007-025-P SR Public Utilities 01 PUBLIC UTILITIES STAFF REPORT Harnett County, North Carolina Planning Department 108 E. Front Street, Lillington, NC 27546 Phone: (910) 893-7525 Fax: (910) 893-2793 Development Name: Stoneridge Case # 007-025-P Property Description PIN(s): 0508-41-0412.000, 0508-41-7271.000 Acreage: 206.35 acres Address/SR No.: Hwy 27 Water Public water is available for this development (via Harnett County) Comments: HCDPU has an existing eight (8") and a twenty (20") inch water main located on the south side of Hwy 27 that should be able to provide adequate pressure and flow for fire protection and domestic potable water service to this subdivision. HCDPU requires that the professional engineer design the utilities to tap the eight (8") inch water main for this proposed project as the twenty (20") inch water main is a transmission line that serves the Southwest Water and Sewer District. NOTE: HCDPU provides this information as a curteousy to the developer and profeesional engineer for design purposes. However, HCDPU cannot be held liable for errors, mistakes, ommissions, and inaccurate information provided through this preliminary approval process. It is therefore recommended that the engineer or developer "field verify" the information provided by HCDPU prior to purchasing, grading, excavating, clearing, or developing the subject property. HCDPU will not make provisions to extend new water lines to new developments at the county's expense and HCDPU will not provide assistance to upgrade, install or improve the new or existing water services in the proximity of this project unless the developer can provide HCDPU proper justification and demonstrate a benefit for Harnett County. Sewer Public sewer is available for this development (via Harnett County) Comments: HCDPU has an existing eight (8") inch gravity sewer system located on the south side of Hwy 27 in the proximity of this proposed subdivision. The subdivision may need to be developed in phases in order to allow Harnett County sufficient time to create additional wastewater capacity to serve this project. The first phase could be given conditional approval of the preliminary plat. However, the developer must realize that HCDPU has plans to construct a new South Regional Wastewater Treatment Plant that will provide additional capacity in the near future. The additional capacity for future phases will not be available until the new South Regional Wastewater Treatment Plant is constructed, approved by NCDENR DWQ and fully operational as well as the design, construction and approval of the associated sewer collection system. HCDPU will not make provisions to extend new water lines to new developments at the county's expense and HCDPU will not provide assistance to upgrade, install or improve the new or existing water services in the proximity of this project unless the Page 1 of 2 PUBLIC UTILITIES STAFF REPORT developer can provide HCDPU proper justification and demonstrate a benefit for Harnett County. Ballot REVIEWER: Tim Payseur Date: Jan. 24, 2007 VOTE: Hold CONDITIONS: SHORT TERM: The professional engineer must submit three (3) sets of utility plans, engineer's report, and project specifications to HCDPU for review and subsequent approval. LONGE RANGE: The plans and associated documents must be approved by NCDENR- DWQ and NCDENR-PWSS and permits issued for the utility system improvements prior to construction. Once the state has issued all the necessary NCDENR permits for water, wastewater, erosion control as well as the execution of the three party NCDOT Encroachments Agreement, then the utility contractor and professional engineer must schedule a pre-construction meeting with HCDPU prior to construction of said utility improvements.
