The Harnett County Board of Commissioners met in regular session on Monday, May 21, 2012,
in the Commissioners Meeting Room, County Administration Building, 102 East Front Street,
Lillington, North Carolina.

Chairman McNeill called the meeting to order at 7:00 pm. Commissioner Gary House led the
pledge of allegiance and invocation.
Chairman McNeill called for additions and deletions to the published agenda. Chaiilnan
McNeill requested the addition of a budget amendment in the amount of $2,752 to budget the
reallocation of funds for the Dunn PALS JCPC Program. Chairman McNeill also requested the
addition of Harnett County Information Technology's request for permission to upgrade the
current 25kHz Voice VHF analogy paging system for $442,017.21 with Amerizon Wireless.
Commissioner Andrews moved to approve the agenda as amended. Commissioner House
seconded the motion which passed unanimously.
Commissioner House moved to approve the items on the consent agenda. Vice Chairman Hill
seconded the motion and the Board unanimously approved the following items on the consent

4. Resolution Approving 2011 -2012 NC DOT Secondary Roads Program (Attachment 2)
5. Airport Administrator requested approval of the Transportation Improvement Project
(TIP) 2013 -2017 project listing. This project listing prioritizes aviation needs and
potential funding for upcoming project. Projects are prioritized by Division of Aviation
minimums, Division of Aviation recommendations and finally additional airport
requested projects. The total for all improvements if approved by Division of Aviation
and funds matched by the County of Harnett equals $20,292,100 and projected
funding/projects, if available, would be spread out from FY 2013 to FY 2017.
6. Planning Services requested approval to rescind the CAMPO STP -DA
Bicycle /Pedestrian/Transit Projects Grant Project Ordinance (adopted June 20, 2011). If
the project ordinance is rescinded, staff will request the allocated matching funds be
diverted as matching funds to the Harnett Regional Jetport Runway, Taxiway and Apron
Rehabilitation/Strengthening Project using State Aid to Airport Block Grant monies
under project #36237.25.12.2.
7. Airport Administrator requested approval of a project ordinance that will allocate
$26,213 from the general fund as a match to receive $235,914 through the Division of
Aviation from FY 2010 State Aid Airports Block Grant monies under project
#36237.25.12.2. The grant amount is $262,127 with a required 10% match of $26,213.
These funds will be used for project development: design & bidding for the runway,
taxiway & apron rehabilitation and strengthening pavement project.
8. Harnett County Information Technology requested permission to upgrade the current
25kHz Voice VHF analogy paging system for $442,017.21 with Amerizon Wireless.
This paging system transmits both paging tones and voice to notify fire and EMS
personnel of a call. The FCC mandated that all non - Federal public safety licensees using
25 kHz radio systems migrate to narrowband 12.5 kHz channels by January 1, 2013.
Infoilluation Technology received 3 quotes and recommends the lowest bidder,

Amerizon Wireless, to upgrade the paging system. (Attachment 3) Information
Technology proposes paying for this upgrade with $150,000 from their FY 2011 -2012
budget and financing the remaining balance for the project.
Campbell University President Dr. Jerry Wallace recognized Commissioner Dan Andrews as the
Recipient of the 2012 Algernon Sydney Sullivan Award. Also present from Campbell
University were Mr. James Roberts, Vice President for Business and Treasurer; and Dr. Dwaine
Greene, Vice President for Academic Affairs and Provost. Dr. Wallace said the university
initially presented Mr. Andrews with the award during Campbell's 125th graduation exercises.
Dr. Wallace noted the Algernon Sydney Sullivan Award was named after the late 19th century
New York lawyer who was a devout Christian man, an effective mediator, a compelling orator, a
courageous citizen during perilous times, a noted philanthropist and a devoted family man. Dr.
Wallace said the award recognizes citizens whose lives reflect the nobility of character
exemplified in the life of Algernon Sydney Sullivan. Dr. Wallace said Mr. Andrews is a leader
in his church, community and at Campbell University and his service to Harnett County and the
larger community is broad and meritorious.
Chairman McNeill opened the floor for informal comments by the public, allowing up to 3
minutes for each presentation up to 30 minutes.
Sharlene Jones of Old Buies Creek Road in Angier told commissioners that county
employees are very upset with the insurance plan recently approved. Mrs. Jones said
Harnett County is losing valuable employees to surrounding counties with better benefit
packages. She also said if the county can't provide a better health plan she doesn't think
they should be giving money to nonprofits yet the nonprofits should get out and work for
their funds.
Frank Koza of Dark Wood Drive in Anderson Creek Township said the County Manager
and Deputy County Manager should have handled the Public Utilities issue internally
instead of bringing in an attorney paid by tax dollars to do an investigation that he said
"folks knew would be biased ". Mr. Koza said his objective for speaking at this meeting
was to try to obtain county sewer in his area as he has been waiting for that service for 8
years. He also said Harnett County has sewer pipes going through the woods near his
home leading to nowhere at which point Chairman McNeill asked Mr. Koza to please
provide specifics to the County Manager regarding this claims so it could be researched.
Commissioner Andrews moved to approve the appointments listed below. Vice Chairman Hill
seconded the motion which passed unanimously.
HARNETT COUNTY BOARD OF ADJUSTMENT
Gunner Henderson (nominated by Commissioner Andrews) was appointed to serve on
this Board for a term of three years ending May 31, 2015.
HARNETT COUNTY COUNCIL FOR WOMEN
Erica Gallion (nominated by Commissioner Vice Chaiitttan Hill) was reappointed to
serve on this council for a term of three years ending May 31, 2015.

