., Clerk to the Board.
HONEYWELL
CONTRACT The Honeywell Maintenance Contract was discussed among the members of
the Board, and it was agreed that the Buildings and Grounds committee
would attempt to set a meeting with the representative of Honeywell to
discuss the heating and cooling systems. This meeting was tentatively
set for Thursday, March 22, 9:00 a.m.

LANDFILL
SITE
Commissioner Cotton moved to approve the building analysis, Commissioner
McLamb seconded the motion and it carried.
Commissioner Cotton moved to secure the services of L B C &_y as the
Architect for the new building and request that the plans be drawn.
Commissioner McLamb seconded the motion and it carried.
The Board agreed to purchase a tract of land containing 40 acres, loc-
ated off SR 1510, from Grady Earp, for $16,000. This motion was made
by Commissioner Ray, seconded by Commissioner McLamb and a unanimous
vote. This land is described more particularly in Book 546, page 114
in the Harnett County Registry.
