SPECIAL CALLED MEETING NOVEMBER 16, 1972.
All board members were present for a special called session of the Board on Thursday, November 16,
1972. The meeting convened at 9:30 a.m. for a session for the purpose of handling some small matters
before setting off on a tour of the County, arranged by Roger Montague of the Soil Conservation Depart
ment, transportation provided by Mr. Alton Gray, Superintendent of Schools.
',EXPANDING THE SOCIAL SERVICE
,BOARD In reference to a previously discussed item of business as to the expanding of the Social
Services Board from a 3 -man Board to a 5 -man Board, Commissioner Brock presented three
names to Mr. Brown, Chairman of the Social Services Board, as suggestions for candidate=
to fill the position created on the Board. The names presented are Mack R. Hudson,
Clyde I Shepherd, and Jessie Ruth Cameron. Commissioner Cotton indicated that he would
present three names from his district soon.

GROVE FIRE DISTRICT
The Board accepted the following resolution by a motion by Commissioner Cotton, and a
second by Commissioner Ray:
THAT WHEREAS, a resolution relating to Grove Fire District was passed at the October 2,
1972 meeting; and
WHEREAS, the legal notice appears as part of Paragraph 8; and
WHEREAS, the Harnett County News, inadvertently failed to publish the notice on
October 28, 1972; and
I9 WHEREAS, even though the legal notice was ommitted from the Harnett County News, a
full story was, in fact, published as arews item in the Harnett County News: and
WHEREAS, the law does not require that publication of notice run for five successive
weeks next preceding the date of the election; and
WHEREAS, the Board of Commissioners are of the opinion that publication for four success -
i ive weeks prior to the date of the election is sufficient and that the election process
F1 should not be stopped because of the failure to publish on October 28, 1972;
NOW, THEREFORE, BE IT ORDERED AND RESOLVED by the Board of County Commissioners of
Harnett County, that;
1. Paragraph 7 of the resolution pertaining to Grove Fire District
which appears in the October 2, 1972, minutes be changed and amended

to read as Follows:

"That the Board of Elections of Harnett County shall cause to be
published in the Harnett County News, a newspaper published in
Lillington, North Carolina, at least once each week for at least
four successive weeks next preceding the date on which said
election is to be held, a notice reading as follows:
NOTICE OF SPECIAL ELECTION AND NEW REGISTRATION IN THE GROVE FIRE
DISTRICT, COUNTY OF HARNETT, NORTH CAROLINA:
A special election will be held in the Grove Fire District between
6:30 a.m. and 6:30 p.m., on Saturday, December 2, 1972, at which time the
qualified voters in said Grove Fire District shall be entitled to vote upon
the question of levying and collecting a special tax on all taxable property
in said district, of not exceeding Fifteen Cents ($.15) on the One Hundred
Dollars ($100.) valuation of the property, for the purpose of providing fire
protection in said district. If said election is carried, the Board of
County Commissioners of Harnett County sahll be authorized and directed to
levy and collect in said district a tax in such an amount as it may deem
necessary, not exceeding Fifteen Cents ($.15) on the One Hundred Dollars
($100.) for valuation of property in said district from year to year to be
used only for fu rnishing fire protection within said district.
For said electiona new registration of all qualified voters residing
within said district shall be had, and the books for the registration of
voters will be open from 9:00 a.m. until sunset on each day beginning Sat-
urday, November 4, 1972, and closing on Saturday November 18, 1972. On
each Saturday during such registration period said books will be open at
the filling place. Saturday, November 25, 1972, shall be challenge day.
The piling place for said election shall be G.W. Hayes Abbatoir, Route 1,
Coats, North Carolina. The Registrar for said election is Mrs. Belle Williaris,
Route 1, Coats, North Carolina, and the Judges are Mr. Dallas Jones, Route 1,
Coats, North Carolina and Mr. D. T. Grimes, Route 1, Coats, North Carolina.
All qualified voters residing in said district shall be entitled to
register and vote in said election and said Grove Fire District is described
and defined in the immediate preceding pages."
2. That Paragraph 8 of the said resolution pertaining to Grove Fire District be
amended to delete the notice from said Paragraph 8.
3. That the Harnett County Board of Elections proceed as scheduled with the
holding of said election.

RESOLUTION RE: TELEPHONE
SERVICE
The following resolution was presented for the pleasure of the Board:
WHEREAS, the people of Harnett County are desirous of extended telephone service,
whereby long distance dialing within Harnett County will not be required; and
WHEREAS, there is an increased need for better and more communication between the
different parts of Harnett County; and
WHEREAS, it has been almost six years since the people of Harnett County last
votes on extended area telephone service; and
WHEREAS, extended area telephone servicereuld be of tremendous advantage to the
people of Harnett County; and
WHEREAS, Harnett County Board of Commissioners is willing to make every effort
to see that the people of Harnett County vote for the extended area telephone ser-
vice;
NOW, THEREFORE, BE IT ISOLVED, that Harnett County Board of Commissioners
urge the Carolina Telephone and Telegraph Company to complete a cost survey and cot-
duct an election in Harnett County for the purpose of installing extended area
telephone service in Harnett.

move and it passed.

CENTER FOR CHRISTMAS
A letter from Caswell Center, Kinston, N. C., regarding a contribution for Christmas.
Commissioner Cotton moved to send the center $25., Commissioner Brown seconded the move
and it passed.
NEW JOBS IN SOCIAL
SERVICE DEPT.
Commissioner Brown, also Chairman of the Social Services Board, had previously presented
a letter to the Board, stating a request for permission to create four positions in the
Social Services Department to be filled as of January 1, 1973, 1 service worker, 1 cler-
ical worker and 2 eligibility specialists, and setting forth the necessity of the request.
Commissioner Ray moved that these positions be authorized for employment, Commissioner
Cotton seconded the move and it passed.
