1996/10/21 RESOLUTION IN NC THE LEAD REGIONAL ORGANIZATIONS AS VOLUNTARY ORGANIZATIONS SERVING MUNICIPAL & COUNTY GOV'TS HAVE EST PRODUCTIVE WORKING RELATIONSHIPS WITH THE CITIES & COUNTIES ACROSS STATEWHEREAS, in North Carolina the Lead Regional Organizations,
as voluntary organizations serving municipal and county
governments, have established productive working relationships
with the cities and counties across this state;
WHEREAS, the 1996 General Assembly recognized this need
through the appropriation of $864,270 to help the Lead Regional
Organizations assist local governments with grant applications,
economic development, community development, and to support local
industrial development activities and other activities as deemed
appropriate by their local governments; and
WHEREAS, these funds are not intended to be used for payment
of member dues or assessments to a Lead Regional Organization or
to supplant funds appropriated by the member governments;
WHEREAS, in the event that a request is not made by the
County of Harnett for release of these funds to our Regional
Council, the available funds will revert to the State's general
funds; and
WHEREAS, in Region "M ", funds in the amount of $48,015 will
be used to support SBA, N.C. Rural Center, and N.C. Department of
Commerce small business loan programs; CDBG and other local
economic development projects;
NOW, THEREFORE BE IT RESOLVED, that the Harnett County Board
of Commissioners requests the release of its share of these
funds, $10,202.93, to Mid - Carolina Council of Governments at the
earliest possible time in accordance with the provisions of the
1996 Session Laws.
