MINUTES OF REGULAR MONTHLY MEETING OF COUNTY COMMISSIONERS AUGUST 7, 1972.
ii REGULAR MEETING
The Board of Commissioners met in regular session on Monday, August 7,
1972 with all members present. Also in attendance, H. D. Carson, Jr.
Clerk to the Board and the County Attorney.
CALL TO ORDER The Chairman called the meeting to order at 9:30 a.m. and Gilbert
Brown offered the morning prayer.
MINUTES The minutes of the last meeting were read and approved.
ORDER OF BUSINESS
rRoad Petitions
The following road petitions were approved by a motion of Commissioner
McLamb, a second by Commissioner Brown and a unanimous vote:
Black River Township, Angier - Barclaysville Road, #1543, 6 homes,
1/2 mile, request for paving.
Averasboro Township, SR 1789, 2 miles, 8 homes,request for paving.
DONALD COOPER ENGINEER
HIGHWAY DIV. Donald Cooper, Highway Engineer came to the Board meeting. The
Commissioners were at liberty to discuss road problems and situations.
Bridge traffic and drainage problems were among the topics discussed.
TAX COLLECTOR W. Earl Jones, Tax Collector gave the report for his department.
Mr. Jones presented a request for refund from William D. Smith, R -2
Fuquay due to date tax payments were mailed and the date same was
Refund -Smith received. Also, Mr. Smith was in the Armed Forces.
Commissioner Cotton moved to refund the $2.11 requested, Commissioner
Brown seconded the move and the vote was unanimous.
RESOLUTION FROM TOWN
OF COATS RE WATER LINE
ASSISTANCE $2,740.
The following resolution was presented by E. Marshall Woodall and
Ronald Coats and was accepted for consideration and notification by
the Board of Commissioners:
THAT WHEREAS, the Town of Coats has received bids for construction of the ex-
pansion of the town water system and is now ready to proceed with construction
of said expansion project; and WHEREAS, in its planning of said water expansion
program, the Town of Coats was required to request and seek an approval from
the Harnett County Planning Board to the effect that the Town's project was in compliance
with the Harnett County Comprehensive Water and Sewer Development Plan; and WHEREAS, the
Harnett County Planning Board did approve, as shown by a copy of said Board's resolution hereto
attached, The Town of Coats water expansion project provided that the Town would cause an 8
inch main line instead of a 6 inch main line as recommended as sufficient for the Town;s use
by the Town's engineer, to be constructed and installed along those portions of the system
to be located on County Road SR 1552, commonly known as the Hayes Abbattoir Road and on County
Road SR 2006, commonly known as the Crawford Road, an approximate total footage of 2,740 feet;
and WHEREAS, the requirement of an 8 inch main line as aforesaid is in compliance with the
Harnett County Comprehensive Water and Sewer Development Plan and is in the best interest of
all the people of Harnett County; and WHEREAS, the increase of the aforesaid main line from
6 inches to 8 inches necessitates an additional cost of $2,740. to the Town of Coats; and
WHEREAS, the Town Board of Commissioners is of the opinion that such aiditional cost is prop-
erly a cost of all the people of Harnett County. NOW, THEREFORE, BE IT RESOLVED:
1. That the Town of Coats Board of Commissioners do hereby respectfully request the Harnett
County Board of Commissioners to sustain and pay the additional cost necessitated by the
installation of an eight inch water main in lieu of a 6 inch water main along the Hayes
Abattoir Road and the Crawford Road pursuant to the water expansion project of the Town of
Coats, the cost of said addition being $2,740.
2. That the Town of Coats Board of Commissioners do hereby express its appreciation unto the
Harnett County Board of Commissioners for its agreement to consider the Town's request.

RESOLUTION RE: 10
1SALES TAX ISSUE
Mr. Woodall and Mr. Coats also presented the following resolution,
and the Chairman requested that it be entered into the record of the
County:
THAT WHEREAS, the services of local government being demanded and needed by the people of
this Country and the cost of performing those needed services are growing at a rate unparall-
eded in the political and economic history of our County; and WHEREAS, this need and demand
for local government services and the rising cost thereof is fast becoming a burden upon the
one major source of revenue for Local Governments within the State of North Carolina -the ad
valorem tax; and WHEREAS, the Town of Coats, the County of Harnett and other municipalities
within our County has escaped neigher the demand and need for greater and more services nor
the growing costs of performing the services for its people; in particularly the Town of Coats
is in dire need of constructing a sanitary sewer disposal pland and sewer collection system
and such is being demanded by its people as indicated in a recent bond referendum for expan-
sion of the Town water system (an obvious first step for an adequate sewer collection system)
with a vote of 234 people in favor of said bond indebtedness with only 10 people against; an4Y
that a repayment of such a bond indebtedness necessary to finance such needed sewer facilities
will place a great burden upon the ad valorem tax source of the Town and its people; and

WHEREAS, it is recognized that the County Board of Commissioners anticipates the necessity off
appropriating considerable sums of revenue in the coming years for a school building constru tion
program whether expenditures be made to retire and pay a bonded indebtedness authorized by t e
people in a bond issue referendum to be submitted to the voters in early 1973 as heretofore
resolved by the County Board &&'Commissioners or whether expenditures be made pursuant to a
program of priority extablished by the needs of our children and expended as funds are
available; and it is further recornized that such a program of expenditures however authorized
will place a great burden upon the ad valorem tax source of the County and its people; WHEREAS,
the General Assembly of our Great State of North Carolina has recognized the fact of such a
burden upon the ad valorem tax source and has enacted the "Local Government Sales and Use
Tax" with an expressed purpose "to afford the counties and municipalities of this State with
opportunity to obtain an added source of revenue with which to meet their growing financial
needs by providing all counties of the State with authority to levy a one (Z %) per cent sales and use
tax;" and WHEREAS, the majority of counties within our State has levied the one percent 6%)
sales and use tax so authorized pursuant to General Statute 105 -466 (B) as an added source o
revenue for their counties and municipalities therein; and WHEREAS, the Town Board of
Commissioners for the Town of Coats, North Carolina, desiring not to dictate the manner or
conduct of action of the County Board of Commissioners or any other municipal Board of Comm-
issioners or Council within our County but wishing to express its opinion as to the needs of its
citizens, do hereby express its opinion that it is in the best interest of all the people of
our County that an added source of revenue be afforded to the County of Harnett and the
municipalities therein by the levy of a one percent (1 %) sales and use tax as authorized by
General Statute 105 -466 (B).
