2009/02/02 RESOLUTION TO HONOR VANESSA W. YOUNGA RESOLUTION TO HONOR VANESSA W. YOUNG
THAT WHEREAS, Vanessa W. Young first became employed with Harnett County as a Stenographer II
in 1974; that as a new Harnett County employee, Vanessa W. Young exhibited attributes of loyalty, hard work and
a willingness and ability to learn quickly on the job as she advanced to Assistant Finance Director on July 1, 1980,
and was subsequently named County Finance Director on July 1,1981; and
WHEREAS, during her nearly twenty-eight year tenure as Finance Director, Vanessa W. Young led the
Finance Department through an era of tremendous growth and development in Harnett County which necessitated
the local government financing of essential infrastructure and capital projects.such as a County wide water system,
government buildings, industrial and recreation parks and schools; that the Finance Department. through Vanessa
W. Young's leadership provided those financial services, including the County's first issuance of Certificates of
Participation, Series 1992 (COPS), which supported those many projects which have and will continue to enhance
the welfare of our citizens and the quality of life in Harnett County for future generations; and
WHEREAS, Vanessa W.: Young has shown management skills as the Finance Department has evolved .
from'a staff of three to a current staff of fourteen; she has developed an expertise in finance management as the
overall Harnett County budget has grown from approximately $5.5 million dollars in 1974/1975 to over $101,
million dollars in 2008/2009; Vanessa W. Young has consistently gained recognition for the Finance Department
from the N.C. Government Finance Officers Association for sixteen consecutive years for its_.Certificate of
Achievement for Excellence in Financial Reporting; and
WHEREAS, Vanessa W. Young has been extremely vigilant in carrying out the directives of the various
Boards of Commissioners and County Managers that she has served and in accounting for those tax revenues which
provide for those services and needs for the citizens of Harnett County while meeting the mandates of a balanced
budget and fiscal responsibility; and
WHEREAS, through all the accolades that the Finance Department has received, Vanessa W. Young has
always attributed the success of the Finance Department to her staff employees who admire and respect her for her
humility and caring heart.
NOW THEREFORE BE IT RESOLVED, by the Harnett County Commissioners that Vanessa W.
Young is hereby commended and honored on behalf of the citizens of Harnett County for her ;exemplary service
and contributions to the growth and development of Harnett County as Finance Director. The Board does hereby
express its heartfelt appreciation to Vanessa W. Young for her dedication and superb work, and it further gives its
best wishes to Vanessa on her retirement from government service.