Mr. Clint Stanley, President of the Dunn Area Chamber of Commerce, made a presentation on
behalf of the Harnett County Chambers of Commerce on the importance of shopping local first.
Mr. Stanley recognized representatives present from each chamber and commended
commissioners for their hard work and service; asking the county to continue supporting the
chambers' "Shop Local" campaign. Mr. Stanley reported of every $100 spent in Harnett County
at a local business, the US Department of Labor estimates $68 will stay in the county compared
to $43 staying in the county for $100 spent at a large chain department store and nothing if the
money is spent on -line. Mr. Stanley said it is estimated that money spent within the county roles
four to six times, multiplying the amount spent by between 125 and 166 percent.
Mr. Stanley asked commissioners to encourage its employees to shop local, to consider adopting
a policy similar to the state's policy that would give local contractors precedence when bidding
services and to make a personal commitment to shop local.
Joseph Jeffiies, Director of Harnett County Planning and Inspections, petitioned the board for a
public hearing regarding proposed UDO Text Amendments: Applicant: Harnett County
Planning Services; Unified Development Ordinance: Article V; XIV, Sections 1.2 & 2.0.
Mr. Jeffries reported that the Planning Board reviewed the proposed amendments at their May 7,
2012, meeting and voted unanimously to recommend approval to the Board of Commissioners.
The amendments will allow "nursing homes" as a permitted use in all non - residential zoning
districts and to remove "nursing homes" from the definition of a group home. Nursing homes in
residential zoning districts will remain as a conditional use.
Chairman McNeill called to order a public hearing on the matter and opened the meeting for
comments from the public. Seeing no one move, Chairman McNeill closed the public hearing.
Commissioner Andrews moved to approve the proposed UDO text amendments as presented.
Commissioner House seconded the motion which passed unanimously. (Attachment 4)
Mr. Sauer presented the following report:
• April 2012 Planning Services Report
Mr. Sauer reminded the governing body of their upcoming special session on Tuesday, May 29,
2012, at 9:00 am when they would receive his proposed FY 2012/2013 budget. Mr. Sauer also
noted he had given an annual State of County speech earlier in the day to the Dunn Area
Chamber of Commerce where he gave an overview of the proposed budget with no tax increase.
Vice Chairman Hill moved that the Board go in to closed session to discuss matters relating to
the location or expansion of industries or other businesses in Harnett County. This motion is
made pursuant to N.C. General Statute Section 143- 318.11(a)(4). Commissioner Andrews
seconded the motion which passed unanimously.

A RESOLUTION AMENDING THE
HARNETT COUNTY UNIFIED DEVELOPMENT ORDINANCE

WHEREAS, the Board of Commissioners of Harnett County adopted the UDO on October 17,
2011 for the purpose of promoting the health, safety, and general welfare of the county residents;
and
WHEREAS, this ordinance was adopted under authority granted by the General Assembly of the
State of North Carolina, particularly G.S. 153A -340; and
WHEREAS, the UDO contains provisions for amending said ordinance and those provisions
have been followed; and
WHEREAS, the Harnett County Planning Board has reviewed the amendment to the articles of
the UDO as listed below and recommends the adoption of the following amendment.
NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF
HARNETT COUNTY, NORTH CAROLINA that Article V, Section 1.2 "Table of Use Types
and Regulations" the amendment will allow "nursing homes" as a permitted use in all non-
residential zoning districts. Article XIV; Section 2.0 "General Definitions & Acronyms" the
amendment is to remove "nursing homes from the definition of group home. The UDO shall be
amended to read as indicated in "Attachments ".
"Attachments" is filed with the Unified Development Ordinance in the Clerk to the Board's
Office.
Duly adopted this 21st day of May, 2012, and effective upon adoption.

Group Care Facility
An establishment qualified for a license by the State of North Carolina for a the provision of resident services
of two (2) or more individuals of whom one (1) or more are unrelated, and who are either handicapped, aged,
disabled, or who are runaway, disturbed, or emotionally deprived children, and who are undergoing
rehabilitation or extended care, and who are provided services to meet their needs. For the purposed of this
definition included in this are "group homes" for all ages, half -way houses, boarding homes for children., and
convalescent - - homes.