NOW, THEREFORE, BE IT RESOLVED: (1) That the Board of Commissioners of the Town of Coats do
hereby recommend and request the County Board of Commissioners to proceed to levy in the
Spring of 1973 a one percnet (1 %) sales and use tax as authorized by General Statute 105 -466 (B)
to meet or aid in meeting the anticipated additional revenue needs of our people beginning w'th
the fiscal year commencing with July 1, 1973, and thereafter which revenues will otherwise b
assessable only through the ad valorem tax source. (2) That this resolution be formally
presented to the Harnett County Board of Commissioners at its regular meeting to be held on
August 7, 1972. (3) That a copy of this resolution be sent to all municipal governing
Boards within the County of Harnett for realistic consideration of the one percent (1%)
sales and use tax as a responsible and equitable revenue source for local governments within
our County. (4) That a copy of this resolution be sent to all newspapers within the County
of Harnett. Adopted this 1st day of August, 1972.

DATA PROCESSING
Mrs. Flora Milton and Marshall Woodall presented the following memo
randum on data processing to the Board, as they had visited in the
Office of the Register of Deeds in Lee County along with Mr. Brock
Thursday of last week.
Information on Cost:
Initial Cost of System:
New Index Books - 4 volumes grantor and 4 volumes grantee with set out
names typed on Subindex or Key Sheets $1,216.0
Continued cost of System:
(1) Computer conversion service at price of $.60
per instrument and based on approximately 4500 instruments per year.
Monthly cost $ 225.0
(2) Print out cost - will be based on list price of books, sheets, etc.
at the time of print out.
COMPARISON TO COST AND EXPENSES EXPECTED UNDER OUR PRESENT SYSTEM:
Present outlay of cost for new index books needed now $ 500.0
(The current series of index books need approximately four additional books
order to breakdown the size and weight of several existing books. Mrs.
Milton feels that she could hold off on this purchase at the present time if
you elect to go under the new index system.)
Future outlay of cost for new index series
(minimum of 8 books) (a new series will be needed within two or three
years at the most.) $2,000.0
Monthly cost of materials - sheets, inc. $
Additional cost for personnel per month $ 350.0
(We feel that a continuation of the present system of indexing will
require an additional employee in the Register's Office within two
or three years. The new system will definitely save personnel time and should
in the long run, save the cost of an additional employee.)
TAX SUPERVISOR
THOMAS ALLEN
OPERATION OF NEW SYSTEM:
1. Register of Deeds Office will:
(1) Type daily index for temporary book (2) Check and re -check for correctness
(3) Periodically package and deliver by mail a copy of the daily index to the
Cott Company.
@. Cott Company will:
(1) Edit copies of daily index received from Register's Office - convert
names to Codes of Computer. (2) Print proof listings- proofreading- inserting
correction (if error is found, Register's Office is notified immediately.)
(3) Store names in Data Bank on Computer Magnetic Tape (4) Provide print out
of complete index pages when desired by county.
ADVANTAGES:
1. Cost - Initially and for approximately a couple of years, the cost of this new
system will probably be greater than present system. Afterwards, we feel that
the overall and long -range cost will be less under the new system.
2. Errors Reduced - We feel that the factor of error will be reduced by the re-
quired routine of the new system. There is no prolonged time of one or more
employees being at work on the indexing of instruments as at present. Indexing
will be proofed by computer for errors.
3. Space Saved - Under the new system, the indexing can be and should be done in
the office area of the Register's Office rather than the basement resulting
in less interruption. The area in the basement used for indexing can be used
for storing of books.
4. Neatness- All index pages under new system will be typed; there will be no
temporary index book which is handwritten at present.
