RESOLUTION APPOINTING INTERIM TAX COLLECTOR
WHEREAS, because of the retirement of Betty B. Smith effective midnight December
31, 2008, the position of Harnett County Tax Collector will be vacant effective January 1, 2009;
and
WHEREAS, for a period of time prior to Ms. Smith's retirement, S. Keith Faulkner has
served as Chief Appraiser for Harnett County; and
WHEREAS, the Harnett County Board of Commissioners finds it necessary to appoint an
Interim Tax Collector in order to promote the continued orderly and efficient administration of
County tax affairs; and
WHEREAS, North Carolina General Statute 105 -349 provides that when the position of
Tax Collector is vacant, the Board shall designate a qualified person to exercise the powers and
perform the duties of Tax Collector until the vacancy is filled;
WHEREAS, the Board desires to designate a qualified person to exercise the powers and
perform the duties of Tax Collector pursuant to North Carolina General Statute 105 -350 until the
vacancy is filled; and
WHEREAS, the Board finds that S. Keith Faulkner should be appointed as Interim Tax
Collector pursuant to North Carolina General Statute 105 -349 and be vested with the powers and
duties of Tax Collector as set out in North Carolina General Statute 105 -350 effective January 1,
2009 and until such time that the Board shall fill the vacancy of Tax Collector.
NOW, THEREFORE, BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF
COMMISISONERS THAT:
1. Pursuant to the provisions of N.C. General Statute 105 -349, S. Keith Faulkner is
hereby appointed as Interim Tax Collector for Harnett County effective January 1, 2009.
2. As Interim Tax Collector, S. Keith Faulkner is authorized and empowered to act on
behalf of the County which includes those powers and duties set out in N.C. General Statute 105-
350.
3. All matters and things heretofore done, performed or acted upon by S. Keith Faulkner
on behalf of the County while serving as Chief Appraiser are hereby ratified and authorized.
4. Upon appointment of a Tax Collector by the Harnett County Board of Commissioners,
S. Keith Faulkner will assume duties as Chief Appraiser.
