Front Street, Lillington, NC 27546 Phone: (910) 893-7525 Fax: (910) 893-2793 Development Name: Prime Time Subdivision -Preliminary Property Description PIN(s): 9691-58-0057.000 Acreage: 7.70 acres Address/SR No.: Lawrence Road (SR1272) Water Public water is available for this development (via Harnett County) Comments: Harnett County has an existing four (4") inch water distribution line located on the north side of Lawrence Road (SR 1272) that can provide domestic (potable) drinking water only. This four (4") inch water main cannot support fire flow for fire hydrants or fire protection for this proposed subdivision. The Harnett County Fire Marshal must provide a written variance for this subdivision to be served by a four (4") inch water line without fire hydrants or the subdivision must be reduced to six (6) lots or less which would be classified as a minor subdivision. The nearest water line that could provide fire flow for fire hydrants is located on Holly Springs Church Road (SR . The only other alternative would be to extend a new six (6") inch water line from the existing six (6") inch water line located on the north side of Holly Springs Church Road (SR 1273) along Hollies Pines Road and Lawrence Road (SR 1272) to serve this proposed development. This will require that the developer hire a Professional Engineer (P.E.) to design the proposed water line extension and the P.E. must submit utility plans to HCDPU for review and subsequent approval of the proposed six (6") inch water line extension in accordance with the established Approval Process for New Water Line Extensions as described on the Harnett County website www.harnett.org under the Public utilities page. NOTE: HCDPU provides this information as a curteousy to the developer and professional engineer for design purposes. However, HCDPU cannot be held liable for errors, mistakes, ommissions, and inaccurate information provided through this preliminary and/or final plat approval process. It is therefore recommended that the professional engineer or developer "field verify" the information provided by HCDPU. Sewer Public sewer is not available for this development (via Harnett County) Comments: HCDPU does not have an existing sewer collection system within close proximity of this project site and the residential lots in this proposed development must be provided with individual septic tanks and associated drain fields that meet the established requirements of the Harnett County Environmental Health Department. NOTE: HCDPU provides this information as a curteousy to the developer, land surveyor and professional engineer for design purposes. However, HCDPU cannot be held liable for errors, mistakes, ommissions, and inaccurate information provided through this preliminary approval process. HCDPU will not make provisions to extend new water lines to new developments at the county's expense and HCDPU will not provide assistance to upgrade, install or improve the new or existing water services in the proximity of this project unless the developer can provide HCDPU proper justification and demonstrate a benefit for Harnett County. The Developer must hire a Professional Engineer (PE) to review the alternatives and either redesign the subdivision for six (6) lots or less or submit a set of utility plans for the proposed six (6") inch water line extension from the existing six (6") inch water line located on Holly Springs Church Road (SR 1273) to serve the proposed development. 2. The professional engineer (PE) should submit a complete set of Utility Plans, an engineer’s report and project specifications (in triplicate) to HCDPU for review and subsequent approval in accordance with the established Approval Process for New Water Line Extensions as described on the Harnett County website www.harnett.org under the Public utilities page. 3. The professional engineer (PE) should submit a three-party NCDOT encroachment agreement to HCDPU for approval and then submit the signed three-party NCDOT encroachment agreement to NCDOT for approval before starting construction in the NCDOT right-of-way along Holly Springs Church Road (SR 1273), Hollies Pines Road and Lawrence Road (SR 1272) including the water lines along the proposed street within the subdivision. 4. The proposed layout of the fire hydrants must be adjusted to satisfy the HCDPU requirements and meet the approval of the Harnett County Fire Marshal. 5. The NCDENR permit for the proposed water line extensions must be issued by the state before any construction shall begin on site. The work to install the new water line extension must be performed by a licensed utility contractor using materials approved by HCDPU. 6. Since the proposed development will disturb more than an acre of soil, the P.E. must obtain an Erosion Control permit from NCDENR and it should be posted on site before any clearing, grubbing, grading or other construction begins on site. 7. The developer must provide HCDPU with a complete Master Development Plan if additional phases will be developed in the future. LONGE RANGE: 1. The Developer must provide HCDPU with a one (1) year warranty on the new water lines that will serve this subdivision once the final approvals have been issued NCDENR and the new utilities have been accepted by HCDPU.
