The fire hydrant legs should not be located under the pavement. Once fire hydrant locations  are approved by the Fire Marshal then adjust the water line accordingly to avoid this situation. Water lines should be located on the right side of the street as viewed when entering the  subdivision. To provide consistency between phases, identify the adjoining tracts or phases on the plat or at  least label the phases or tracts at the end of stub roads leading to those respective phases or tracts. Page 1 of 2 PUBLIC UTILITIES STAFF REPORT LONG RANGE: Please visit www.harnett.org/utilities for more information on the approval process.  The developer’s engineer must provide utility plans, and engineers report, project specifications  along with the NCDENR applications to HCDPU for review and approval. No construction may begin on the water and sewer lines without the required NCDENR permits and approval from HCDPU. The water and sewer lines for the existing Keith Hills subdivision currently belong to Campbell  University. Campbell University is planning to sell or give these utilities to Harnett County in the near future. Permitting for the proposed water and sewer lines will need to be approved by HCDPU, Campbell University and NCDENR at this time. HCDPU will be the permittee once the transfer of the existing utilities have been turned over to Harnett County. Harnett County Dept of Public Utilities (HCDPU) must be provided a twenty (20’) feet wide  easement for each water and sewer line once the project construction is completed and approved by HCDPU Campbell University and NCDENR. Three gate valves will be required at each tee where the water lines are looped and water can  flow in different directions. Add gate valves as necessary to allow HCDPU to isolate main lines for repairs so that no more than 20 customers would be shut off at any given time due to line repairs. Water lines should be three (3’) feet to five (5’) feet off the edge of pavement including around  cul-de-sacs.
