052510mMembers present: Staff present: Harnett County Board of Commissioners FY 2010 -2011 Budget Work Session Tuesday, May 25, 2010 Timothy B. McNeill, Chairman Beatrice B. Hill, Vice - Chairman Dan B. Andrews, Commissioner Gary House, Commissioner Jim Burgin, Commissioner Scott Sauer, County Manager Tony Wilder, Deputy County Manager Sylvia Blinson, Finance Officer Kimberly Honeycutt, Budget Analyst Gina Daniel, Acting Clerk Chairman McNeill reconvened the meeting at 10:00 am. There was general discussion regarding the proposed funding request by the Harnett County Board of Education. Commissioner Burgin and Commissioner House requested a copy of the FY 2009 -2010 budget for the Harnett County Board of Education in addition to their request. Phil Ferrell, Harnett County Superintendent; Bob Troutman, Finance Office for Harnett County Schools; and Donna McNeill, Chairman of the Harnett County Board of Education, joined the budget meeting to discuss their request. Mr. Troutman distributed a copy of the Harnett County Schools 2010 -2011 Budget Request. Requested line items on the proposed budget request were noted as operational, capital, recurring and non - recurring with a total expansion request of $1,686,500 and a 2010 -2011 total appropriation request of $23,357,457. Mr. Troutman noted that the Board of Education has eliminated student fees collected in previous years, totaling $110,000 per year, as a result of citizens complaining about being "double taxed ". Approximately 50% of the student population enrolled participates in the free or reduced lunch program. Commissioner Burgin questioned if that large number qualifies the county for additional monies from the state or other programs. Commissioner House asked for a copy of the criteria for those receiving free or reduced lunches. The Board of Education announced they will stagger start times for schools starting in August of 2010 to reduce the need for new buses. Currently the Board of Education is not considering a year -round option for schools in Harnett County. The fund balance for Harnett County Schools is approximately $1 Million. Chairman Donna McNeill stressed the proposed requested funds are needed, nothing padded and no games. Commissioner Burgin said he feels the projected revenues for FY 2010 -2011 Harnett County budget are estimated too low and would like to discuss. Superintendent Ferrell asked the Board for direction on how to proceed in regards to the proposed new middle and high schools. Mr. Sauer suggested a joint meeting with the two boards and USDA representatives to discuss possible funding assistance. Harnett County Schools are also waiting for direction by the Board in regards to applying for Qualified School Construction Bonds (QSCB). Commissioner Andrews moved that the Board go in to closed session to discuss matters relating to the location or expansion of a business facility in Harnett County. This motion is made pursuant to N.C. General Statute Section 143 - 318.11 (a)(4). Vice - Chairman Hill seconded the motion and the Board went in to closed session.