5. Indexing up -to -date: at present the permanent indexing is at least one mo.
behind; under new system, the permanent indexing should not be more than one
day behind. There will be no temporary index book as we know it now.
6. Replacement of destroyed or damaged pages: All indexing under new system
will be on computer magnetic tape and can be reproduced at relative small
cost. The indexing system is the most important set of books in the Reg-
ister's Office; if your instrument is incorrectly indexed or the index
reference is destroyed, it becomes extremely difficult to find your instrument
or even know that it exists.
7. Modernization -Under this new system of indexing we will have begun a modern-
ization of the most important set of books in the Register's Office which,
of course, could and will probably lead to more modern ways of keeping legal
documents on file for our county in the years to come.
8. Recommendation of Others - Register of Lee County, Mr. J. Chandler Eakes; sev-
eral Lee County lawyers and members of the Lee County Board of Commissioners.
Mr. Woodall said that he supported this move and asked that the Board
consider the presentation.
Mr. Thomas Allen appeared before the Board and gave a report of his
department.
JAMES F. DAVIS James F. Davis and son came to the meeting regarding insurance coverage that
the county has on its properties. The Chairman informed Mr. Davis
that Mr. Allen would prepare a set of values for the property of the
County as required by the insurance company.
EDWARD SUMMERLIN
RE:CARNIVALS Edward Summerling, Ralph Hardin came before the Board. Mr. Summerlin
in so doing, complied with one of the steps in obtaining carnival
license. The Board instructed him to list each activity that would
be participating in the carnival and submit the list to the Tax Coll-
ector and to the Sheriff's Department. If they were satisfied in
this list, licenses would be issued for the opening of the carnival
for a set amount of fee.
JOHN G. THOMAS
RESIGNATION A letter from John G. Thomas was read to the Board, in which he re-
quested that he be allowed to resign as Chairman of the Centinnial
Committee for health reasons. Commissioner Cotton made a motion to
accept the resignation, Commissioner Brown seconded the motion and
it carried. Chairman Brock informed the Commissioners that approp-
riate notification of the action would be made to Mr. thomas.
VOTING DELEGATE Gilbert Brown was appointed as voting delegate to the Convention held
in Pinehurst, beginnins August 10, 1972, this done by nomination by
Commissioner Cotton, and a unanimous vote.
COG RESOLUTION RE:
LEAD ORGANIZATION
The following resolution was presented fir the pleasure of the Board:
JOINT RESOLUTION SUPPORTING REGION "M" COUNCIL OF GOVERNMENTS FOR DESIGNATION AS LEAD REGIONAL
ORGANIZATION BY THE STATE OF NORTH CAROLINA
WHEREAS, the Governor declared on May 11, 1971 that one legally constituted organization will
be designated as the Lead Regional Organization in each of the 17 multi- county regions in
North Carolina; and WHEREAS, such Lead Regional Organization will be expected to provide lead-
ership for effective regional planning and for program implementation; and WHEREAS, such lead
Regional Organization must be created by general purpose local governments and must have its
membership open to all general purpose local governments within its region; and
WHEREAS, the-Region ` "i'4" Council of Governments meets all of-the above desc rip tions and s�3pul=
ations; NOW, THEREFORE, BE IT RESOLVED that the governing body of. the County of Harnett joins
with such other municipalities and counties in this multi - county planning region as may pass
this resolution in support of the designation of Region "M" Council of Governments as the lead
Regional Organization in multi- county planning Region "M ". This resolution adopted on this
7th day of August, 1972 by the Commissioners of the County of Harnett, North Carolina.

RESOLUTION RE:
WPC- NC- 280,Campbell
College
The following resolution was adopted by consent of the Board:
WHEREAS, the County of Harnett heretofore received from the Federal Water Pollution Control
Administration, Middle Atlantic Region, Department of the Interior of the United States of
America, a P.L. 660 Grant of funds to be used and used in the construction of a sewage treat-
ment facility, old Project No. WPC -NC -280, new Project No. C370280; and
WHEREAS, the County of Harnett has now been advised by the Department of Natural and Economic
Resources of the State of North Carolina that additional grant funds for said sewage treatment
project are available by reason of recent action of the Environmental Protection Agency; and
WHEREAS, the County of Harnett desires to secure such additional funds and it is the opinion
of this Board that the County should now request an increase in the P.L. 660 Grant for the sub-
ject project from thirty -three per cent (33 %) to fifty -five per cent (550) of the elegible por-
tion of the project construction costs;
"NOW, THEREFORE, BE IT RBOLVED:
1. That the County of Harnett does hereby request that the P.L. 660 federal grant for the
sewage treatment facility being constructed at Buies Creek, North Carolina, old Project No.
WPC -NC -280, new Project No. C370280, be increased from 33% to 55% of the eligible portion of
the construction costs for said project.
2. That three certified copies of this resolution be forthwith forwarded to the Office of
Water and Air Resources, Department of Natural and Economic Resources of the State of
North Carolina.
3. That the Chairman of this Board be and he is hereby authorized and directed to take such
action and execute such documents on behalf of this Board and the County of Harnett as may
be necessary to secure the additional funds herein requested.
